Prevention of the Third World War and The

Theory of Modern World Order


A. THE UNAVOIDABILITY OF WARS AND THE PROBLEM OF FAILURE IN THE
CONSTITUTION OF A DOMINANT SOVERIGN POWER IN THE INTERNATIONAL DOMAIN
1. Unavoidability of Wars
The concept of war has existed as long as the human beings existed. The reasons for this include international
disagreements, ideological conflicts, religious events, and global needs. The main reason for unevoidability of
wars is that human beings could not reproduce the right of sovereignty that they granted to the state while
establishing the states in the international relations. In other words, while states were being created, human
beings have given the state the power to use force when necessary, to enact the laws which people will obey, and
to punish the criminals. In addition, while people transfer the right of sovereignty to the state, the state
guarantees that all citizens of the state have equal rights and are tried equally. However, this is not the case in
international relations; because, an international sovereign power has not been fully acknowledged, an
international organization where each state is to be judged fairly has not been established, and an internationally
recognized Constitution has not been created.

2- Efforts to Create an International Sovereign Power


In the face of the heartbreak outcome of the First World War, states decided to establish a power in accompany
with the slogans of 'prevent wars' and 'never again'. The name of this power that would have played a role in
international relations was the league of nations.This organization that served the World nations for 26 years
could not have prevented the initiation of the Second World War despite all its efforts. United Nations was
established after the end of the Second World War to ensure peace. Although the aim of UN has been to ensure
peace, unfortunately a sustainable peace has yet to be established. Since the foundation of UN, scores of wars
and conflicts has been still ongoing across the world. In addition to wars, terrorist activities have increased more
and more in recent years. The main reason for the continuation of wars in the world is that the power created in
the international arena, that is, United Nations, is designed to act under the bearing of other powers, namely the
USA, France, China, England and Russia. United Nations has come out as an organization in which all states are
not equally represented within the framework of the principle of sovereign equality. The Security Council of
United Nations was unfortunately established in contravention of the international law principle of Sovereign
Equality of States. Due to the unfair design of UN, the wars that are caused by these powerful states that are the
main source of wars in the world, cannot be prevented.

3. The Escalating Polarization After the World War II.


After the Second World War, as in the post-World War I episode, states did not achieve exactly what they
wanted after the war, and as the time progressed, the polarization in this frame increased. After the Second
World War, there has been a polarization withThe US-ledNATO on one side, and China, North Korea and Iran
led by communist Russia on the other.
THE PROVISION OF SUSTAINABLE PEACE AND THE THEORY OF MODERN WORLD ORDER
1. Abrogation of the United Nations Organization
United Nations has done a lot of work on war prevention and has created many international agreements.
Nevertheless, it is obvious that UN does not look like an organization that will permanently stop wars. We are
seeing this in the Middle East crisis that is taking place today. Almost a post-modern war is being observed in
the Middle East for the moment and this tension is ascending day by day. In this framework, it will be necessary
to put an end to the existence of United Nations and to establish a new international sovereign power. The
contributions of United Nations to the world will not be terminated with its abrogation, but will be continued by
the substituting organization.

2. The Establishment of The World Parliament


The Sovereign Equality of States principle, which is valid in International law, will be adopted as the basic
principle by the World Parliament to be established. In other words, inasmuch as the votes of all citizens in a
democratic country is equal, so will all countries be equally represented in the World Parliament. In this way, no
single state will consider itself superior to others and will feel obliged to respect for the rights of other states. At
present, there are about 236 countries in the world, 192 of these are members of United Nations and recognized
as states. There will be conditions for participation in the World Parliament to be established. The first of these
conditions is that the rules of International law that enable us to acknowledge a state as a state, will be applied.
Participation in the World Parliament will be through free state will. All states that are accepted in the World
Parliament will be represented by five representatives. The representatives will be selected out of experts in
international law and will be required to have internationally accredited law faculty diplomas. These
representatives will be chosen by the state government through free will. One of the five representatives will be
remarked as chair. The World Parliament will designate a president with an election to be conducted.
Parliament's resolutions will be made without influence of any will. The representatives will represent their
states in favor of their own country. Simple decisions of the parliament will be made by a relative majority,
whereas important resolutions will be made by an absolute majority. The World Parliament will come out as the
sovereign power in international relations and serve as the primary actor in the solution of the problems. The
decisions will be final and there will be no other institution to be applied for as a higher authority. Rejected
proposals will be re-voted upon the objections of the states, and if the same outcome occurs once more, the
decision will become absolute.

