NOTES ON LATERAL CAPACITY OF PILE CALCULATION.
Preloaded clay or Overconsolidated caly has always higher stress and value
of Unconfined Compressive strength - Cohesion is always higher

clay property for Unconfined Compressive Strength and corresponding Modulus of Subgrade Recation
Note below Table 4 -NOTE —" For qu less than 25, k1 may be taken as zero,
which implies that there is no lateral resistance."
So in this case the cohesion is very low which can not be regarded as Preloaded Clay.
It may be noted that this soil in our case is C-Φ soil
It is also to be noted that long pile has very high resistance against yielding of soil due to infinite passive resistance.

The passive resistance provided by the soil to the yielding of an infinitely long pile is infinite. Thus the ultimate lateral load
which can be carried by the pile is determined solely from the ultimate moment of resistance Mu of the pile shaft."
