1.0 Purpose:

This document provides an overview of the Environmental Program of Morning Mist Village Homeowners Association, Inc. (MMVHAI) in order
to guide the household in the village to effectively and systematically manage the non-hazardous solid wastes generated by them from its
inception to its final disposal in a desirable way through the adoption of the best environmental practices in accordance with RA 9003, otherwise
known as Ecological Solid Waste Management Act of 2000, and in compliance with Cagayan de Oro City Ordinance No. 8975-2003
requirements pertaining to the protection of the environment.

The overarching purpose of this program is to highlight that each household in the village has roles to play in the entire process of solid waste
management, which underscores the significance of proper handling and disposal of solid wastes, i.e., waste segregation, storage, collection,
transport, treatment and disposal, in order to minimize the volume of solid waste destined for final disposal.

This program shall apply to MMV community processes where the works are undertaken by its residents, including the contractors as well as
the household helps, who are working on their behalf.

2.0 Scope:

2.1 The Morning Mist Village Homeowners Association, Inc. (MMVHAI) Solid Waste Management program has been compiled to
exclusively deal with the solid waste administration and practices within the village in a responsible, practicable and sustainable
manner, making sure that through the process of self-regulation of its practices comply with regulatory requirements as set forth in
RA 9003 or Ecological Solid Waste Management of 2000.

2.2 The Village shall continuously look for enhanced, more economical and environment-friendly methods of disposing non-hazardous
solid wastes, review or evaluate the present solid waste practices, assess the recommended methods and alternatives, and provide
an overview of the problems encountered and recommend pathways to come up with practicable ideas or working system that is
reflective of the program, and it must be in harmony with the solid waste hierarchy.

2.3 Effective solid waste management is a cooperative effort involving the entire residents or neighborhood of Morning Mist Village. The
concerted efforts of the neighborhood play a major role in the success of implementation of the program. Ideologically, the program
is attainable, but to achieve this program it is important that households understand the value of solid waste segregation. If one
household resists to the process, it is categorically a breakpoint of the whole program.

2.4 It must be stressed that waste segregation starts with the homes or at source, the waste generator. It is an accepted fact that many
people are aware of the solid waste problems, but do not have a sense of personal responsibility. It is exasperating that a lot of them
get accustomed to mix up the wastes they produced day-by-day, and have the innate behavior that as long as garbage is collected
or hauled out from the household by contracted garbage collector, their garbage problem has been solved and addressed.

2.5 All MMV residents, including contractors and house helps working on their behalf, shall be made aware of this program and translate
their awareness into practice as a way to support the program. Everyone in the village should get involved for the achievement of
the solid waste segregation program of the village. We should bear in mind that health is a basic human right. Every person deserves
to breathe a cleaner atmosphere and desires for a healthy family.

2.6 Do not overfill the containers or put bags of waste on the ground. Sanitation crews will only collect waste/trash from the marked
containers of prescribed color for the day.

2.7 Vehicles should not be parked too near the waste containers that obstruct access by sanitation crews for easier waste collection.

2.8 Any garbage not properly segregated will not be collected or hauled out by the garbage sanitation crews pursuant to “No
segregation, no collection” policy of the village.

2.9 COOP or MMV store operator is obliged to provide three (3) garbage bins/receptacles with covers and shall be placed near the store.
Similarly, these garbage bins should be labeled as mentioned in 2.12, below. It is always in the store operator’s best interest to take
a look at all of the options to avoid the unmindful scattering and throwing of bottles, cellophanes, packets, etc. in the vicinity or
environs.

2.10 The three (3) garbage bins strategically placed at the designated site of MMV park are SOLELY for the purpose of stacking the solid
wastes attributed to street sweepings, multi- purpose hall and park maintenance, and the like. There should be no garbage bins in
the vacant lots and open spaces to discourage improper disposal of wastes.

2.11 Scavengers or garbage pickers are strictly prohibited so as not to expose them to all kinds of disease-causing agents which may have
an impact on human health. Oftentimes, they have been agog to get those wastes, without any means of protective materials, which
they think that have economic value and discard elsewhere those that are not usable in an inappropriate manner leading to
significant environmental impact.

2.12 Each household shall provide three (3) garbage bins with covers. Each container should be labeled or color coded according to the
kind/categories of waste as indicated below. Do not put trash in containers that do not belong to you. You may place these
containers at your immediate sidewalk.

To aid in the understanding of this program, the following terms are defined:

o Biodegradable – organic wastes that can easily be decomposed.


o Non-biodegradable – wastes that do not decompose or are not easily decomposed.
o Recyclable - wastes that can be re-used or can be sold out to local junk shops.
o Solid Waste – refers to all discarded household waste, commercial waste, non-hazardous, institutional and industrial waste, street
sweeping, construction debris, agricultural waste and other non-hazardous/non-toxic solid wastes.

3.0 Garbage Service Provider Scope of Work (General):


3.1 Undertakes to provide needed manpower (with proper uniform and appropriate PPE) and packer-type hauling truck for the collection
and disposal of garbage from the village.

3.2 Collects the segregated garbage 3 times a week from 9AM to 5PM under the following schedules:

Monday - 1st trip Biodegradable (GREEN garbage can)


- 2nd trip Non-biodegradable (RED garbage can)

Wednesday - 1st trip Biodegradable (GREEN garbage can)


- 2nd trip Recyclable (YELLOW garbage can)

Saturday - 1st trip Biodegradable (GREEN garbage can)


- 2nd trip Non-biodegradable (RED garbage can)

Sunday (1st & 3rd sunday) - Green waste (branches, grass clippings, shrub, leaves) w/ prior notice.

Important:
1. Please inform MMVHOA Admin Ms. Cristina Olarte that you have green waste, branches
or tree cuttings for pickup on the 1st or 3rd Sunday BEFORE 5pm of the Friday prior to the
1st or 3rd Sunday, so Cristina can formally advise IPM for their FREE pickup of tree cuttings.
NO PRIOR ADVISE to Cristina will mean NO Pickup of Tree Cuttings
2. The household should see to it that branches are cut not exceeding 5 feet in length and its falling leaves and
small branches should be bagged or sacked. These green wastes should be stacked together on the ground in
an orderly manner near the collection area for trash containers or in a conspicuous site such that the sanitation
crews can easily identify or see it
3. Stacks or bags of green waste should not impinge on the road so as not to cause inconvenience to the passing
vehicles and passersby.
4. The garbage collector will utilize the open-type truck.

3.3 Meticulously checks on wastes/garbage being disposed by the residents if these are administered and segregated properly in line
with the solid waste program of the village. The sanitation crews should see to it that no mix up of solid wastes during collection.

3.4 Disposes of the garbage collections from the village to designated dumping site or disposal facility of the province and/or city
pursuant to government regulations pertaining to disposal and dumping of waste materials.

3.5 Logs/records any complaints or concern of the household, and informs the Board immediately for appropriate action.

the success of this program, which is not only aimed at keeping our village clean and safe, but also to keep up the image of MMV as “a great
place to live in”.
