MEMORANDUM

SUBJECT : IMPLAN 10-2018 SESAME Street (Secured, Safe and Monitor

Elements in the Street)

DATE : July 27, 2018

1. Reference: Pronouncement of PRRD against Drunkards and Youths in

streets during curfew hours.

2. Purpose:

This IMPLAN prescribes the operational guidelines and procedures to be

undertaken by this Office on the implementation of SESAME Street (Secured, Safe and
Monitor Elements in the Street) during curfew hours daily.

3. Situation

The crime incidents in Bulacan province is decreasing in number, however,

the number of physical injuries and rape perpetrated by suspects under the influence of
liquor continue to exist. Further, minors continue to roam in the streets during curfew
hours making them targets of crimes by perpetrators.

Hence, the PNP needs to adopt IMPLAN SESAME Street (Secured, Safe
and Monitor Elements in the Street) which aims to protect the minors, lessen criminal
activity and promote a safer and decent community.

4. Mission

Bulacan PPO, concurrent with its mission and functions, shall implement
SESAME STREET (Secured, Safe and Monitor Elements in the Street) which aims to
protect the minors, lessen criminal activity and promote a safer and decent community.

5. Execution

Bulacan PPO, shall coordinate with the LGUs, City/Municipal Social Welfare
and Development Officers, Barangays Officials and other government agencies concerned

for the implementation of City/Municipal Ordinances on violation of curfew hours,
individuals drinking liquors and going shirtless in the streets, etc.

Tasks:

1) DPDO

- Designated as the Over-all Supervisor;

- Provide strategic direction and supervision of all tasked units; and
- Perform other tasks as directed.

2) C, POPB

- Monitor the implementation of this plan;

- Submit Daily Accomplishment Reports on IMPLAN SESAME street to
ROPD; and
- Perform other tasks as directed.

3) C, PIB

- Provide intelligence requirements to all concerned units;

- Monitor activities of various threat groups; and
- Perform other tasks as directed.

4) OIC, Prov’l Logistics Branch

- Provide logistical support to all tasked units; and

- Perform other tasks as directed.

5) C, PCRB

- OPR in the formulation and implementation of Information

Operations Plan (IOPLAN) in support to all tasked offices/units;
- Conduct PCR related activities to deter threat groups from
conducting their illegal activities; and
- Perform other tasks as directed.

6) C, PIDMB

Undertake case build-up and documentation against law

violators;
Supervise the investigation and disposition of cases filed; and
Perform other tasks as directed.

7) PTOC

- Establish comlink;
- Monitor the operations of tasked units;
- OPR in the provision of a secured communication system;
- Formulate and implement Communication Network Plan for both radio
and cellular phone, in coordination with tasked units;

Establish operational linkages with the tasked units; and
Perform other tasks as directed.

8) ALL COPs

- Coordinate with LGUs/Barangay Officials on the implementation of

laws and local ordinances such as drinking and smoking in public
places, roaming the streets without shirts, using of karaoke beyond
the allowed time, minors violating the curfew hours, etc.;
- Intensify the conduct of Oplan Sita, Oplan Bulabog, Oplan Bakal,
Oplan Galugad and other anti-criminality operations in your respective
areas of responsibility;
- Intensify police visibility;
- Initiate the enactment of ordinances through the Local Peace and
Order Councils or Sangguniang Bayan relative to IMPLAN SESAME
Street;
- Apprehend all violators of local ordinances and take appropriate
actions (turn-over to barangay, advice to go home);
- Submit result of your actions taken to this Office (Attn: POPB) on a
daily basis covering the period from 9:00 PM to 5:00 AM; and
- Perform other tasks as directed.

1. ADMINISTRATION AND SUPPORT:

Tasked units/offices shall use their mobility assets and logistics.

2. COORDINATING INSTRUCTIONS:

a. Police Operational Procedures and respect for human rights must be

strictly observed;
b. Turn- over to the Barangay Officials all violator of local ordinances;
c. Anti-criminality campaigns and other normal/routine police operations in
respective AORs shall not be hampered;
d. Current CEOI is in effect. Both radios and cellphone shall serve as
primary modes of communication;
e. Uniform: GOA C; and
f. Lateral coordination is encouraged and authorized.

3. RESCISSION:

All existing directives and other issuances that are contrary to or inconsistent
with this IMPLAN are hereby rescinded and/or modified accordingly.

4. EFFECTIVITY:

This IMPLAN shall take effect immediately.
