CODE SURVEY.

AN ACT REPEALING PRESIDENTIAL DECREE (P.D.) NO. 1096, OTHERWISE


KNOWN AS THE 1977 NATIONAL BUILDING CODE OF THE PHILIPPINES (NBCP)

Section 106. Definition of Terms. As used in this Act, and its subsequent
implementing rules and regulations and its derivative regulations such as executive
issuances, the words, terms, phrases, acronyms and abbreviations enumerated
hereafter shall have the meaning or definition correspondingly provided therein.

486. Zone/ Zoning Classification - an area (or the classification of an area) within
which only certain types of land uses and/ or building occupancies are permitted
or for which certain development restrictions are made to apply, as follows:

(q) TZ (Tourism Zone) - an area hosting a tourism-related use or


occupancy, characterized mainly as situated in a low-rise but sprawling
building/ structure for low intensity rest/ relaxation, wellness, personal care,
recreation and entertainment activities and like activities.

SECTION 701. Occupancy Classified

Group 1 Assembly for More than 1 ,000 (Cultural and/or Recreational)

Division 1-1 (Recreational. Assembly Buildings with stage and an occupant load of
1.000 or more in the building)

1. Colisea and sports complexes

2. Theaters and convention centers

3. Concert halls and open houses

4. Convention centers

Section 806. Size and Dimensions of Rooms.

(a) Minimum sizes of rooms and their least horizontal dimensions shall be as follows:

1. Rooms for human habitation, six square meters (6.0 sqm) with a least dimension of
two meters (2.0 m);

2. Kitchen. Three (3.0) sqm with a least dimension of one point fifty (1.5) m; and
3. Toilet and Bath (T&B). One point two (1.2) sqm with a least dimension of point ninety
(0.9) m.

14. Reviewing Stands, Grandstands, and Bleachers

a. Height of Stand

Stands made of combustible framing shall be limited to eleven (11) rows or 2.70
meters in height.

b. Design Requirements

The .minimum unit live load for reviewing stands. grandstands, and bleachers shall be
500 kilograms per square meter of horizontal projection for the structure as a whole.
Seat and footboards shall be 180 kilograms per linear meter. The sway force applied to
seats, shall be 35 kilograms per linear meter parallel to the seats and 15 kilograms per
linear meter perpendicular to the seats. Sway forces need not be applied
simultaneously with other lateral forces.

C. SPACING OF SEATS

i. Row Spacing

The minimum spacing of rows of seats measured from back-to-back shall be: 600
millimeters for seats without backrests in open air stands; 750 millimeters for seats with
backrests; and 850 millimeters for chair seating. There shall be a space of not less than
300 millimeters between the back of each seat and the front of the seat immediately
behind.

ii. Rise Between Rows

The maximum rise from one row of seats to the next shall not exceed 400 millimeters.

iii. Seating Capacity

For determining the seating capacity of a stand, the width of any seat shall not be less
than 450 millimeters nor more than 480 millimeters.

iv. Number of Seats Between Aisles

The number of seats between any seat and an aisle shall not be greater than fifteen
(15) for open air stands with seats without backrests, a far open air stands with seats
having backrests and seats without backrests within buildings and six (6) for seats with
backrests in buildings.
d. Aisles

The number of seats between any seat and an aisle shall not be greater than fifteen
(15) for open air stands with seats without backrests, a far open air stands with seats
having backrests and seats without backrests within buildings and six (6) for seats with
backrests in buildings.

i. Aisles Required

Aisles shall' be provided in an stands; Except, that aisles may be omitted when all the
following conditions exist: Seats are without backrests; the rise from row to row does not
exceed 300 millimeters per row; the number of rows does not exceed eleven (11) in
height; the top seating board is not over 3.00 meters above grade; and the first seating
board is not more than 500 millimeters above grade.

v. Width

Aisles shall have a minimum width of 1.10 meters.

E. STAIRS AND RAMPS

The requirements in the Code shall apply to all stairs and ramps except for portions that
pass through the seating area.

i. Stair Rise and Run

The maximum rise of treads shall not exceed 200 millimeters and the minimum width of
the run shall be 280 millimeters. The maximum variation in the width of treads in any
one (1) flight shall not be more than 5 millimeters and the maximum variation in one (1)
height of two (2} adjacent rises shall not exceed 5 millimeters.

ii. Ramp Slope

The slope of a ramp shall not exceed 1 in 8. Ramps shall be roughened or shall be of
approved non-slip material.

