IMPLEMENTATION COMPLETION REPORT OF THE SOKADEF SKILLS ACQUISITION

EMPOWERMENT PROGRAM 2018

EXECUTIVE SUMMARY

Background

Young people are almost three times more likely to be unemployed than adults (Global
Employment Trends for Youth, October 2008). Also, one out of five youth is not
gainfully employed or working and live in abject poverty (less than US$1/day). The issue
of youth unemployment is a major concern around the globe and more severe in
underdeveloped and developing nations in which Nigeria happens to be among. This
implies that Nigeria also have an alarming rate of unemployment rate as it affects all
the geo-political zones of the country. Kaduna state which is part of the North-West
has had it share of multiplier effect of unemployment as evident in the rate of unrest.

Food security has direct relationship with stabilized employment rate where citizens
are left with little or no time for fomenting troubles but rather concentrate on wealth
generation through adequate management of factors of production with attendant
consequences on increase standard of living.

SOKADEF Intervention in this regard stems from the fact that the society can only be
better when youth shun violent extremism, drug addiction and the likes and embraces
wealth creation through meaningful engagement.

The southern senatorial zone of the state had been characterized is also affected by
poverty. In view of this menace of poverty in the southern senatorial zone, Southern
Kaduna Development Forum (SOKADEF) has decided to help uplift the living standard of
the youth in this area, especially those residing in the rural localities. SOKADEF in its
determination to improve the living standard of the zone has decided to embark on a
career exploitation and skills development programme for youth in the area which
would enable the unemployed youth to realize the full potential and power which are
inherent in them to embrace entrepreneurship as a means of earning a decent living.
This has made SOKADEF in partnership with National Directorate of Employment (NDE)
to organize and embark on this skills acquisition orientation programme which will
create awareness in the youth on vocations or skills that will be appropriate and suitable
for them to earn a living in the absence of white collar jobs bearing in mind the viability
and feasibility of such vocations in their areas of abode.

Furthermore, for one to go into a particular vocation or career development, a


prospective trainee must be able to assess which skills are important for him/her in
pursuing such desired vocation or career development. The prospective trainee must
also determine if such vocations are available for him/her to learn, and whether such
persons really have the pre-requisite to enroll into such skills acquisition programme.
Such vocations must be ones that are viable, feasible, profitable, and will stand the
taste of time in the area where it will be put into business utilization.

Purpose

The purpose of this survey is to identify persons of youthful age from the southern
senatorial zone of Kaduna state who are not gainfully employed and are not self-reliant
so as to orientate them on skills acquisition and career development which if they key
into may become a source of livelihood for them. The survey is however a preliminary
or pilot survey, therefore the report is a preliminary report. After the successful
completion of this orientation programme, a More detailed and comprehensive report
will be produced. The report shows the distributions of respondents’ demographic
information as well as the vocational skills they intend to acquire from this programme.

Methodology

In the course of carrying out this skills acquisition and career development survey, a
Cluster and Purposive sampling methods were introduced and used as the main
techniques for sampling in the survey. These sampling methods were employed in
selecting participants who will provide responses in the eight Local Government Areas
that make up the Southern Senatorial zone of the state on skills acquisition and career
development. The Cluster sampling technique was used to sample across local
government areas, districts, wards, and households, while the purposive sampling
technique was used to select the actually persons in each selected household to be
enumerated. The main data collection instrument in the survey is a questionnaire. The
questionnaire was divided into two parts: Part A was designed to collect respondent’s
demographic data such as age, sex, marital status, educational qualification, etc. Part
B was designed to collect data on career and skills acquisition status of respondents. A
total of 1100 copies of the survey questionnaire were distributed to respondents in the
eight Local Government Areas through representatives in the various local government
secretariats. The success of this process was attributed to the manner in which the
questionnaires were given out to respondents. Respondents who were selected during
the sampling process were each given a signed tag to go to the local government
secretariat and collect the questionnaire. With this method, 1100 copies of the
questionnaire were distributed to the respondents. The respondents then filled the
questionnaires and returned same back to the various representatives in each local
government area, after which the representatives collated them and handed over to
SOKADEF officials for data entry and data analysis. A total of Nine Hundred and Twenty
Two (922) questionnaires were returned back to the representatives. This implies that
a total sample size of 922 was used as the basis for carrying out data analysis in this
survey and not 1100. This also implies that a success rate of 83.82% was achieved in the
survey. The main software applications used for data entry, database, and data analysis
were: MS – Excel 2010, MS – Access 2010, and IBM - Statistical Package for the Social
Sciences (IBM-SPSS) version 20.0. The main data analysis carried out on the survey data
was Frequency/Percentage distribution analysis.
