The Western Mindanao State University will be celebrating its Foundation day on September
28,2018. There are activities lined up to make the celebration more enjoyable and memorable. One of
the activities is the “Tula, Talumpati at Balagtasan”, which will be a competition and to be participated in
by students from the different colleges.

In view of this, the undersigned who is the chairperson in this competition would like to
