ABSTRACT

The Smart Indonesia Program policy (PIP) is one of the social assistance programs in the form of cash
provision in the field of education. This program became one of the programs included in Presidential
Instruction Number 7 of 2014 on the Implementation of Prosperous Family Deposit Program, Smart
Indonesia Program, and Healthy Indonesia Program to build productive families. This study aims to
determine the implementation of PIP in the Village District Sinaksak Tapian Dolok Simalungun
Regency.

The research method used is descriptive research method with a qualitative approach. Data collection
techniques are conducted by interviewing, observing, and recording documents related to the
implementation of PIP. The data obtained were then analyzed qualitatively by reviewing all the data
collected supported by the interviews with the implementation model approach from Donal Van
Meter and Carl Van Horn which related that the success of a program is influenced by standard
variables and policy targets, resources, organizational characteristics organizers, inter-organizational
communications related to implementing activities, dispositions or conductors, and the social,
economic, and political environment.

The result of research of PIP implementation in Sinaksak Subdistrict of Tapian Dolok Sub-district of
Simalungun Regency has not run optimally due to the low number of PIP recipients, the lack of
socialization to the community so that the community is not understand about this program, the
disbursement of donation funds and the lack of supervision on the benefit fund of PIP in the
community.
