UNIVERSITY CHAPTER
The University Chapter is one of the chapters of the U.P. Vanguard Incorporated (UPVI),
an alumni organization composed of graduates of U.P. ROTC Advance Course. It was
formed by UPVI’s young members in 1968 with its officers and members being inducted
on August 17 that same year. It is the chapter closest to the U.P. Corps of Cadets (UP
CoC) since most of its members are recent graduates or are still connected with the
Academe/University. It has also maintained its relationship with the Corps with its
headquarters located at the U.P. Department of Military Science and Tactics (DMST)
Complex.

The Chapter has been involved with the cadet affairs, providing its support and
assistance to the UP Corps of Cadets’ goals and aspirations. From organizing lectures
and training on various topics to providing Leadership Grants and Loans, it has always
been rallying behind the Corps.

It has also been in joint activities with the Corps such as the UP ROTC DASH – an annual
fun run that has been organized since UP ROTC’s Centennial in 2012. Other activities
that is has recently undertaken with Corps includes: Medical Mission, Disaster Relief
Operations, Operation Boodle fight, Brigada Eskwela, and Sports Fest for UP Students
affected by Typhoon Yolanda, Donation of Equipment to soldiers in Kalayaan Group of
Islands, to name a few. It has also organized annual Christmas Parties, Sports Fests
and Fellowship events for UPVI, UP Corps of Cadets and UP DMST.

Membership welfare has also been a priority of the Chapter. It has provided assistance to
members who have pursued further studies and took up the Bar or Board examinations
in their respective fields. Fellowship activities have also been organized during regular
assemblies. These include sports activities like basketball, road runs, biking, bowling
tournaments and other activities like videokenights, watching movies, and going out of
town.

With most members of the Chapter being recent graduates and “young at heart”, the
Chapter continues its legacy of empowering the Vanguard Youth in support of the UP
ROTC Shibboleths: DUTY well-performed, HONOR untarnished, and COUNTRY above
self.

CORPS OF CADETS
The University of the Philippines Reserve Officers’ Training Corps started in 1912 when
the Philippine Constabulary commenced military instruction with the University of the
Philippines. As the first ever ROTC Unit in the Philippines, the UP ROTC was formed in
the faith that the country would have to develop a reserve force that may be mobilized
in case of an emergency.

In 1939, President Manuel L. Quezon issued Executive Order No. 207 to implement the
National Defense Act of 1935, also known as Commonwealth Act No. 1. This act was
the embodiment of the national defense plan formulated by General Douglas MacArthur
for the Philippine Commonwealth. This act made ROTC mandatory for all colleges and
universities with enrolment of at least 100 students, and it was soon after this time that
the Philippines saw an increased interest in military training.

After the tragic death of a UST cadet in 2001, which led to the abolishment of mandatory
ROTC and the enactment of Republic Act No. 9163, also known as the National Service
Training Program (NSTP) Act of 2001, the number of cadets enrolling under ROTC
exponentially decreased, and support for the ROTC program dwindled.

In recent years, the UP Diliman Cadet Corps has been made up of less than 100 cadets,
120 at best. Aside from their training activities which include drill and ceremonies, urban
and jungle operations, and disaster risk reduction management, the Corps also engages
in civil-military operations such as medical mission, tree-planting, and relief operations,
to name a few. These volunteer cadets choose the road less travelled by, as they take
up the challenge of paramilitary training aimed at developing core competencies to be
used for national service. It is for this reason that the Corps needs all the support it can
get.

In this light, we would like to thank all those who supported, and continue to support
the UP ROTC DASH.

UP ROTC DASH is an annual fun run organized by the UP Diliman Corps of Cadets and
the UP Vanguard Inc. University Chapter. It started as the UP ROTC Centennial Run in
2012 to commemorate the 100th year of the establishment of UP ROTC in the country.
In 2013, it was re-branded as UP ROTC DASH and has since been held as an annual
event intended to advertise ROTC training as a relevant and viable program for the
youth. Aside from the run proper, DASH features different after run activities involving
military skills such as rappelling, marksmanship, obstacle course, and airsoft stress
firing.

DASH 2018: Run With Heroes is the 7th installment of DASH, held on 08 April 2018, close
to the celebration of “Araw ng Kagitingan”, to honor our troops who fought valiantly in
the Marawi siege. We invited soldiers from units deployed in Marawi in order for our
runners to meet and run with them.

DASH aims to reach out to the UP Community and beyond not only by providing an
avenue for people to have fun and keep fit, but also by raising awareness on the role of
the reserve force in facing traditional and non-traditional security concerns. DASH has
gone a long way from its humble beginnings, and for this, DASH 2018 thanks all those
who continue to support and participate in the run.

I extend my heartfelt congratulations to the University of the Philippines


Diliman Reserve Officers’ Training Corps Unit (UPD ROTCU) and to the
UP Vanguard, Inc. University Chapter for the success of DASH 2018: Run
With Heroes. This fundraising event aimed to raise funds to be donated for
the rehabilitation efforts of Marawi through the Special Medical Support
Squadron, Philippine Coast Guard Auxiliary.

I commend the young leaders who compose the UPD ROTCU. Despite the
hectic schedule of academics, they took time to bring about this event. As
cadets, they are being trained to be prepared to respond to the challenges
brought about by natural or man-made calamities and disasters, they
dedicate their time and effort into training and improving themselves to
become the citizens envisioned by the ROTC program.

The success of DASH 2018 is a confirmation of the genuine success of


the ROTC Program in preparing the youth to accomplish any challenge
efficiently by developing their critical thinking abilities and decision-making
skills.

