Introduction  
E.A.   Farren,   Limited,   Project   Developer   for   the   establishment   of   Gordonstoun   Nova   Scotia   in  
Annapolis  County,  Nova  Scotia  as  a  world-­‐class  not-­‐for  profit  school  under  franchise  agreement  
with   Gordonstoun,   Morayshire,   Scotland,   is   pleased   to   submit   its   application   to   the  
Government  of  Nova  Scotia  for  a  Letter  of  Loan  Guarantee  to  Gordonstoun  Nova  Scotia  in  the  
amount  of  $7.2  million.  

This   Letter   of   Loan   Guarantee   will   enable   Gordonstoun   Nova   Scotia   to   negotiate   loans   with  
Bank,  Non-­‐Bank,  and  Wealth  Management  primary  lenders  in  the  international  marketplace  in  
order  to  finance  the  purchase  of  land  and  the  construction  of  its  facilities  in  Annapolis  County,  
Nova  Scotia.  Gordonstoun  Nova  Scotia  wishes  to  pay  the  Government  of  Nova  Scotia  interest  at  
the   rate   of   1.25%   annually   in   the   amount   of   $87,500.00   in   respect   to   this   Letter   of   Loan  
Guarantee.  

The   analysis   of   the   Natural   (Environmental),   Human,   Social   Bridging,   Manufacturing,   and  
Financial   Capital   impacts   arising   from   the   completion   of   this   world-­‐class   not-­‐for-­‐profit   school   in  
Annapolis   County,   Nova   Scotia   are   detailed   below.   The   strategic   business   plan   and   the  
independent  third-­‐party  analysis  of  the  marketplace  within  a  1,000  mile  radius  of  the  Annapolis  
County   location   of   Gordonstoun   Nova   Scotia   that   is   attached   to   this   document   verify   the  
viability  of  this  not-­‐for-­‐profit  school  under  franchise  agreement  with  Gordonstoun,  Morayshire,  
Scotland,  one  of  the  world’s  leading  educational  institutions.  

The  Natural  (Environmental)  capital  impact  arising  from  the  Gordonstoun  Nova  Scotia  project  
will  contribute  to  a  sustainable  Nova  Scotia  and  Atlantic  Canadian  economy  through:  

1. Net   Zero   Energy   Efficiency   construction   methods,   the   use   of   alternative   energy   sources,  
and  LED  lighting  that  reduces  on-­‐going  operational  costs  of  the  school  facilities  and  by  
using   existing   environmental   conditions   that   will   provide   passive   heating   and   cooling  
sources.  
2. A  high-­‐performance  building  envelope  designed  and  built  to  LEED  Gold  standards  that  
yield   a   large   reduction   in   operating   energy   costs   through   up   to   a   90%   reduction   in  
heating  and  cooling  energy  loads.  
3. Greenhouse   gas   emission   reduction   through   LED   lighting   systems   throughout   the   entire  
school   building   inventory   that   reduces   energy   consumption   by   45%   over   standard  
lighting  systems.  
4. Construction   methods   during   the   construction   phase   that   significantly   reduce   product  
waste  arising  from  cutting,  fitting,  and  reworking  construction  materials..

5. The   creation   of   50   year   building   life   cycle   and   energy–saving   cost   efficiencies   in   the  
operation  of  school  facilities  that  contribute  to  Nova  Scotia’s  and  Canada’s  greenhouse  
gas  emissions  reduction  under  the  Paris  Protocols.  
6.  The   development   of   respect   for   the   natural   environment   by   immersing   students   and  
staff   in   a   campus   environment   that   demonstrates   sustainable   building   examples   and  
year  round  energy-­‐efficient  greenhouse  organic  food  production  arising  from  what  will  
be  North  America’s  first  totally  Net  Zero  energy-­‐efficient  campus.  
 

Human  Capital  in  Nova  Scotia  and  Atlantic  Canada  that  advances  the  region’s  economy  will  be  
developed  through:  

