Is K-12 Fully Funded?
• NO. While good progress was made, schools are not yet
fully funded.

• Much of the funding for the increase came from reducing


local levies and increasing state property taxes.

• Seattle taxpayers will see higher taxes beginning in 2018,


with lower taxes in 2019.

Here are some (not all) areas that are not fully
funded
• Special education, $2,500 gap per pupil statewide
• Gap in classified and certificated admin (i.e. principal) compensation
• Nurses — state allocates 9
• Family Support Workers — state allocates 6.5
• Counselors — state allocates 39 for grades K-6
• Social workers — state allocates 3.7
• Psychologists — state allocates 1.5
• Lower class sizes for grades 4 through 12 — state allocates 27:1 for
grades 4-6
• Principals/Asst. Principals — state allocates for 163

Current Situation
Seattle Public Schools continues to grow
• 8,000 additional students in past 10 years
• 104 school buildings
• Opened 15 new or modernized schools since 2014 (BEX IV)
• Have modernized and opened most closed buildings
• Using non-classroom space for classrooms in many schools
• Projections for continued growth
• Need to add more classroom and support space by
renovating, building additions or building new schools

• Collect and review enrollment data and projections

Planning Update
• April through September 2018 — community meetings
and home language focus groups; levy and contact
information posted on district website
• May 2018 — School Board adopted BEX V Guiding
Principles
• June 2018 — School Board created a task force to review
elements of the district’s Facilities Master Plan update in
order to guide the levy planning
• August 2018 — School Board work session to discuss the
proposed levy projects, Facilities Master Plan Task Force
recommendations, and potential levy rates

Facilities Master Plan Task Force
• Task force of 20 community members met 5 times
in July and August
• Currently preparing final recommendations for the
School Board on:
– Capacity analysis and future capacity needs
– Validation of scoring criteria to prioritize potential BEX V
levy projects

Scoring and Relative Ranking of
Proposed Projects
Task Force evaluated the scoring criteria for proposed
projects using the Board Guiding Principles:
– Equity Tier
– Health, Safety, and Security
– Educational Adequacy
– Building Conditions
– Right Size Capacity
• Scores have been developed for each category based on the
criteria from the task force
• The Seattle School Board is determining how to best combine the
scores while considering racial and educational equity

• The facility and technology needs are greater than
the dollar amount that can be requested for BEX V
• The Board will use the final scoring criteria to
refine the project list for the levy
