Quality Assurance, Health and Safety, and Environmental Management: Kajima’s Three Policy Fields

Quality Assurance, Health and Safety, and Environmental Management Are the Foundation of Kajima’s Production Activities
The initiatives with regard to quality assurance, health and safety, and environmental management that Kajima conducts in the course of its
business activities are of vital importance and relate directly to survival of the firm, while at the same time are the obligations a company in
the construction business must fulfill as part of its contribution to society.
Quality does not stop with the quality management undertaken for construction of buildings, dams, bridges and other structures.
Kajima understands the needs of its clients, from planning and design to construction and follow-up service, and while seeking to improve
general quality from the client’s perspective, provides high-quality infrastructure that will last into the future.
“Safety First” is one of the foremost principles of any industry. We believe that Kajima’s focus on creating construction environments at
its project sites in which all workers can work safely and without difficulty, improves production efficiency, and encourages workers to
produce high-quality products themselves.
With regard to environmental management, construction companies have
a significant responsibility. This encompasses measures to not only counter
noise, vibration and other types of pollution, but also reduce the amount of
waste generated during the construction process. In addition, it involves
removing from project sites such hazardous substances as contaminated soil
and asbestos exposed during demolition. Greater importance is also being
placed on sustainable designs incorporated from the planning stage as a means
of lessening any adverse environmental impact during the lifecycle of a building.
Further, businesses such as new energy and the clean development
mechanism (CDM), which utilize the expertise of the construction industry, are
areas in which we can contribute to help meet the demands of society.
Kajima’s measures with regard to the three areas of quality assurance,
health and safety, and environmental management are important issues for the
construction industry, and require constant attention. We have therefore unified
our policies in these areas into one. The construction division in particular faces
issues in the course of its business activities that cannot be separated out into
different areas, prompting us to enact a management system that incorporates

Basic Policy
Kajima had formerly set separate goals and policies for the three fields of quality assurance, health and safety, and environmental
management, but in April 2003 integrated these to formulate a common “basic policy.” The Quality Assurance, Health and Safety, and
Environmental Management poster is displayed and observed at the Head Office and branch offices, as well as at all site management
offices.
For initiatives in each of these areas, Kajima has introduced the ISO9001 quality management system (QMS), and the ISO14001
environmental management system (EMS) throughout the organization. We developed a management system integrating the three areas of
quality assurance, health and safety, and environmental management, applying it in the construction division from the financial year to March
31, 2004, followed by adoption in the civil engineering and building construction divisions. Our occupational health and safety management
system is modeled after the Construction Occupational Health and Safety Management System (COHSMS).*
More specifically, we believe that instead of individually managing quality assurance, health and safety, and environmental
management at each site, if we improve production efficiency overall then general quality will rise, and we will be able to better gain the trust
of clients and society.
* COHSMS guidelines have been adapted from the Occupational Health and Safety Management System (OHSMS) of the International
Labour Organization (ILO) to reflect the specific nature of the construction industry. The goal of the COHSMS is to eliminate or reduce the
latent danger of occupational accidents, thereby promoting the health of workers, and creating a comfortable work environment. Kajima and
its partner companies also aim to ensure that safety is considered a priority, and to share expertise regarding health and safety throughout
the organization.

Basic Policy (applicable to quality assurance, health and safety, and environmental management)
Quality assurance, health and safety, and environmental management are prerequisites that support production activities and form
the very basis of corporate survival. By establishing and continuously improving appropriate and effective management systems to
ensure compliance with relevant laws, ordinances, and other societal requirements, Kajima works to efficiently engage in
production activities while proving itself worthy of the trust of customers and society.

Quality Assurance Policy


Kajima will provide products and services that satisfy clients, from marketing to follow-up services, that allow clients to place orders
with a sense of reassurance and trust.
(1) We will ensure the quality of our products through proper attention to customer requirements, a focus on the important
points, and thorough implementation of the plan-do-check-act (PDCA) process.
(2) We will pursue technology development and improvement to enhance quality and improve the efficiency of business
operations.
Health and Safety Policy
Kajima, based on the principle that safety is a barometer indicating the capabilities and conscious of a corporation, will work in
cooperation with its highly capable partner companies to eliminate construction accidents and injuries, and will strive for the
assurance of trust in the construction industry, which develops the foundation for external infrastructure, as well as for the
sustainable development of the company.
(1) We will prevent accidents and injury resulting from human error by adhering to the sangen principle (go to the site,
make a direct observation, and determine the facts), and ensuring that “point and alert” safety communication is fully
observed.
(2) We will strengthen communication with partner companies, coordinating people, machinery and equipment to create a
safe and comfortable work environment.
Environmental Management Policy
As a member of the construction industry—an industry entrusted with the responsibility for development of public
infrastructure—Kajima considers environmental issues from both a regional and global perspective, contributing by reducing the
adverse environmental impact of its business activities, and working to realize a sustainable society in which economic activities
and environmental conservation are consistently pursued. Moreover, we engage in broad-based environmental communication
within the Company and with the public, including information disclosure.
(1) We endeavor to prevent pollution from business activities and engage in the recycling and effective utilization of
resources, the control of hazardous materials, the prevention of global warming, and conservation of ecosystems
throughout the entire life-cycle of buildings.
(2) We promote the development of technologies that contribute to environmental conservation, and engage in
environmental creation businesses.
Note: Policies formulated for quality assurance, health and safety, and environmental management were integrated in April 2003.

Common Initiatives for the Three Fields


Kajima has established Quality Assurance, Health and Safety, and Environmental Management Policies for its civil engineering and building
construction project based on its management principle of “contributing to society through development of its business, following the
principles of scientific rationalism and humanitarianism.” These policies are broken down into medium-term goals and targets for financial
years. Goals and targets are pursued in all business processes, from the marketing stage through design, construction, and maintenance
after completion, in a way that integrates the three areas of quality assurance, health and safety, and environmental management. Through
these measures Kajima makes an effort to listen to the needs of clients and society, and build trust.
