Abstract: Buoyweather is a floating weather station to obtain maritime weather data. The instrument system of
buoyweather station consists of data acquisition systems, data transmission systems, and power supply systems.
The data acquisition system in this study consisted of sensors to measure weather variables, such as temperature,
humidity, air pressure, wind speed, wave height, compass, and wind direction. Data transmission starts with
sending data from buoyweather to ground station using 3DR Telemetry 433 MHz and from ground station to the
web server using TCP/IP. The design of the power supply system design is done by designing a solar charge
controller (SCC) system which is implemented digitally using a microcontroller to control the electrical power to
the battery and the instrument load from the photovoltaic panel. The incremental conductance (INC) algorithm is
applied to the power supply system to find the maximum power point of the photovoltaic panel in various
conditions. The Wavelet Transform method is used to filter signals in handling noise that occurs in the system.
The results of the reconstruction of the data acquisition system with the addition of wavelet transform can reduce
the root mean square error (RMSE) value and increase the signal to noise ratio (SNR) on all sensor measurements.
Based on dynamic testing on the offshore, buoyweather's system was able to measure weather conditions. Data
transmission to ground station has a maximum distance of 1000 meters and an effective distance of 800 meters.
Average loss, delay, and jitter on TCP/IP testing in accordance with ITU-T G.114 standards. The power supply
system design manages to control electrical power and track maximum power points while on the offshore.