H. EXITS

i. Distance to Exit

The line of travel to an exit shall not be more than 45.00 meters. For stands with seats
without backseats. This distance may be measured by direct line from a seat to the exit
from the stand.
BP 344 ACCESSIBILITY LAW

A. GENERAL PROVISIONS

1. Accessible Ramps

1.1 Changes in level shall require a ramp except when served by a

dropped sidewalk, curb ramp, an elevator, or other mechanical device.

1.2 Accessible ramps shall have the following facilities and features:

1.2.1 Minimum clear width of 1.20 m.

1.2.2 Gradient not steeper than 1:12.

C. INSIDE BUILDINGS AND STRUCTURES

1. Accessible Entrances

1.1 Entrances shall be accessible from arrival and departure points to the interior
lobby.

1.2 One (1) entrance levels should be provided where elevators are accessible.

7. Elevators

7.1 All elevators provided in a building shall include suitable provisions for persons
with sensory impairments and ambulant PWD as a means of access from one level
to another.

E. SPECIAL TYPES OF FACILITIES

3. Sports Facilities

3.2 Benches

Benches must have seats that are a minimum of 508 mm to a maximum of 600 mm
in depth and 1.066 m minimum in length. The seat height should be a minimum of
432 mm to a maximum of 482 mm above the finished floor.

SECTION 10.2.5.12 EXIT MARKING

A. Signs
4. A sign reading "EXIT" with an arrow indicating the direction shall be placed in
every location where the direction of travel to reach the nearest exit is not
immediately apparent.
5. Every sign shall be distinctive in color and shall provide contrast with
decorational interior finish, or other signs.

F. Emergency Control

1. A fire alarm and control system shall be arranged to activate automatically the
control functions necessary to make the protected premises safer for building
occupants.
2. Where required, the following functions shall be activated by the complete fire
alarm system:
a. release of hold-open devices for doors or other opening protectives;
b. stairwell or elevator shaft pressurization;
c. smoke management or smoke control systems; and
d. unlocking of doors
3. The functions specified in para (2) above shall be permitted to be activated by
any fire alarm and control system where otherwise not required by this code.
Additionally, such a fire alarm and control system shall be permitted to recall
elevators, if the activation of the system for this purpose comes only from
elevator lobby, hoistway, or associated machine room detectors.
RULE 1. INTERPRETATION

This IRR shall be interpreted in the light of the Declaration of Policy found in Section 2

of the Code: “It is the policy of the State to ensure public safety, promote economic

development through the prevention and suppression of all kinds, of destructive fires,

and promote the professionalization of the fire service as a profession. Towards this end,

the State shall enforce all laws, rules and regulations to ensure adherence to standard

fire prevention and safety measures, and promote accountability in the fire protection

and prevention service.”

RULE 2. COVERAGE

This IRR shall cover the following:

A. All persons;

B. All private or public buildings, facilities or structures and their premises erected or

constructed before and after the effectivity hereof;

C. Design and installation of mechanical, electronics and electrical systems relative to

fire protection;

D. Manufacturing, storage, handling and/or use, and transportation of explosives and/or

combustible, flammable liquids and gases, toxic and other hazardous materials and

operations, and their wastes;


E. Fire safety planning, design, construction, repair, maintenance, rehabilitation and

demolition;

F. Fire protective and warning equipment or systems;

G. All land transportation vehicles and equipment, ships or vessels docked at piers or

wharves or anchored in seaports; and

H. Petroleum industry installations.

RULE 4. AUTHORITY OF THE CHIEF, BUREAU OF FIRE PROTECTION

AND ITS IRR

The Administration and Enforcement of the Fire Code and this IRR shall be under the

direct supervision and control of the Chief, BFP, through the hierarchy of organization

as provided for in Chapter VI of Republic Act No. 6975, the DILG Reorganization Act of

1990 as amended by Republic Act No. 9263, the Bureau of Fire Protection (BFP) and

Bureau of Jail Management and Penology (BJMP) Professionalization Act of 2004.

Section 103. Scope and Application. (a) The provisions of this Act shall apply to the

design, location, siting, construction, alteration, repair, conversion, use/ occupancy,


maintenance, moving, demolition of, and addition to public and private buildings and

structures, except traditional indigenous family dwellings as defined herein.

Section 104. General Building and Grounds Requirements.

(a) All buildings or structures and their grounds/ sites, as well as accessory facilities

thereto, shall conform in all respects to the principles of the safe construction and must

be suited to the purpose for which they are planned/ designed.

(b) All buildings or structures and their grounds/ sites, intended to be used for the

manufacture and/or production of any kind of article or product shall observe adequate

environmental safeguards consistent with valid and subsisting laws on the natural and

built environments.

(c) Buildings or structures and their grounds/ sites, and all parts thereof as well as all

facilities found therein shall be maintained in safe, sanitary and good working condition.