I hope that this event continues annually, not only for the benefit of UP
ROTC and its advocacies, but also for those who want to partake in a
good and healthy lifestyle.

DASH 2018: Run with Heroes is the 7th installment of the annual fun run organized
by the UP Vanguard, Inc. – University Chapter in cooperation with the UP Diliman
Corps of Cadets.This year, the organizers chose the theme “Run with Heroes” to pay
tribute to our valiant troops who liberated Marawi. Participants of DASH 2018 had the
unique opportunity to run side-by-side with the gallant men and women of the Armed
Forces of the Philippines. They were also treated to various after run activities such
as rappelling, obstacle course, and dry firing.

Meanwhile, aside from participating in the run’s various categories, units of the AFP,
particularly the Philippine Army, 51st Engineer Brigade, AFP Reserve Command, and
Civil-Military Operations Regiment also showcased their capabilities and readiness
through their static displays. The Naval Reserve Command also set up a recruitment
booth.

Before awarding the day’s top runners, plaques of appreciation were awarded to the
AFP units that were deployed in Marawi, namely: AFP Joint Special Operations Group,
Special Operations Command (SOCOM), First Scout Ranger Regiment, Special Forces
Regiment (Airborne), Light Reaction Regiment, and Civil-Military Operations Regiment.
In response, MAJ SONNY G DUNGCA PA, the Civil-Military Operations Officer, G7 of
SOCOM delivered a poignant message that inspired the troops as well as the civilians
present. The UPVI Vice Chairman Floro Francisco then delivered a message on behalf
of the UP Vanguard Inc.

Part of the proceeds were contributed to the rehabilitation efforts in Marawi and in
Palompon, Leyte, through the Medical Special Support Squadron, Philippine Coast
Guard Auxiliary. The group regularly conducts medical missions for displaced
evacuees and victims of natural calamities. Vanguard Max Del Ponso, on behalf of
his group, expressed his gratitude for the donation from the organizers.

DASH 2018: Run with Heroes would not have been possible without the generous
support of our sponsors, members of the AFP, and of course, our new and returning
runners, who have made joining our fun run an annual tradition.

Greetings to all!

To our sponsors and to our runners, on behalf of the University of the


Philippines (UP) Diliman Corps of Cadets, I would like to give you our

Together with the UP Vanguard, Incorporated - University Chapter, another


DASH fun run has been a success. Now in its 7th installment, this year’s
DASH not only focuses on sharing the importance and benefits of the
ROTC program, but also honors the valiance of our troops who fought
in the Marawi Siege. In this regard, I invite everyone to put these valiant
troops in our thoughts and remember their sacrifice, and strive to be as

In behalf of the UP Diliman Corps of Cadets, together with UP Vanguard,


Incorporated - University Chapter, I extend my warmest gratitude to
everyone who made DASH 2018: Run with Heroes a success!

DASH 2018: Run with Heroes is the 7th installment of DASH, an annual fun
run by the UP Corps of Cadets in partnership with UPVI-University Chapter.
This year, DASH honors the soldiers who fought valiantly in Marawi.

I would like to take this opportunity to say that being a part of the organizing
team of DASH 2018: Run with Heroes has been a privilege and having to
do it for the soldiers who fought in Marawi has been an honor.

Again, I extend my thanks to the organizing team who never lost motivation,
to our sponsors who made this event possible, and to our runners - it
would not be a success without you.

RUN WITH HEROES
The UP ROTC DASH 2018: Run With
Heroes aims to give honor to our
troops who were deployed in Marawi
during the siege. Held in the UP Diliman
Campus, over 600 runners from all
walks of life, including soldiers from the
AFP Joint Special Operations Group;
Special Operations Command; First
Scout Ranger Regiment; Special Forces
Regiment (Airborne); Light Reaction
Regiment; Civil-Miltary Operations
Regiment; and 51st Engineer Brigade
participated, and showed their support to
UP ROTC. Proceeds from this year’s run
shall be contributed to the rehabilitation
efforts in Marawi and in Palompon,
Leyte, through the Special Medical
Support Squadron, Philippine Coast Guard
Auxiliary. The group regularly conducts

This year’s event offered 2-mile,


5-KM, and 10-KM run categories. The
2-mile run forms part of the army
physical fitness test and measures
one’s aerobic fitness and the strength
of the leg muscles according to age
group. The 2-mile run for this event
goes mainly around the academic
oval while the 5-KM and 10-KM
routes showcased the beauty of
the UP environs aside from the
academic oval, passing through the
less explored jogging routes, and the
serene National Science Complex.

UP Department of Military Science
and Tactics Complex.

Aside from the run and the freebies
provided by the sponsors and organizers,
the participants truly enjoyed experiencing
first-hand the skill set honed by the ROTC
program. The trademark of the DASH aside
from the 2-mile Physical Fitness Test run,
are of course the after run activities which
showcase the activities and abilities of UP
ROTC. This year’s event had marksmanship
training which exposed the runners to gun
safety and firing range SOPs, marksmanship
fundamentals, and the air rifle firing on target
sheets. Rappelling, a basic skill learned by
all UP ROTC cadets, were enjoyed by the
participants who rappelled down a 30-ft
tower.

Participants also experienced going through


an obstacle course with stress firing. Aside
from the after-run activities, the runners also
availed of the photo booth and free massage
offered by Civil-Military Operations Battalion.

All in all, DASH 2018: Run with Heroes was


more than just a fun run. It was a recognition
of courage and heroism, and a manifestation
of the unwavering commitment of the
Cadet Corps and its alumni to showcase the
ROTC program as a viable and still-relevant
program for the youth.