3. Creation of The International Constitution


One of the main causes of wars and conflicts from past to present in our world is the absence of a constitution to
be effectively enforced in the international domain. Just as there are legal rules that everybody should comply
with in a state, a constitution will be formed by combining the legal rules that will form the basis for
international relations. Practices, international treaties, general principles of law, and unwritten law that are the
sources of international law will be the basis for the international Constitution to be created. The international
Constitution will be created by the World Parliament that will have been established earlier. While the
Constitution is being formed, the articles will be accepted according to the majority rule. If were to ask: well,
why a constitution had not been established in the world before; the absence of a sovereign power in
international relations can be shown as the reason behind this. The establishment of the International
Constitution after the foundation of the World Parliament, and making decisions through equal representation of
all member states in the creation of the constitution, will enable the formation of a system that will be taken as
the basic reference in the international relations.

4. Abrogation of The Armies of States


Army is the whole of the armed forces of a state, or the largest of any military force. The task of the army is to
counter internal and external threats against the state and to guarantee the perpetuity of the state. However, today
or in the past, military coups have been seen in various countries. The army consists of three main forces: Land
Forces, Naval Forces and Air Forces. The primary tasks of armies is to prevent external threats before coming,
and eliminate if it comes, by staying powerful, deterrent and effective. In other words, the armies are established
to defend the country against external threats, but they also take part in the elimination of domestic threats.
When it is considered that there is no threat to the existence of the states from outside, there would be no need
for the states to have armies. This will be ensured in the following way: in the previously established World
Parliament, all member states will abolish all their armed forces within the same time period with a radical
decision they will make. This Article will also be included in the International Constitution among the
immutable articles. All member states will dismiss all their armies and armed forces within one year with a
decision to be made in the World Parliament. With the same decision, in addition to abolishing armed forces, all
member states will quit manufacturing weapons, equipment and all sorts of hardware and vehicles that provides
all kinds of possibilities for the armed forces within one year. As a matter of fact, states will need no armies in
this system that we call the modern world order. *The auditing of this system will be explained under the below
title.

5. Establishment of the World Intelligence Organization


After all member states of the World Parliament abrogate their armies and armed forces in one year, the World
Intelligence Organization will be established as the first thing. The basic task of the World Intelligence
Organization will be to investigate and detect whether the member states of the World Parliament employ armed
forces, play a reconciliatory role in international relations, audit whether the member states manufacture
weapons, military equipment or hardware, and investigate the activities and armed forces of the non-members of
the World Parliament. In the establishment of the World Intelligence Organization, the basic international law
principle of Sovereign Equality of States will be based on once more. The World Intelligence Organization will
be established with two representatives from each members of the World Parliament. The representatives from
the member states will be intelligence experts. The World Intelligence Organization will regularly inspect all
member states annually. Among inspection issues, whether armed forces are employed, weapons and military
equipment and military vehicles are stored or manufactured will be scrutinized. The annual audit results will be
submitted to the World Parliament and the Parliament will make an evaluation of the relevant state based on the
report, and sanctions will be imposed after the voting to be done. In this way, whether the member states pursue
any military activities will be taken under control. For non-member states of the World Parliament, intelligence
activities will be carried out and necessary measures will be taken through voting. *Explanations for non-
member states of the World Parliament and terrorist organizations that are the nightmares of the world will be
made under the below title.

6. The Establishment of the World Army


The World Army will be established in order to prevent wars, conflicts and the activities of terrorist
organizations, that is the biggest problem of our day. The World Army will be an army operating entirely under
the command of the World Parliament. The World Army, will comprise of one thousand(1000) professional
soldiers from each member of the World Parliament.

