Powers and Duties of Officers and Employees

3.1 Details of the powers and duties of officers & employees of the organization are
given as under:
Head Quarters

Designation Director of Employment Punjab

Powers Administrative The Director of Employment is the controlling and


supervisory head of the department and the entire staff at
the Head Office & at the District level works under his
supervision. He writes confidential report of the Additional
& Joint Director.

Financial He is the controlling head for all the financial matters of


the Department including those of the field officers.

Duties The duty of the Director of Employment is to exercise his powers in a lawful
manner and to ensure effective implementation of various provisions contained in
the Employment Exchanges Compulsory Notification of Vacancies Act, 1959 and
Persons with Disabilities (Equal Opportunities, Protection of Rights and Full
Participation) Act, 1995

Designation Additional Director of Employment Punjab

Powers Administrative i) Supervises the work of the officers and staff of the
department under the overall control & supervision of
the Director of Employment.
ii) Writes confidential reports of the Deputy Directors of
Employment.
iii) The entire work of officers of the Directorate is routed
through him/her.

Financial Financial powers as delegated by the Director of


Employment Punjab under PFR-I & II.

Others --
Duties i) Conducting departmental/ procedure exams of gazetted/ non-gazetted
employees.
ii) He is the Chief Vigilance Officer of the Department.
iii) Approval of tour programmes of officers & staff.
iv) Decisions regarding completion of probation period of the staff.
v) Sanctioning of TA Bills of the officers & the staff.
vi) LTC of Deputy Directors Employment/ Field officers & staff of the
Department.
vii) Pay fixation/ proficiencies.
viii) Court cases of the Department.
ix) Meetings & Conferences of working group of National Employment
Service & other departments.

Designation Joint Director of Employment Punjab

Powers Administrative Supervises the work of the officers & staff of the department
under the supervisory control of the Director of
Employment Punjab. All his work is routed through the
Additional Director of Employment.

Financial i) Loans & advances, medical bills, GPF advances,


payment of pre-audit claims to all employees.

ii) Sanction of incentives to the employees passing the


departmental exams, in accordance with the policy of
the Govt.

iii) Travelling allowance to the handicapped employees of


the department.

Others Implementation of Supreme Court Judgements regarding


gender harassment and discrimination.

Duties i) Sanctioning casual & earned leave for all gazetted staff (cases of refusal to
be put up to the Director of Employment).

ii) Forwarding the applications of gazetted & non-gazetted employees to other


Govt. departments.

iii) Work regarding self-employment.

iv) Work related to ILO Projects

v) Implementation of EE (CNV) Act, 1959

vi) Punjab Govt. website & preparing notes

vii) To welcome visiting teams of MPs, MLAs & Other VIPS, arranging their
tours & meetings.

viii) Work regarding Overseas Employment Cell.

ix) Any other work assigned by the Director Employment Punjab


Designation Deputy Director Employment (Career Study Centre)

Powers Administrative 1. Works as a supervising head of the occupational


information branch and the staff of the career study
centre.

2. Also exercises the power of writing their confidential


reports.

Duties 1. Supervision of all work pertaining to the publication of career literature
including a quarterly magazine called “Kita Soochna”.

2. Printing & distribution of Departmental forms, registers & other TA forms


etc. to the directorate and the field offices.

3. Work relating to disbursement of unemployment allowance.

4. Work relating to inspections & old seniority cases.

5. Any other work assigned by the D.E.

Designation Deputy Director (Administration)

Powers Administrative Establishment of both gazetted & non-gazetted staff under


the general direction & control of the Director of
Employment.

Duties i) Sanctioning earned leave & casual leave for all non-gazetted staff.

ii) Cases of annual increments and proficiency step-ups of the non-gazetted


staff.

iii) Preparing seniority lists of the employees.

iv) Promotions of non-gazetted staff.

v) Regularisation & confirmation cases of the non-gazetted staff.

vi) Any other work assigned by the DE.


Designation Deputy Director (Vocational Guidance)

Powers Administrative Supervisory head of the staff working in the vocational


guidance cell of the directorate.

Duties i) All work regarding vocational guidance.

ii) Organising vocational guidance & counselling camps in the State.

iii) Job development & analysis.

iv) Implementation of PWD Act 1995.

v) Work regarding training of officers and officials.

vi) Any other work assigned by the Director of Employment.

Designation Deputy Director (Budget)

Powers Administrative Administrative Control of the staff of the Budget Branch.

Financial As per the provision of the Punjab Financial Rules.

Others --
Duties i) Preparation of budget, allocation of budget, income expenditure statement,
reconciliation with AG & settlement of Audit para.

ii) Building Rents fixation, store keeping, Co-ordination & Misc. works, tour
programmes.

iii) Maintenance of GPF/ GIS.

iv) General insurance of A, B, C & D groups.

v) New telephone connections, newspapers, magazines, uniform, furniture


purchases, sanctions regarding part time officials & related work.

vi) Meetings regarding budget related matters.

vii) Any other work assigned by the D.E.


