Motion 1 :

“THBT public health authoritiesas the Center for Disease Control, should be given the power
to quarantine individual involuntary who the suspect are ill with highly contagious disease.”

A contagious disease is a subset category of transmissible disease, which are transmitted to

other person, either by physical contact with the person suffering the disease, or by casual
contact with their secretions or object touched by them or airbone route among other routes.

The center of disease control and prevention (CDC) has implemented federal travel
restriction procedures to protect travelers and the public from communicable disease that
constitute a public health threat. CDC

- Quarantine can help protect the public by preventing exposure to people who have or
may have contagious disease. Quarantine will separates and restrict the movement of
people who were exposed to a contagious disease to see if they become sick.
- If CDC have a big power to quarantine individual who suspect to a contagious
disease, it can be a preventing communicable disease like cholera, diptheria,
infectious tb, yello fever, viral hemorragic fever, and others.

- Use quarantine powers may create sensitive issues related to civil liberties. Some
people said that they will not join the quarantine because they afraid to leave their
hous and live in the quarantine house. They afraid to lost their job

contagious disease are Australia, Canada, Hongkong, U.S
- Some public health specialist fear the CDC’s new power could backfire on efforts to
prevent disease. For example some sick people mightt hide their symptoms for fear
of being detained.
Motion 2
THBT every couple should be screening for Zika virus before planning to get
pregnant

Zika virus Zika virus disease is caused by a virus transmitted primarily by Aedes
mosquitoes, which bite during the day. Symptoms are generally mild and include
fever, rash, conjunctivitis, muscle and joint pain, malaise or headache.
Symptoms typically last for 2–7 days. Most people with Zika virus infection do
not develop symptoms.
Zika virus infection during pregnancy can cause infants to be born with
microcephaly and other congenital malformations, known as congenital Zika
syndrome. Infection with Zika virus is also associated with other complications
of pregnancy including preterm birth and miscarriage. An increased risk of
neurologic complications is associated with Zika virus infection in adults and
children, including Guillain-Barré syndrome, neuropathy and myelitis. The Zika
virus is mostly spread by the Aedes species of mosquitoes, but it can also be sexually
transmitted from person to person. The mosquitoes that spread Zika can only be
found in tropical regions. These mosquitoes are not present in Victoria. There is no
vaccine or medicine for Zika.
After an incubation period of 3 to 14 days following exposure, the commonest
symptoms are:

 Rash (lasting 5 to 6 days)

 Itching
 Headache
 Joint and muscle aches
 Conjunctivitis
 Mild fever (occurs in only 36% of cases, often lasting less than a day).
Symptoms persist between 2 and 7 days. In early stages, the Zika illness is indistinguishable
from dengue and chikungunya. But only 20% of Zika infections cause overt symptoms.

- Screening for zika virus is important to detected zika virus in our body. It can
help human, especially a women who want to get pregnant.
Screening zika virus will help to deal with the disease before its severe.
- Zika virus testing is performed at CDC, at several state and local health departments,
and at some commercial laboratories. Several lab tests are available to help determine
if a person is infected with Zika virus disease. Healthcare providers should contact
their state and local health department to facilitate testing
- If you test positive for Zika, doctors and the CDC again recommend women wait two
months before trying to get pregnant. (That’s a shorter wait period than the two
years urged by other affected countries.) Meanwhile, take care of yourself. Rest up,
drink lots of fluids and maybe take acetaminophen if you’re suffering aches or a
fever. Ask your doctor for advice, too.
