ATM theft leaves
SMHA out in the cold

was ripped out of the Strathmore Family Centre. And although
video clearly shows the theft, the thieves got away before po-
lice were notified.
Page 11 According to Kevin Crawford, Strathmore Family Centre
manager, the theft was caught on camera and took about 1.5
hours.
“They broke in the front door, and using chains and a tie-
rope, they pulled the ATM out of the building,” he said. “There
was a lot of evidence left at the scene, and police are investi-
gating.” Crawford added the truck used in the theft was stolen
from Calgary.
“I have been manager of the Family Centre for about four
years, and this is the first theft I have had in about 20-plus

What makes the theft even more painful is the fact that the
ATM machine itself is owned and operated by Strathmore Mi-
nor Hockey Association (SMHA). The association’s money is
loaded into the machine, and when users withdraw money,

Testing only takes four easy steps:
1. Pick-up a sampling bottle—from AHS or our office
2. Collect a sample—follow all instructions
3. Return the bottle to an approved drop off location—as
indicated on the requisition forms
4. Wait for your results
Sampling bottles will be available for pick-up at the Wheatland County office
starting in 2019. You can also pick-up a bottle from the Strathmore Health
Centre at 650 Westchester Road.
Testing is free and will identify bacteria, chemicals, and trace metals.

On Dec. 27, Cherewko met with the
trio to map out new routines, focusing
on the story and themes told in their
performances which fall under the con-
temporary dance category.
Being positive is a big part of
Cherewko’s philosophy but she doesn’t
shy away from the negative. She tries to
help train dancers to handle the off-floor
pressures such as negative self-body im-

in their own skin.

RSA student tells cancer story in play and music

Esther Koepnick was diag-
nosed with cancer when she
was 18 years old. She’s tell-
ing her cancer story through
her play, Lucy Lost in Can-
cerland, performed in Rose-
bud, Jan. 18 to 20.
“In Lucy Lost in Cancer-
land, cancer is (Lucy’s) boy-
friend, and it’s not a healthy
relationship,” she said. “It
explores the relationship
between Ken and Lucy, and
how he affects her life and
how she deals with that.”
In September 2013, Ko-
epnick had finished high
school, planning to work a
year before starting Rosebud
School of the Arts (RSA) in
2014.
Then she discovered a
lump.
She had an X-ray, an ultra-
sound and an MRI. The lump
doubled in size but was still
unidentified.
She had a biopsy in June
‘it’s cancer.’ And everything
after that was a blur.”
Diagnosis was difficult be-
cause synovial sarcoma is
very rare. It’s also very ag-
gressive.
Almost immediately, Ko-
epnick started 25 rounds of
radiation, then in October
2014, surgery.
“They removed the tumour
and they removed the mar-
gin around it. They took the
skin and muscle graft from
my left thigh and they rebuilt
everything.”
She was in hospital for two
weeks, then home on bed
rest another month. She used
a wheelchair for a month be-
fore starting physiotherapy,
then used crutches from De-
cember to March.
“I had a lot of time on my
hands,” she said. “I journaled
a lot. Then out of those en-
tries, I wrote a bunch of mu-
sic.”

Wheatland EMS obtained a new ambulance to replace an
older one and purchased some equipment for in-service
training. Witty said that there were also some renovations to
the ambulance hall in 2018.
An initiative for 2019 is developing a backup evacuation
centre as required under provincial guidelines. It will be
used as a backup for service interruptions in emergency and
disaster situations.
Witty said contract talks are ongoing, and he hopes they
reach an agreement in 2019. They are continuing to meet
with Alberta Health Services (AHS) dispatch centre that dis-
patches the ambulances, to work out some of the problems
between the two services. He said he was encouraged by the
establishment of a dispatch issue resolution working group
that meets every two weeks.
“We have seen an improvement, and I hope this is a trend
in them alerting us in a more timely fashion for our first