The basic goal of the World Army will be to prevent and eliminate the threats that would be coming from non-
member states. Another goal will be to fight against all terrorist organizations in the world. The demands of the
member states will be evaluated and the combat against the terrorist organizations in their countries will be
carried out by the World Army. Yet another goal of the World Army will be to take effective action in the
struggle against natural disasters, drought, hunger, poverty, and recovery activities anywhere in the world. These
activities will be applied in all countries without any discrimination and without waiting for call on. The World
Army will consist of some 200.000 soldiers by the recruitment of 1000 professional soldiers from each member
states. The World Army will be deployed in the areas with high potential threat and terrorist activities in the
world. The army will be organized in convenient and high-threat areas in the Continent of America, Middle East,
North Africa, Far East, Europe, and Central Asia. The budget of the World Army will be determined by the
World Parliament and it will be set aside at a certain rate (eg 2%) of the gross national product of member states.
Any weapons, equipment, military vehicles and hardware left from the abrogated armies of the members of the
World Parliament will be delivered outright to the World Army.

7. The Provision of Internal safety and Security of the World Parliament Member States
The member states of the World Parliament will employ police and gendarmerie law enforcement officers in
their countries to ensure internal security and public order. Member States will employ a certain number of law
enforcement officials that is proportional to the population (e.g. 1 per 250 person) through a decision to be made
by the World Parliament.The Member States will deliver weapons and equipment of the same standards to the
law enforcement agencies in their countries. In this way, law enforcement officers will not pose any threat to
other countries. Member States will execute border security with the border security forces to be established, the
ratio of this force to the border length will be determined by the Parliament. Law enforcement agencies that will
ensure the internal security of the countries will be formed within the framework of the International
Constitution, and this formation will come true through a World Parliament resolution.

8. The Advantages of the Modern World Order


 The Modern World Order has been put forward as a system to be taken as a basis for international relations.

 Through this system, disputes, wars and terrorist organizations will be prevented in international relations.

 By force of this system, a Third World War will be rendered impossible.

 By force of this system, the production and use of nuclear weapons that are threatening our world will be
prohibited, the armies will be abrogated, weapons, equipment and military vehicles will not be purveyed.

 International criminals can be tried in international courts without being put under any pressure.

 Since the production of weapons and military equipment will be banned on the world, there will be no sources
for terror to feed on and combating terrorism will be handled more efficiently by means of the World Army.
 The economies of the member states of the World Parliament will boost because there will be no threat of war
and the billion dollar defense budgets allocated to the armed forces every year will no longer be needed to be
spent.

 There will be an opportunity for international decisions taken in the world to be taken in a more democratic
framework.

 In this system, where all states are in close contact, international relations, international trade, cooperation and
solidarity will develop.

 Since all member states of the World Parliament will give away the existing arms, equipment and hardware of
their armed forces outright to the World Army, a huge World Army will be established and threats of non-
member states will be readily prevented.

 In the Modern World Order, states will have the opportunity to develop their relations entirely in such fields
as trade, economy, culture, sports and the like.

 Aids to needy people and countries suffering from famine and drought around the world will be delivered
more quickly and effectively.

 A more livable world will be created and no state will be able to interfere in the interior affairs of any other
state using the so called democracy transfer pretext.

 This system comes out as a more applicable system thanks to faster globalization and communication,
because in this system the control element will be more practical and effective than ever before; furthermore,
decisions will be able to be made faster.

9. The Disadvantages of the Modern World Order


 In the Modern World Order, the sovereign rights of the member states will be limited, in part, through the
prohibition of employing armed forces and the ban on producing weapons and military materials.

 The most risky aspect of this system will arise when the World Intelligence Organization, which is the
watchdog of the system, does not do its job thoroughly; because, possession of nuclear energy and armed
forces will become a threat to other states when countries are not audited.

 Because all states are on an equal position in this system, some groups may object to it, and question the
state's governing power as a state.

 Since the concept of Nationalism will develop in dependence with economy rather than wars, its impact might
abate.

10. Theories of Getting Into The Modern World Order


The transition to the Modern World Order will only be revolutionary with a radical decision that the world can
take. The transition to this system will be difficult and can only come true with the triggering of some factors.
The transition to this system can only occur in the following three ways;

1. This can be achieved by the states, that we call today great powers, who will make a decision toward
preventing wars and encourage other states to behave in compliance with this decision, and persuade the the
states of the other polar of the world in the same course as well.
2. The transition to this system can be built upon the call of the weak and small states that are frequently
interfered by the great powers in their internal affairs and used as pawns by them, to stay clean from being
interfered in their internal affairs.

3. Potentially the most effective transition process, on the other hand, can be realized by NGOs, that are rather
influential in today's politics in the world, by using 'no to war' campaigns as pressure means to the states, as
well as the pressures of the people to the states in the same course.
