Technical standards for lifts

These devices can be marketed and put into service in the European Union (EU) only if they are
not liable to endanger the health or safety of persons or property, when properly installed and
maintained and used for their intended purpose.

The Lifts Directive 95/16/EC (OJ L-213 07/09/1995) lays down the essential requirements to
which lifts and their safety components must conform in manufacture and prior to being placed on
the market.

Product Scope
The Directive applies to lifts permanently installed in buildings or constructions for the transport
of persons and/or goods as well as to certain safety components for them (which are listed in
its Annex IV). It does not cover lifts temporarily installed on construction sites, cableways and
funicular railways, neither lifts installed on machinery or in mineshafts.

1. Essential requirements
Lifts and safety components must satisfy the essential health and safety requirements set out
in Annex I to the Directive. These requirements are related, among others, to the car
construction, means of suspension and support, limitations to capacity, operation, safety and
emergency facilities, fire safety, electrical safety, maintenance, marking and the user manual.

Moreover, essential requirements set by the Construction Products Directive 89/106/EC (OJ L-
040 11/02/1989) are also applicable for the aspects which come up at the installation of the lifts
and which are not covered by the Lifts Directive.

2. Harmonised standards
Harmonised standards are technical specifications that would enable to meet the essential
requirements. Products manufactured according to these harmonised standards benefit from a
presumption of compliance with the essential requirements.

Harmonised standards are developed by the European Standardisation bodies: The European
Committee for standardisation (CEN) and the European Committee for Electrotechnical
standardisation (CENELEC) and published in the Official Journal of the European
Communities.

3. Conformity Assessment
Lifts and safety components must be subject to one of the conformity assessment procedures
laid down in the Directive, for which the intervention of a third party (notified body) is needed in
any case.
 Notified bodies are organisations designated by each Member State and notified to the
Commission and the other Member States, that are in charge of assesing manufaturer's
conformity to the esssential requirements when a third party is required.

For lifts, the manufacturer or his authorised representative may choose to apply for:

1. An EC type-examination by a notified body: The manufacturer or his authorised

representative submits a technical file and an example of the product to the notified body,
which ascertains the conformity to the Directive, carries out tests, if necessary, and
issues an EC type examination certificate. This must be supplemented with:
a. a product quality assurance: the installer must draw up an EC declaration of
conformity and lodge an application for assessment of his quality assurance
system for the lifts concerned with a notified body; the notified body assesses the
quality assurance system to determine whether it satisfies the applicable
requirements; or
b. a product verification after the installation.
2. Unit verification by a notified body.
3. Full quality assurance.

For safety components, the manufacturer or his authorised representative has to choose
between:

1. Full quality assurance; or

2. EC type-examination, plus:
a. a declaration of conformity with the type on basis of his own adequate production
quality control, checked at random by a notified body or
b. a system of product quality assurance.

4. CE marking
Before being placed on the market, lifts and safety components must have the CE conformity
mark affixed, which attests their conformity with the Directive.

If a notified body is involved in the production inspection phase, its identification number has to
be incorporated in the CE mark.

Any other markings can be affixed to lifts or safety components, provided that they are not
likely to be confused with the conformity marks.
