ATLANTIC YARDS aka Pacific Park Brooklyn Construction Update

Weeks November 12 and November 19, 2018

LIRR Yard Activities - Block 1120 & 1121

During this reporting period:

● The Contractor will continue excavation and hauling of soil from Blocks 1120 and 1121. Soil that has been classified
as clean, contaminated or hazardous will be removed from the site as part of the excavation activities and brought
to appropriate disposal locations. Protocols for the trucks entering and exiting the site have been put in place.
These protocols provide instruction on roadway routing to and from the project site, queuing of trucks while on site
and vehicle idling restrictions.

● Site restoration, asphalt installations, manhole installations, duct bank installations, and cable pulling operations will
continue in Blocks 1120 and 1121 during this reporting period.

● The Contractor will continue backfilling, compaction and grading for Railyard storage tracks in Block 1121. The
Contractor will continue welding and installation of Railyard storage tracks in Block 1121.

● Vehicular access into and out of the site will continue to be through the new 6th Avenue Access Ramp during this
reporting period. Trucks entering and exiting the site will follow approved truck protocol routes.

● The demolition and removal of the existing Substation equipment and structures west of the 6th Avenue Bridge may
begin during this reporting period.

LIRR Yard Activities - East Portal (Atlantic and Vanderbilt Avenue)

● The East Portal MPT has been amended into the approved Stage 3 MPT plans. This MPT creates a safe work zone
that encompasses the southernmost travel lane and the south parking lane on Atlantic Ave between Clermont
Avenue and Vanderbilt Avenue and the westernmost travel lane on Vanderbilt Avenue between Atlantic Avenue and
Pacific Street. This MPT also closes the south pedestrian sidewalk on Atlantic Avenue between Clermont Avenue and
Vanderbilt Avenue and the west most sidewalk of Vanderbilt Avenue between Atlantic Avenue and Pacific Street.
The west and south pedestrian crossings at the intersection of Atlantic Avenue and Vanderbilt Avenue will continue
to be inaccessible.

● Demolition of the East Portal structure will continue during this reporting period. The demolition will be occurring
on Atlantic Avenue within the East Portal MPT limits. Appropriate noise and dust mitigation measures are in place
and will be in-use during the demolition work.

● Pile drilling for East Portal Support of Excavation (SOE) is expected to begin during this reporting period. Drilling will
be conducted during daytime hours and appropriate dust and noise mitigation measures will be followed.

LIRR Yard Activities – Foundations (Atlantic and Carlton Avenues)

● Formwork, rebar, concrete installations, and backfilling for future building foundations will continue in the
northeastern portion of Block 1120 (just west of CAB) during this reporting period.

LIRR Yard Activities – Night/Weekend Work

● Weekend (daytime) electrical utility installations are expected to continue in the Yard and in Atlantic
Terminal/tunnel during this reporting period.

● LIRR will be utilizing a portion of the yard lighting near the Atlantic Avenue LIRR Access Ramp for security reasons.
This is expected to continue through November.

B14 (535 Carlton Avenue)

● Tenant fit out work in ground floor retail space will be ongoing during this period.

B11 (550 Vanderbilt Avenue)

● Tenant fit out work in ground floor retail space will be ongoing during this period.

● A boom lift and hanging scaffold will be used to complete minor exterior repairs during this reporting period.

Block 1120 Demolition

● The demolition of the 728 Atlantic Avenue Building has started.

● MPT (site fence installation, traffic lane closure, and sidewalk closure) has been installed on Atlantic Avenue. The
community notice has been distributed.

Noise Receptor Control Program

You may be eligible to receive and have installed double paned or storm windows and an in-window air conditioning
unit for certain residential units where such air conditioning and/or double paned windows/storm windows do not exist
today. The cost of any windows and any air conditioning units, and the cost of their installation, would be borne by the
Developer.

The locations that may be eligible at this time are the residential sites in proximity to site construction and identified in
the 2006 Final Environmental Impact Statement (FEIS) or the 2014 Final Supplemental Environmental Impact Statement
(FSEIS) as having the potential to experience significant adverse noise impacts during the construction of the Pacific Park
Brooklyn project.
