• All of the above together leading to extreme weakness as a legitimate Indian
Dalit / Muslim citizen

Solutions

• Provide free food in poorest villages that has dense Dalit Muslim population
• Provide free literacy, teaching Arabic, English and Hindi or Local language.
• Set up food and literacy shelters and co-ordinate various religious
denominations to join hands with each other.
• Search/Identify a local Leader and unite all sects under him for the community
cause.
• Shelters shall host tri-lingual Teacher, a local cook and an office for the Youth
League (MSF/MYL/STU).

Poverty among Dalit and Muslim Minorities of India that hinders learning.

It is unfortunate that most of our Muslim brothers outside Kerala are living
below the poverty line. Especially in remote villages, their primary problem is two
times food for them and their family. Sometimes they may have to travel many
kilometres for bread winning. They have no time to learn and grow. When kids grow
up they are forced to accompany parents in earning for the family, eventually leaving
education a dream that will never come true. Moreover, they don’t even have a dream
of education as they have no understanding of the values of literacy.

We may need to study and collect the poverty statistics in Dalit/Muslim


populated villages throughout the country. So that we can prioritize the project
implementation.

Illiteracy that limits social and economic growth of the community.

As children of these villages are forced to work due to poverty, they are not
given any chance for learning, Social and economic growth are affected due to this.
They continue growing without learning the basics of social life or organised
community work, they don’t acquire any soft or professional skills, leading them unfit
to live in modern culture and educated society. Eventually they become not only unable

to get their constitutional rights but also unable to even know what their constitutional
rights are in India.

While lack of English language reading and writing skills make them unfit to live
in a modern society, lack of Arabic language knowledge make them disconnected from
the actual sources of religion, Holy Quran, Hadeeth and the greatest Islamic scholars of
the Arab world. Eventually risking the correct understanding and practice of religion
that is required for the eternal success.

Lack of reading skills in the Hindi or the state official language, make Muslims
disconnected from the local non-Muslim society. This barrier between them and the
local communities has contributed towards the backwardness of Muslims in general.
As an example, a job advertisement in a local newspaper for a govt. job will never catch
attention of a Muslims as they have no understanding of local language.

Collection of some statistics about, Arabic English and Hindi language illiteracy
among Muslims may help us towards achieving better results

communities.

Unlike Kerala, Muslims of other states are disintegrated into ideological and
locality groups. In Kerala even if ideological differences may exist, politically most
Muslims are united under one leadership. Muslims outside Kerala has a very law
understanding of the team work and social responsibility. Local religious leaders give
wrong guidance for political affiliations. Dispersed leadership and differences of
opinion among them are utilized by political exploiters. Eventually leading towards
weakness of the community as a whole.

What we need to do is to search and identify a Syed/Thangal family for


leadership who has good financial backing and community support from all the sects
like Barailvi, Deobandi and Ahle-hadeeth for each of these eleven states. Till these local
leaderships are identified a member of the Kerala Shihab family can take the
responsibility.

Our Solution – Food and Literacy Shelter


Overview

Food and Literacy Shelter is a small shelter near the biggest mosque of any
village that hosts a kitchen, a dining / reading hall, a small office for the
teacher/MYL/STU a bore well with a hand pump a bath room and toilets.

It need a local cook, a multi-language teacher with Arabic, English and the Hindi
language skill.

Even though our focus is the week Dalit and Muslim Minority community, the
shelter should be open for the poor from any communities. At least twice a day a local
food should be served for the poor. The teacher should be able to teach based on the
course curriculum designed centrally and provided to him. A noon time food can be
provided for the day time learners school drop outs and retrieved child labourers.

The shelter should cover the following

1. Provide food for the poorest


2. Provide Arabic, English and Hindi literacy.
3. A Library and a Reading room doubled for dining also.
4. A small office inside the shelter will eventually can become the
MSF/MYL/STU Centre.
5. Required bench and desk for dual purpose dining/learning
6. Kitchen with good hygiene.
7. Should be able to host 50 to 100 poor, based on the situation.
8. A window to serve take away food.
9. A bore well and a hand pump
10. A Bath room and required toilets.
11. Computer and Internet.

The Local Cook

1. Heart of the shelter


2. Should be a local, preparing very basic local food.
3. Should be able to supply and manage all Kitchen and food serving needs

The Shelter Teacher from Kerala.

1. Teacher is the Brain of the Shelter


2. Salaried person.
3. A trained trilingual shelter teacher from Kerala should be assigned to a
shelter to work for initial 3 to 6 months or until a local teacher is identified
and engaged in teaching.
4. Teacher is trained in shelter-teachers course and his skills are already
assessed by shelter teachers/entrance test.
5. In addition to teaching he has many responsibilities, like
a. Office bearing,
b. Socialize with locals,
c. Get statistical data
d. Co-operate with MSF/MYL/STU for the VIPS project.
e. Help to find a suitable local Muslim Leadership family.
f. Gather and collaborate local Mosque Imams
g. Gather and Unite Local religious leaders
h. Understand local problems
i. Manage anti-social elements legally
j. Find a local teacher to handover

2. 3 to 6 Months, Managed by Trained Teacher – Active state
3. 6 months to 18 moths, Local teacher – Steady State
4. 18 – 36 months Activity diminishes -
1. Kitchen can be rented for a small café for funding Muslim Youth
League.
2. Dining Hall will become a reading room and public library
3. Office will turn into Muslim Youth League office

If each shelter cost 10 lacks for the construction and the first year operational, we
have to Budget at least Rs 3.3 crore for the Phase I.

Shelter Teachers Training Programs

A test is conducted at start of the course to assess the standerds. A course


curriculum will be built for each Arabic, English and Hindi, Text books, writing notes
etc will be build and distributed.

In addition to languages Training should contain, practical political and social


science lectures, mass communication and crisis management.

Shelter Builders Planning Sessions

Shelter builder volunteers to undergo braining storming sessions on planning


and implementation of shelters, understand the objectives, and should have a full spirit
of the subject.

Shelter Management Web Portal

The web portal will serve as a central hub for information sharing, it will be the
central point of data registration, data collection, and more over will provide large scale
real-time analytical information for leaders, helping them to take vice decisions at
critical times.