Designation Deputy Director (Employment Market Information)

Powers Administrative Controls and supervises the staff in his branch.

Duties i) Collection, compilation, analyses, dissemination of Employment Market
Information.

ii) Preparation and submission of reports to higher authorities as per schedule


and as per demand.

Designation Employment Officer (Training)

Powers Administrative Supervisory control of the staff working under him

Financial Exercises all the powers of Drawing & Disbursing officer


(DDO) under the provisions of the PFR. All his work is
routed through Deputy Director Budget.

Others --
Duties 1. All duties as DDO like signing the pay bills, medical bills, TA bills & other
payments, purchases of the articles required for the use of the office & other
related works.

2. Work related to different training programmes being conducted by various


Central/ State Govt. agencies, CIRTES & the Directorate of Employment
Punjab.

3. Work related to court cases of the department.

4. Any other work assigned by the D.E.

Designation Occupational Information Officer

Powers Administrative Supervisory control of the staff working under him.

Financial --

Duties i) Works under the Deputy Director (Career Study Centre) & helps
him in the preparation & distribution of career literature and printing and
distribution Departmental forms.

ii) Collects information regarding certificates & courses recognised


by the State Govt. and other departments.

iii) Work regarding national classification of occupations.

iv) Any other work assigned by the D.E.

Designation Employment Officer (General)

Powers Administrative Supervisory control of the staff working under him.

Duties Assists the Deputy Director Career Study Centre & the Deputy Director Budget
in the work related to inspections, procedure, old seniority cases, GIS & GP
Fund etc.

Field Offices (D.E.E/T.E.Es)

Designation District Employment Officer.

Powers Administrative Supervisory control of the staff working under him. He/She
is appointing and punishing authority for class-IV
employees.

Financial He/She is drawing and disbursing officer and controls all


the finances.
Others --
Duties i) Deals with unemployed candidates and prospective employers.
ii) Supervises officers and staffs work related activities.
iii) Writes ACRs of officers and official under him.
iv) Represents office in district committees.
v) Controls the work of T.E.Es of his area.

Designation Employment Officer (G).

Powers Administrative Supervisory control of the staff working under him. He/She
is appointing and punishing authority for class-IV
employees if he/she is incharge of T.E.E.

Financial He/she is drawing and disbursing officer and controls all


the finances if he/she is posted in T.E.E otherwise uses his
delegated powers.
Others Coordinate the work with D.E.E.
Duties i) Register names of unemployed persons and deals with vacancies
received from private and public sector employers.
ii) Supervises staffs work related activities.
ii) Writes ACRs of official under him.
iii) Represents office in various committees.

Designation Employment Officer (V.G).

Powers Administrative Supervisory control of the staff working under him. He/She
is appointing and punishing authority for class-IV
employees if he/she is incharge of T.E.E.

Financial He/she is drawing and disbursing officer and controls all


the finances if he is posted in T.E.E otherwise uses his/her
delegated powers.
Others Coordinate the work with D.E.E. E.O. (V.G) is mainly
responsible for educational and vocational guidance
activities of the area.
Duties i) Register names of unemployed persons and deals with vacancies
received from private and public sector employers
ii) Supervises staffs work related activities.
ii) Writes ACRs of official under him.
iii) Represents office in various committees.
iv) To deliver career talks, arrange career conferences and
exhibitions, organise placement and coaching-cum-guidance
camps, celebrate vocational guidance week etc.

Powers and duties of various employees of the organization are distributed as per
strength of the staff in individual employment exchange Main duties relating to
functions performed by them are as followed :-

1 To register names of unemployed persons.


2 To renew their names.
3 To maintain a record of such persons.
4 To book vacancies and submit candidates against them.
5 To send candidates for interviews and follow their placements.
6 To do general administration relating to pay, service books, pay bills, G.P.F, G.I.S.
T.A. etc.
7 To do general administration relating to leave, joining time, increments, pay
fixations, punishments and appeals etc.
8 To collect employment market information, disseminate, tabulate and maintain it.
9 To undertake vocational guidance activities and maintain a record of it.
10 To disburse unemployment allowance to eligible candidates.
11 To maintain and preserve the office record and property.
12 To publicise and display educational and vocational guidance information.
13 To tap vacancies from private sector employers.

To perform the above duties following officials function at Head Quarter and Field
offices.

4 Superintendent Grade-2
5 Senior Assistant.
6 Senior scale/Junior scale stenographer.
7 Stenographer.
8 Junior Assistant/Clerk.
9 Proof Reader.

12 Peon/Chowkidar/Sweeper.