1. The   enhancement   of   worker   trade   skills   through   employment   and   work   experience   in  
the   construction   of   North   America’s   first   education   campus   to   be   totally   Net   Zero  
energy-­‐efficient.  
2. The   employment   and   continued   enhancement   of   trades   persons   skills   in   the   year-­‐to-­‐
year  operation  of  a  Net  Zero  energy-­‐efficient  campus.  
3. The  provision  of  a  year-­‐long  and  thereafter  on-­‐going  professional  development  program  
for   all   Gordonstoun   Nova   Scotia   staff   that   will   be   fundamental   to   the   school   in  
delivering   a   safe   and   friendly   living   environment   for   students   who   will   be   recruited  
worldwide.  
4. The   provision   of   training   for   all   school   personnel   engaged   in   the   quality   delivery   of  
buildings,  landscaping,  and  grounds  maintenance  services.  
5. Providing  the  residents  of  Annapolis  County  and  surrounding  areas  with  the  opportunity  
to   pit   highly   relevant   work   experience   and   training   on   their   resumes   through  
permanent  employment  at  Gordonstoun  Nova  Scotia.  
6. Providing   the   opportunity   to   retain   population   in   Annapolis   County   and   surrounding  
areas  through  well-­‐paying  jobs  that  give  job  satisfaction  and  pride  of  workplace.  
7. Enhancing   the   learning   opportunities   for   students   attending   public   and   private   High  
Schools  in  Nova  Scotia  and  Atlantic  Canada  through  participation  in  the  Atlantic  Canada  
Science   and   Technology   Fair   organized   and   hosted   annually   by   Gordonstoun   Nova  
Scotia.  
8. Enhancing   professional   experiences   for   public   and   private   High   School   science   and  
technology   teachers   in   Nova   Scotia   and   Atlantic   Canada   through   coaching   students  
participating  in  the  Atlantic  Canada  Science  and  Technology  Fair  organized  and  hosted  
annually  by  Gordonstoun  Nova  Scotia.  
9. Learning   experiences   for   business   persons   and   residents   of   Annapolis   County   arising  
from   community   interaction   with   globally-­‐based   parents   of   students   attending  
Gordonstoun  Nova  Scotia  through  parental  visitation  and  tourism.

Manufacturing  Capital  will  be  enhanced  in  both  Annapolis  County  and  Nova  Scotia  through:  

1. The   creation   of   significant   work   years   of   employment   in   the   site   preparation,   site  
landscaping,   and   the   Net   Zero   Energy   Efficiency   construction   of   all   educational   and  
service  facilities  required  by  Gordonstoun  Nova  Scotia.    
2. The  supply  and  consumption  of  all  site  preparation  and  site  landscaping  supplies  and  the  
materials,  fittings,  fixtures,  and  supplies  that  will  be  required  in  the  construction  phase  
in  addition  to  the  utilization  of  tools  and  equipment  that  will  be  required  throughout  the  
project.  
3. The  manufacturing  and  supply  of  classroom  and  office  furniture,  science  and  technology  
equipment   and   supplies,   classroom   teaching   materials   and   supplies,   refectory   (dining  
hall)   non-­‐food   equipment,   supplies,   and   furniture,   and   library   furniture,   shelving,   and  
materials.  
 

Financial  Capital  impacts  accruing  to  the  Annapolis  County  and  the  Nova  Scotian  economy  will  
arise  through:  

1. Parental  tourism  arising  from  parental  visits  with  600  students  in  full  enrollment  attracted  to  
Gordonstoun  Nova  Scotia  from  1/3rd  Canada  and  the  United  States,  1/3rd  Europe,  and  1/3rd  rest  
of  world.  
2. Cultural  activities  emanating  from  this  world-­‐class  school  into  the  Annapolis  County  community  
that  attract  individuals  working  in  talent-­‐intensive  sectors  to  live  and  work  in  Annapolis  County  
and  to  capitalize  on  the  county-­‐wide  high  speed  fibre  optic  network  that  is  being  put  in  place  to  
connect  the  County  of  Annapolis  to  the  global  economy.    
3. Teaching  staff  wages  for  a  world-­‐class  school  in  the  amount  of  $10.188  million  annually  
in  full  enrollment  that  will  have  an  Economic  Multiplier  impact  of  2.2  times  on  the  
Annapolis  and  the  Nova  Scotia  economy  in  the  amount  of  $22.414  annually.  
4. Operational  and  service  staff  wages  for  a  world-­‐class  school  in  the  amount  of  $6.589  
million  annually  in  full  enrollment  that  will  have  an  Economic  Multiplier  impact  of  2.2  
times  on  the  Annapolis  County  and  Nova  Scotia  economy  in  the  amount  of  $14.476  
million  annually.  
5. Refectory  food  and  non-­‐food  operations  expenditures  in  the  amount  of  $5.943  million  
annually  in  full  enrollment  that  will  have  an  Economic  Multiplier  impact  of  2.2  times  on  
the  Annapolis  County  and  Nova  Scotia  economy  in  the  amount  of  $13.054  million  
annually.  
6. Administration  expenditures  in  the  amount  of  $594,000  annually  in  full  enrollment  that  
will  have  an  Economic  Multiplier  impact  of  2.2  times  on  the  Annapolis  County  and  Nova  
Scotia  economy  in  the  amount  of  $1.306  million  annually.

The  total  amount  of  direct  wages  and  operational  expenditures  of  a  world-­‐class  school  in  the  
amount  of  $23,306,478  annually  in  full  enrollment  will  have  an  Economic  Multiplier  impact  of  
2.2  times  on  the  Annapolis  County  and  Nova  Scotia  economy  in  the  amount  of  $51.274  million  
annually.
