rising next year

LEGAZPI CITY – A
5-hectare sanitary land-
fill (SLF) facility will soon
rise in Barangay Marirok
in Tabaco City next year,
Mayor Cielo Krisel Lag-
man Luistro said Wednes-
day.
Luistro said the construc-
tion of the SLF facility would
now comply with the govern-
ment’s proper waste disposal
program under RA 9003, or
the Ecological Solid Waste
Management Act.
Luistro, in a phone in-
terview, said the Dynamic
Builders and Woodfields
Consultants, Inc. was con-
tracted to build the PHP50-
million facility.
She said “construction
work would start next month
and the facility would be ful-
ly operational by July of next
year.”
The Environmental Man-
agement Bureau (EMB) of
the Department of Environ-
ment and Natural Resources
has issued an Environmental
Clearance Certificate (ECC)
to start the SLF construction

an upland village in Tabaco
City.
In 2015, Luistro and Pol-
angui Mayor Cherilie Mella
Sampal were suspended by
the Office of the Ombudsman
for operating an open dump-
site in their respective locali-
ties.
Ombudsman Samuel Mar-
tires, however, lifted the sus-
pension order last Sept. 3 and
directed the Department of
the Interior and Local Gov-
ernment (DILG) to imple-
ment the recall order.
Martires, in recalling the
suspension order, also asked
for a review of the implemen-
tation of the waste disposal
program under RA 9003.
The review would deter-
mine how capable are the
local governments to finance
and comply with the law in
the setting up of sanitary
landfill facilities in their areas
of jurisdiction.
It would also define the
role of the national govern-
ment in assisting LGU in car-
rying out the waste disposal
program.

A YOUTH MODEL
FOR THE TIMES
Last week, the Province of
Camarines Norte marked the 108th
birth anniversary of one of its two
prominent heroes, Wenceslao Q.
Vinzons.
At the University of the Philippines
where he served as President of the
Student Council and editor of the
Philippine Collegian, he called for
the unification of Malay countries
like Malaysia, Indonesia and the
Philippines, thus becoming an early
advocate of what would eventually
be the Association of Southeast
Asian Nations.
At the 1935 Constitutional
Convention, where he was at 24 the
youngest delegate, he fought for
Tagalog as an official language, thus
pioneering the national language
issue in the country.
His service as the lone
representative of Camarines Norte
was cut short, when the Japanese
invaded the Philippines.
He then organized a guerilla group
which figured in several battles
against the invaders who eventually
captured and executed him on July
15, 1942.
Bintao, as he was fondly called, can
serve as a model for today’s youth.
His story of student activism and
fight for freedom is certainly an
example worth emulating not only
by the youth, but also by all our
countrymen looking for paragons
of patriotism and honor, amidst this
regime that stands diametrically
opposite the values and ideals he
stood and fought for as a young man.

tration was created by law, R.A. 7820
known as the Partido Development Ad-
ministration Act of 1994. It was spon-
sored by Congressman Arnulfo ‘Noli’ P.
Fuentebella and sponsored by Senator
Gloria Macapagal Arroyo.
Section 18 of R.A. 7820 is on Disso-
lution. It says the following: “The admin-
istration shall be dissolved even before
the expiration of its corporate life once
objectives have been realized as mani-
fested by a comprehensive road network
and economic indicators equal to those
present in the most developed district in
the country. The regional development
council through the National Economic
Development Authority (NEDA) shall initi-
ate the dissolution by submitting a recom-
mendation by the Board.”
It is therefore clear that the NEDA
should initiate dissolution and not the
Sangguniang Panlalawigan.

said that an interest rate hike—which
market watchers expect to be announced
after the Monetary Board meeting—might
help cap the inflation rate by stabilizing
the local currency. The visible solution is
higher rates o both loans and deposits
– but that may adversely affect financial
operations of business and industry.
The economy is robust enough to ac-
commodate a rate hike, the BSP official
said. He explained that any rate hike
to be ordered by monetary authorities
would serve a threefold purpose of but-
tressing the peso against the US dollar,
capping the inflation rate and improv-
ing the credibility of the BSP vis-a-vis its
mandate of keeping prices stable. The
BSP pointed out that, as a rule of thumb,
every 1% decline in peso value results
in 0.06% increase in inflation rate. One
crucial thng that is unpredictable is our
weather conditions. Typhoons should re-
mind us that God is still in control! AMEN,

ZERO REAL WAGE: The absence of
a real wage growth in the Philippines is
among the major obstacles that could un-
dermine the country’s efforts in turning the
“American dream” of every Filipino into
reality, according to the World Bank. This
was the comment of the World Bank say-
ing that between 2000 and 2016, there
was no real wage growth among workers
in the Philippines – a finding which is un-
usual for a developing country like ours.
Ambisyon 2040 states that for Filipinos
to reach middle-class status by 2040, their
income must be P120,000/mo., own their
house and lot, and a car – comparable
to typical middle class living in the USA.

