MONITORING OF THE CHARANKA SOLAR POWER PROJECT

The monitoring of the Charanka solar power park project in terms of the progress was taken
care by the steering committee which reported to the GETCO. The monitoring plan included
monthly review meetings and submission of the quarterly project reports to the GETCO.
The PMU (Project Management Unit) will monitor progress, procurement, quality and
contract management. The monitoring of the project took place in four forms-

1. Compliance Monitoring

In the compliance monitoring, the PMU took regular field visits to see of the resettlement of
the people is taking place in accordance with the norms discussed. The team conducted a
consultation process with the affected people and report the implementation of the
resettlement plan with the concerned authorities.

Compliance monitoring also included the occupational health, safety, working conditions
and labour standards of the workers involved in the completion of the project. The PMU and
GETCO will be responsible for the fair and timely disbursement of the dues and payments to
the workers according to the rates prescribed by the State Government. Overtime of the
workers to be assessed and paid according to the rates mentioned in the Labour Act.

The PMU must take care that the regional ethos is preserved while the project is being
completed. The workers to be assessed to measure the well-being that the benefits of the
project have brought in their life in terms of the living conditions, health and education.

2. Financial Monitoring

The GETCO defined the scope of accounting, budgeting and financing activities. It was also
responsible for maintaining records of fixed assets with yearly physical inspections, including
for inventory. The provincial level officers were in charge of the execution of the venture,
while the observing of the task was completed at the corporate office. The territorial level
officers presented a quarterly advancement answer to encourage the observing of the
physical advancement of the undertaking. All instalments and obtainment for the activities
will be conveyed by the fund and focal obtainment offices separately.

The project was to be implemented in a fixed sequence shown in the Gantt chart shown
below. The cost overrun was to be controlled by the corporate committee. The financial
monitoring has to include the allotment of the fiscal responsibility.

3. Environmental monitoring

During the construction phase of the project, the GETCO, the monitoring of the
environmental plan at the transmission site was done by the environmental officer of the
GETCO. During the construction phase, the Contractor ensured that activities like handling
of earth works, clearing work, access to road construction, putting proper traffic signals is
done properly to have minimum impact. This in turn was monitored by the Engineer-in-
Charge of the individual transmission line/substation project.

An Environmental monitoring plan has been formulated for the project where the
responsibility for its implementation will be with the Engineer-in-charge. The contractual
workers will purely in accordance with the Environmental Monitoring Plan. The primary
responsibility of the implementation of the plan will be on the contractors.

The monitoring report will be provided on a semi-annual basis to demonstrate that


environmental management practices are being applied, and the set environmental goals
are achieved. In case, the implementation of EMP measures is not satisfactory, the external
monitoring experts will recommend actions for GETCO to enhance environmental
compliance.
