Friday Flyer October 8, 2010

“Second Chance” Day Is for EVERYONE: Saturday, October 9, is a great day to

get rid of gently used clothing and household items (no major appliances), as well as computers and other electronic equipment.
LMOA and Goodwill Industries of the Valleys have collaborated to offer “Second Chance” Day as a convenient way and day
for residents to de-clutter. Bring items to the Goodwill donation center just outside the Falcon Hills (Turkeysag) Gate
between 8AM and 4PM on Saturday. Attendants will help you unload and give donation receipts on request. If you cannot
deliver your donations, call 1-540-292-9338 in advance to arrange for pick up. For more information on what Goodwill can
and cannot accept, see the special flyer that was delivered last weekend to mailbox cubbyholes. The flyer also is available
in the Clubhouse lobby and on the website at www.lmoa.org – click on the link on the homepage.

First-time Wine Tasting at Octoberfest: For the first time, Octoberfest will offer a wine tasting for adults
21 years and older. The event will begin at 1PM (note time change) on Sat., Oct. 16, at the Clubhouse. Five different
wines will be offered – two whites, two reds and one rose -- from four Virginia vineyards (Cooper, Del Fosse,
Blenheim and Horton). Cost is $6 per person for five tickets and a souvenir glass. Ticketholders may begin tasting at
anytime after 1PM, using their tickets for any of the wines offered. The tasting, sponsored by the Ashlawn Grille, will
be held outside the Terrace Room, under the Clubhouse deck.

2010 Octoberfest/Celebration of Autumn

Lake Monticello’s major fall event for the whole family will be held on Sat., Oct. 16, from 10AM through 3PM,
at the Clubhouse. Look for some favorite activities and more. For more information about the activities at
Octoberfest, see the special flyer that was delivered to mailbox cubbyholes last weekend and is available in
the Clubhouse lobby and on the website at www.lmoa.org.
Volunteers still needed: Help monitor rides, assist with games, man the information booth, judge the
pumpkin baking contest. To volunteer, call Trish at the LMOA Administration Office at 589-8263,
extension 101, or email Tmitchell@lmoa.org.

Help Put Pier Fund over the Top! We’re almost there: With the $1,115 raised at the Dixieland Jazz concert, the fundraising
effort for the community fishing pier is at 98% of the estimated $25,000 needed to construct the pier. As of Oct. 5, the fund is at
$24,469. To help push it over the top, send your donation (of any size) to Bo’s Pier Group, 265 Turkeysag Trail, Suite 102, #130,
Palmyra, VA 22963. Make out your check to LMOA and mark it for “Pier Fund.” Please note: Donations are not tax deductible. A
financial statement is available by written request to the VA Department of Consumer Affairs.

Public Hearing on Land Across from Main Gate: The Fluvanna Board of Supervisors (BOS) will hold a public hearing
on Wed., Oct. 20, at 7PM in the County Court Building. Citizens may speak on the developer’s request to amend two proffers
associated with development of 44.217 acres across from the Main Gate on Rt. 618. The requests were heard and turned down by the
Fluvanna Planning Commission in September. Proffer #8: Originally, the development was planned for occupants 55 years and older.
Southern Development is asking the BOS to amend the original proffer to loosen the age restriction. Proffer #15: Originally,
construction of left and right turn lanes at the entrance across from Crofton Plaza was required before the first certificate of occupancy
was issued. Southern Development is asking that improvements to the entrance be delayed until 50 units have been built. For details,
contact the Fluvanna Planning Office at 591-1910.

2011 Operations Budget Meeting: The Finance Committee, Board of Directors and Staff will meet on Tues., Oct. 12, at
6PM in the Terrace Room to discuss the proposed 2011 operations budget. The budget was presented on Oct. 5. Members are
welcome to attend all budget development meetings. Time will be allotted for member comments.

Are You Registered to Vote? Mid-term statewide elections will take place on Tues., Nov. 2. The deadline to register is 6PM
on Oct. 12. Absentee voting is available, but requires advance arrangements. For details, go to the Virginia State Board of Elections
website at www.sbe.virginia.gov.
Proposed Fluvanna/LMOA Land Swap: On Oct. 20, the Fluvanna Board of Supervisors will vote on whether to enter into
a land swap with LMOA for unimproved properties. The county owns 34 acres that border three sides of LMOA’s campground. The
land was donated to the County by the Lake Monticello developer in 1975 to build a school. There are no plans to build a school at that
location. Because of a deed restriction, the County cannot use the property for another purpose without LMOA approval. LMOA owns
three parcels that border the Rivanna River that cannot be developed because they are in the flood plain. The property would be of
benefit to Fluvanna for recreational purposes.

Halloween Decorating Contest: To enter this annual event, register by contacting Trish at 589-8263, ext. 101, or
tmitchell@lmoa.org. Judging will take place on Oct. 27. Judges are needed. Contact Trish to volunteer.

Artists and Crafters Needed for Fall Craft Fair at the Lake Monticello Clubhouse on Sat., Nov. 13, from 9AM to 3PM.
The cost to set up inside the Clubhouse is $35 per space, including a table, or $25 with your own table. Cost to set up outside with your
own table is $25. Reserve your space by calling Andrea at 589-8263, ext. 102.

The Acres Pond Spillway

On the morning of Friday, October 1, the spillway beneath the small storm water retention pond in the Acres section of Lake
Monticello failed, causing the pond to drain. The management of the Lake Monticello Owners’ Association (LMOA), which owns and
maintains the pond, inspected property downstream from the pond to Jackson Cove and found no damage as a result.
Ponds and lakes are designed with a spillway system to prevent the accumulation of water over the capacity that the pond or lake
was built to contain. When water exceeds the normal level, the spillway allows it to flow out, preventing flooding and property damage.
Earlier this year, the Acres spillway developed a slow leak, causing the water level to drop by as much as two feet at times. Upon
close inspection, it was discovered that an area of rust along the underwater spillway assembly had become perforated, allowing water
to pass through. Immediate action was taken to block the leak as a temporary fix while a permanent solution could be found. No one
could foresee the heavy rains that fell last week, causing the temporary fix to give way, the leak to widen and most of the water to drain
from the pond.
From the first sign of trouble with the spillway, the goal was and continues to be a reliable, permanent repair that can be made in a
fiscally responsible manner. The process to meet this goal is underway, having begun shortly after the source of the problem was
discovered. LMOA consulted with the engineer on the original pond project to assist in development of an appropriate design and work
plan. The engineer also inspected the dam and reported no evidence that the integrity of the dam was compromised by the recent
event. Contractor bids for the required work are due not later than October 15. Once the LMOA Board of Directors accepts a bid, work
will get underway as soon as possible thereafter.
Not only is the pond an attractive aesthetic feature for the community, it also is an important part of Lake Monticello’s storm water
management program. Its key role is to collect sediment from storm water runoff from the Acres and property upstream to prevent it
from flowing into Jackson Cove and the main lake. It is imperative to accomplish a proper, permanent solution, and that takes time.
While LMOA understands the frustration of property owners adjacent to the pond, there is no quick and easy way to correct the
spillway problem. The loss of the water in the pond was unfortunate and unexpected but, in the long run, may actually expedite the
work. The pond would have been drained by the contractor before work could begin.
LMOA cautions residents to avoid walking along the pond’s edge or on the muddy bottom, which are very soft and pose a potential
hazard, and to keep children and pets away form the pond until the repair is made and the water level back to normal.
