What do the italicised reference words refer to?

There are a few reasons why for many years, the education system of our country has put greater
focus on memorising facts and figures rather than developing critical thinking skills among students.
The first reason is it will be easier for teachers to teach facts rather than to develop these skills in
their students. Additionally, most of the questions in public examinations require students to recall
facts instead of encouraging them to think creatively. Furthermore, Malaysians tend to measure
students’ academic performance in concrete terms, such as the number of ‘A’s they get in public
examinations. The ministry has tried to reduce the emphasis on memorisation approach and
examination-oriented perspective among Malaysians. One of these attempts is to encourage higher
order thinking skills (HOTS) among the students.
