On resettlement, development and security in Northern Region chaired by
Hon. Basil Rajapaksa, Senior Adviser to H.E. the President.
Task:
•prepare strategic plans, programs and projects.
• Rehabilitate and develop economic and social infrastructure.
• To co-ordinate activities of security agencies of the Government.
• To direct and oversee the implementation of the said plans, programmes
and projects.
• To liaise with all organizations in the public and private sectors and civil
society organizations.
• To seek, identify and apply innovative solutions to problems and
constraints confronted in the execution of the mandate of the TF.
• To regularly review the progress of the implementation of the said
programmes and projects and to take immediate corrective actions.

RESETTLEMENT PRINCIPLE AND STAGES UNDER

1. Resettlement – Guiding principles


• First displaced – first to resettle (displaced after December 2005)
2. Resettlement preparatory stage
• Stage I
• De-mining the approach roads to locations of the damaged
buildings.
• Stage II
• De-mining of locations where building constructions need to be
attended prior to resettlement.
• Stage III
• Humanitarian de mining / de mining areas for resettlement and
agricultural activities
Above Stage I completed, Stage II nearing completion, Stage III in
progress.

RELAXATION OF A9 TRAVEL PROCEDURE

• Commuters need not obtain security clearance to travel via A9


• Daily passenger bus service between Colombo to Jaffna increased
to 25 nos
• All lorries can transport goods between Colombo & Jaffna, subject
to normal security check
• Internal passenger transport to Kilinochchi & Mullaitivu started.
• Government Servants are allowed to travel via A9 for their
official duties without MOD permission
• The public is free to travel through Madawachchiya check point by
vehicles.

SERVICES TO RESETTLEMENT AREAS

1. Public Assistance Monthly Allowance (PAMA):

Beneficiary selection started an 23rd November 2009 at Thunukkai


and Poonakari Divisional Secretariat areas. Funds already
allocated.

2. Equipments for Person with Disabilities:

Equipments have been purchased and can be issued on the request


of the beneficiary.

3. Self Employment Assistances:

Funds already allocated. Assistance can be given for the


beneficiary recommended by the Divisional Secretary.

4. Elders Identity Cards:

Application forms distributed to the Divisional Secretariats,


Thunukkai and Poonakari.
RURAL DEVELOPMENT

• Women Development Centres established in divisions
• New RDS & WRDS to be organized & registered
• Needle work training to be conducted to the youth
• “Start your training business” training programme to
be conducted to the society members for their self-

• Action has been taken to reconstruct Handloom centers


and Coir centers
• Need analysis for vocational training programme and is
being income generation projects is completed.
• Selection of beneficiaries for Masonry, carpentry on the
job training and supply of equipments for income
generation activities is in progress.
