CHECKLIST 1 - PRE-ARRIVAL AT LOAD/DISPORT

Has any damage been found on valves or pipes on the tank deck or in the pump
room?
Have any dresser couplings or pipeline supports twisted or worked loose?
Do all devices related to cargo work, such as gauging systems, hydraulic valves,
portable UTI equipment and pressure gauges function properly?
Check to see all valves on the main cargo lines, COW lines, stripping lines, drop
lines on deck and in the pump room, and all openings on deck such as tank hatches
are initially closed.
Check that unused valves such as sea suction and overboard discharge valves are
sealed and blanked.
Check to see that the IG supply valves of all tanks are padlocked open.
Check the proper function of the IGS, and the cleanliness of the inert gas.
Check the cargo sea chest testing arrangement.
Check the water levels of the P/V breaker and IGS deck seal. Are PV valves in
good working order?
Has a cargo plan been drawn up and crew members informed/instructed?
Have oil spill response equipment and materials been checked and maintained?
Are crew members familiar with proper regulations of the berth and port?
Are scuppers on deck plugged?
Has firefighting equipment and oil pollution equipment and materials been
prepared?
Have portable radios and other means of communication been checked and
charged?
Have emergency hydraulic pumps been prepared?
Have spanners, hammers, rags, flashlights, etc. been prepared at the manifold?
Have fixed and portable gas detectors and oxygen analysers been inspected and
maintained? Does the gas alarm system function properly?
Has the oxygen (02) content of the tanks been measured and recorded?
Are the cranes ready for use?
Are lights on the deck and in the pump room working?

Are there any oil leaks into ballast tanks?
Have cargo pumps and their alarm systems been tested?
Have tanks been depressurised for inspection before arrival? (if applicable)
Has the request been made to the engine department to warm through cargo and
ballast pumps for use? (if applicable)
Have water dips been taken? Have the results been recorded? (if applicable)
COW CHECKS ( if applicable)

Have the signs “Crude oil washing in progress” and Dangerous cargo handling
operation in progress” been prepared? (if applicable)
Have the main lines, COW lines, stripping lines been pressure tested (at 1.1. times
the working pressure)? (if applicable)
Has the cargo pipeline between the manifold valve and the blank including gauges
and thermometers been pressure tested using compressed air?
Has the terminal been advised of all information necessary so that permission for
COW can be granted? (if applicable)
Is inert gas inside tanks with oxygen content 8% or less?
Are all tank isolating valves for cleaning lines and valves for tank cleaning
machines closed?
Is there positive gas pressure of at least 500mm WG in tanks?
Are the inlet or outlet of the tank cleaning heater closed and blanked?

Are butterworth connections closed and blanked?

Are the air valves and drain valves fitted to the tank cleaning lines closed?
