JOB VACANCIES

County Government of Siaya in partnership with KMET is seeking to employ the services
of a qualified, energetic and proactive individuals to fill in the Position of a Project Officer
and Communication Officer in the Office of the First Lady to implement a Smart Start
Siaya Project (3S), for investment in effective ECD programs as a foundation of good
health and optimal productivity in the future of Siaya County.
The 3S proposes to implement a 5-point agenda as a critical entry point for the
development of a practical, results-oriented common Nurturing Care Framework within
the County to support and strengthen Early Childhood Stimulation services in Siaya
County. The project will engage communities and health providers to create an enabling
environment for provision of Early Childhood Development within selected health
facilities in Siaya County.
1. Position: Field Officer – Smart Start Siaya Project (1 Post)
Location: Siaya, County Offices
Contract Period: 1 (One) Year Renewable
Start: Immediately

CHILD SAFEGUARDING:
The responsibilities of the post will require that the post holder to have regular contact
with or access to children or young people. We need to keep children safe so our
selection process, which includes rigorous background checks, reflects our
commitment to the protection of children any form of abuse.

MAIN PURPOSE OF JOB:


The Field Officer will provide technical oversight in project Implementation with
emphasis on nurturing care. Demand creation and quality service delivery at
community and facility levels; preparation of annual work plans, capacity building of
project and MoH staff, and quality implementation of interventions and effective
coordination of the project with collaborating partners.
DUTIES AND RESPONSIBILITIES:
1. Provide overall technical guidance and leadership for implementation of
nurturing care for early childhood development (ECD).
2. Provide leadership for Quality Assurance and Quality Improvement measures in
child stimulation and nutrition at both the facility and community.
3. Contribute to the capacity building of MoH staff and CHVs competences in early
childhood development for quality service provision.
4. Collaborate with KMET and other partners to advocate for policies reviewed, tools
and strategies to improve nurturing care interventions.
5. Represent the project in relevant meetings as may be needed.
6. Work closely with ECD consortium members to further the projects agenda.
7. Facilitate the annual work planning process in close collaboration with KMET
team.
8. Ensure technical and administrative compliance with donor requirements
9. Prepare narrative and financial reports for donor(s) and KMET as required,
ensuring these are of a high quality and submitted for review in a timely manner.

10. Monitor program outputs and results and work closely with the Monitoring,
Evaluation and Research team to ensure that results are documented and
reported accurately and in a timely manner.
11. Document good practices in the project for sustainable development of the
project.

QUALIFICATION AND EXPERIENCE NEEDED:

 Qualification in either Clinical Medicine/Nursing, Public health; Community


health; with experience in and project implementation techniques.
 Knowledge of current public health issues in child stimulation and nutrition
 At least of 2 Years of relevant technical experience in Child/Nutrition project
 Experience working within the devolved Kenyan health system is a must.
 Proven experience and skills in writing high quality donor reports on time.
 Experience of working with local/national governments and capacity building of
systems, partners and staff.
 Highly developed interpersonal and communication skills including influencing,
negotiation and training.
 Highly developed cultural awareness and ability to work well in Siaya locale.
 Strong results orientation, with the ability to challenge existing mindsets.
 Experience of solving complex issues through analysis, definition of a clear way
forward and ensuring buy in.
 Fluency in both verbal and written English and Luo languages, required.
 The duties and responsibilities as set out above are not exhaustive and the role
holder may be required to carry out additional duties within reasonableness of
their level of skills and experience.

2. Position: Communication Assistant – Smart Start Siaya Project (1 Post)


Location: Siaya, County Offices
Contract Period: 1 (One) Year Renewable
Start: Immediately

MAIN PURPOSE OF THE JOB:


The Communications Assistant will be responsible for collecting content to show,
inform key Constituents of the work of 3S and the impact it has on Child
Stimulation within Siaya County. He /she will frequently share compelling
stories, photos, videos and tweets on social media platforms that reflect 3S work
and impact.

DUTIES AND RESPONSIBILITIES:


1. Work with the KMET Communications dept. to produce communications material
about the project.
2. Proactively work with field teams and to produce compelling feature stories and
issue-oriented reports focusing on children and their families that can be used
for electronic and print material for effective donor and public engagement in the
work of 3S.
3. Work with KMET Communications dept. to develop and implement a quarterly
media strategy to enhance visibility of the project.
4. Contribute to advocacy-oriented communications products and campaigns
including web-based and print materials, posters, policy briefing papers, reports,
stories and photo essays.
5. Ensure positive and consistent messaging of 3S work with external constituents.
6. Work with teams to contribute stories, photos and information for the quarterly
reports that detail organizational changes, activities, staffing and other news
about the program.

QUALIFICATIONS AND EXPERIENCE NEEDED


 Diploma Qualification in either Communication Studies, Journalism,
International relations or equivalent qualifications from a recognized institution.
 At least 2 years of experience in development communications.(Even as a
volunteer)
 Team player, ability to work with diverse teams and build relationships both in
public and private sector.
 Must possess excellent journalistic and photography and social media
management.
 Be Proficient in computer applications including Adobe Creative suite or Corel
draw package.
 Able to function in a fast-paced, deadline driven and meet tight deadlines and
multiple demands for support from a results-driven team.