close proximity to residential or sensi-
tive land use, and that appropriate set-
back distances and or buffers should be
developed to ensure existing and future
residential receptors are adequately pro-
tected.
The applicants stated they have ap-
proval from adjacent landowners and
they must meet federal guidelines con-
cerning setbacks from explosive sites.
County staff said the current plan ad-
heres to federal setback parameters.
A public hearing will be held Feb. 5.
COUNTY HOUSEKEEPING MAY
AFFECT RV STORAGE BUSINESS
An existing RV storage business and
residence, located about four kilometres
south of the county office is looking to
renew its permit that expired on Jan. 10.
While the facility was granted approv-
al under the old land use bylaw as a sec-
ondary use business, recent revisions to
the land use bylaw means the business
doesn’t fit under existing parameters.
The current bylaw would place it under
RV Storage designation, which falls un-
der Industrial General (IG) discretionary
designations, so a discretionary re-des-
ignation would be needed.
“At the time, we didn’t have specific
permits for RV type storage, otherwise
it would be put into Industrial General,”
said Odessa Cohen, junior planner with
Wheatland County.
Applicants want to subdivide the land
used for storage away from the rest of
the section, which is currently agricul-
tural use. The property is separated by
a water course from the main section of
land.
They had approached council in 2012
about dust abatement requirements and
the limit on the number of storage units
allowed. Additional storage units were
allowed and dust abatement require-
ments remained.
The reason staff recommended refusal
was because the re-designation sets a
sixth parcel on the quarter, which needs
an area structure plan. No plan had
been received to date and the property
is not currently in an industrial zoned
area. The residence would have to be
reclassified as an employee dwelling as
well in order to remain on the property
re-designated as IG.
The business falls within the parame-
ters of land under the Calgary Metropol-
itan Region Board growth plan, which
recommends placing industrial business
in specific growth corridors. Staff indi-
cated re-designating the parcel would
open up future possibilities to any in-
dustrial activity defined in the bylaw.
First reading was approved with a
public hearing to be held at a future
date.

they only recover 45 per cent of their
costs from the fees charged. VBS had a
$4,000 deficit this year.
Councillor Ben Armstrong said the
residents in his area use the service and
it provides good service. He suggested
council consider a $5,000 per year con-
tribution.
Council approved the amount.
HOSPICE SOCIETY SUPPORT
Deputy Reeve Glenn Koester present-
ed a request for written support for a
partnership between Wheatland County
Housing Board, Wheatland County, Vil-
lages of Hussar, Standard and Rocky-
ford, the Strathmore Lions Club and the
Town of Strathmore to improve seniors’
housing for the region. No commitment
for funds was asked for at this time, but
after investigation of ideas, there may be
submissions for funding in the future.
The group will be working with the
Wheatland and Area Hospice Society
to build a facility that offers affordable
housing of seniors and those needing
hospice services.
“If we get this it helps out the lodge in
securing partnerships and funding mov-
ing forward,” said Koester.
He said he spoke with the minister in
Edmonton and they are moving away
from grant processes and moving to in-
vestments in community projects. Koes-
ter felt this would give better support
and present more options for housing.
SPEED CONCERNS
Don Vander Velde approached council
about reducing speed on RR 265 leading
onto Highway 22X. He said landowners
have posted signs asking for caution and
he indicated that one dog was killed. He
asked for a reduction speed to 60 km
per hour.
The road is currently posted at 80 km
and police placed a speed counter for a
week to assess speeds. County peace of-
ficers said the average speeds were less
than 80 km, and there were about 25
vehicles per day. Of the 269 counted, 27
were over 80 km per hour, with three
travelling at about 100 km per hour. Of-
ficers have included the road on their
patrols.
Council felt if drivers are currently ig-
noring posted signs, the reduced speed
signs probably would not be a deter-
rent. There was a suggestion of placing
a moveable digital speed monitor de-
vice, but staff said they were hesitant to
put them in rural areas due to theft pos-
sibilities. Staff indicated that they would
do another traffic count in the summer
and officers would patrol the road on
their regular schedules. Officers stated
that a parked police car can be a moti-
vator to reduced speed and may skew
speed on manually-operated speed and
vehicle count checks.

The Strathmore Wheatland Kings lost 6-4 to the
Cochrane Generals on Jan. 4 in Cochrane in a big
divisional match-up to kick off 2019.
With the loss and in the final push to the play-
offs, the Kings now sit with a .500 record of 13-
13-2, putting them in fifth place in the southern
division.
Kings forward Garret Vander Ploeg scored on
the power play in the first period to get the Kings
on the board and take an early lead, but it was
short lived as the Generals tied it up 42 seconds
later. The Generals would add three more before
the end of the first to take a commanding lead in
the game.
In the second period, the Generals kept piling
on the shots and were rewarded with two more
goals. The Kings only managed four shots in the
second period, but they made one count when
centre Lucas Muenchrath scored a goal on the
power play.
The third period was a big pushback by the Kings
as they outshot the Generals 18-15 and scored two
goals without allowing any. Winger Issac Benoit
scored his 25th goal of the year shorthanded at 27
seconds into the final period. Defenseman Tyler
Skehar found the back of the net with 10 minutes
to go and put the Kings in good place to get back
in the game. But the Kings ran out of time.
Kings goalies Riley Stovka made 34 saves and
Brett Willan made 10 in the defeat. The Generals
outshot the Kings 50-30 as they picked up two
important points in the standings. This was the
second time the Generals have beaten the Kings
in their last three games.
There are only 10 games remaining for the Kings
in the regular season which concludes Feb. 9. The
Kings are next on the ice against the Okotoks Bi-
sons on Jan. 11 in Okotoks before returning home
to face the High River Flyers on Jan. 12 at 8 p.m.