There is news on the social media
that Exec. Sec. Medialdea signed a
Memorandum Order dated September
25, 2018 abolishing the Partido Devel-
opment Administration as his action on
the petition of the Sangguniang Panlala-
wigan of Camarines Sur to this petition.
Can this Memorandum Order abolish it?
I personally believe that Pres. Duterte
was misinformed by the members of the
Sangguniang Panlalawigan who are po-
litical allies and partymen of the Provin-
cial Governor, the representative of the
2nd district and the ex-representative of
the 3rd district who are perennial critics
of the Fuentebellas. The basis of their re-
quest for dissolution are untrue and can
be verified that it does not serve the peo-
ple. I hope the rule of law will be followed
on this matter. There should be an official
investigation by NEDA. The projects are
existent and can be verified.

collect these is via liberal restructuring

delinquencies. Then there will be no
need to raise the periodic contributions
of membrrs, or at least it can be set at a
much lower amount!

The state-run Social
Security System (SSS) on
Friday announced that the
Loan Restructuring Pro-
gram (LRP) with penalty
condonation was extended
for another six months or
until April 1, 2019.
“We are glad to announce
that the second Loan Restruc-
turing Program with penalty
condonation will be extended
for another six months to ac-
commodate more members
who have outstanding short-
term obligations with the
SSS,” SSS President and Chief
Executive Officer Emmanuel
F. Dooc said.
“The LRP is one of our
ways to extend our assistance
to our members who were not
able to pay on time their loan
obligations with the SSS. We
understand that there were un-
toward instances like the oc-
currence of natural calamities
such as earthquakes and ty-
phoons that made loan repay-
ments quite uneasy for them,”
he added.
SSS launched the LRP
with condonation program last
April 2 and has since collected
more than P2 billion income
from nearly 300,000 availees
for the first five months of im-
plementation.
From April 2 to August 31,

SSS was able to condone P4.3
billion penalties, resulting in
restructured loans amounting
to P4.9 billion.
“We are encouraging our
members to immediately file
their LRP applications and do
not wait for the last minute
filing next year. We’d like to
remind them that their out-
standing loan will still incur
interests. SSS will only con-
done their penalties,” Dooc
said.
To qualify for the LRP,
member-applicants should be
residing or employed in any
of the calamity areas declared
by the National Disaster Risk
Reduction and Management
Council (NDRRMC) or the
national government. The
short-term loan must also be
overdue for at least six months.
Members can pay their
overdue loan in full within 30
days with no additional inter-
est, or apply for an installment
payment term of up to five
years with a minimal interest
rate of three percent per an-
num.
LRP Applicants should
bring duly accomplished LRP
form, valid identification doc-
uments and Letter of Authority
(LOA), in case the application
is being filed by an authorized
representative.

ture and Rural Development
(CARD), Inc. (A Microfi-
nance NGO) was named the
Best Servicing and Collect-
ing Partner Agent of Social
Security System (SSS) dur-
ing the 2018 Balikat ng Bay-
an Awards on September 21,
2018. CARD, Inc. started as a
Partner Agent of SSS in 2013
that offers non-collection
services to its microfinance
clients. This includes getting
SSS number and updating of
records. In 2015, CARD, Inc.
was then granted by SSS to
be their accredited Collecting
Service Agent in response to
the social protection needs
of its clients. The collabora-
tion then gave birth to a loan
program designed for CARD,
Inc. clients who wanted to
avail SSS and pay its pre-
mium through CARD, Inc.
As of August 31, more than
36,000 clients of CARD, Inc.
availed the SSS loan. Estab-
lished in 1986, CARD, Inc.
is a social development or-
ganization that aims to eradi-
cate poverty in the country
by providing microfinance
and community-based devel-
opment programs. To date,
CARD, Inc. is reaching more
than two million clients with
1,428 unit offices and 7,442

NIA to inaugurate new P74M

The National Irrigation
Administration (NIA) – Bicol
is set to inaugurate the new
P74 million pumping station of
the Libmanan-Cabusao Pump
Irrigation System (LCPIS)
located in Awayan, Sipocot,
Camarines Sur on October 11,
2018.

region said the new pumping
station, completed in May 2018,
has four units of brand new 250
HP diesel engines and pumps.
These pumps will irrigate 2,195
hectares of rice land, which will

related stigma and discrimina-
tion.
“The convention organiz-

with effective interventions
that would make the spread of
HIV infection to slow down, if

Albay is set to launch this

garten pupils in the prov-
ince.
Dr. Antonio Ludovice, as-
sistant provincial health offi-
cer, said a series of correction
vision screening will be con-
ducted in all municipalities
and cities of Albay in order to
determine the magnitude of
the problem concerning chil-
dren with vision difficulties.
“At the same time, we
will provide free corrective
glasses to all clients immedi-
ately after the screening to be
ophthalmologist volunteers.
This project aims to reduce
the prevalence of avoidable
visual impairment,” he said
in an interview Wednesday.
All students identified
with sub-normal vision will
be subjected to cycloplegic
refraction. The refraction de-
vice and other supplies have
been procured by the provin-
cial government.
Ludovice said the Pro-
vincial Health Office will
also train all school nurses
on basic vision screening.
“With this, we can monitor
all kindergarten pupils in the
province and provide imme-
diate intervention for them,”
