The development of new technologies and with increasing use of wireless devices and
smartphones increasing demand for frequency spectrum which is one of the limited
resources. This requires the government to be able to maximize and improve efficiency in the
use of resources, especially for the use of the frequency spectrum allocation 112 MHz which
will be available in 2018 as a result of the digital TV migration in Indonesia. Therefore, to
optimize the utilization of the allocation of the digital dividend frequencies, in this thesis will
be assessed on technology neutral application that can give freedom to telecom operators in
the use of technology without being tied down to a particular technology.
In this thesis conducted technical and economic studies, as well as analysis of the
impact on technology neutral allocation of the digital dividend frequency band plan which
adopts the APT FDD 2 x 45 MHz, the allocation models under study are bandwidth 2x5 MHz,
2x10 MHz, 2x15 MHZ, 2x20 MHz, and 2x40 MHz. The sampleof technology selected is LTE
and LTE-Advanced by considering the development of technology and ecosystem formed in
the future.
Techno economic calculation results obtained NVP different for each model of
allocation, but the payback period is the same that will be return on investment within 1 year.
Allocation model that is suitable to be applied in Indonesia is bandwidth allocation model
2x15 MHz with consideration of the calculation results of capacity 293.5 Mbps for LTE
technologies and 635.3 Mbps for LTE technologies, as well as the techno economic
calculation results obtained with the highest NPV value reached USD 11.9 trillion,
profitability index by 2.87 and IIR 34%.
