technical description, related features, network impact, and engineering guidelines.

2 Overview

2.1 Introduction
Circuit switched (CS) paging messages are usually sent by location area (LA). An LA covers
a large area, and therefore sending paging messages to all MSs by LA consume a large
amount of paging resources. To reduce the common control channel (CCCH) load caused by
unnecessary paging messages and to improve network paging capability, Huawei introduces
the CS Layered Paging feature.
The CS Layered Paging feature enables the BSC to perform first paging in the cell where an
MS camped most recently and in its neighboring cells. If no MS responds to first paging, the
BSC initiates paging by LA so that MSs can quickly access the network.

2.2 Benefits
This feature provides the following benefits:
l Reduces unnecessary paging messages over the Um interface and decreases the paging
overload rate.
l Increases the paging success rate and improves user experience in areas where the BSC
cannot properly send paging messages to MSs because of excessive unnecessary paging
messages over the Um interface.

2.3 Specifications
l BSC6900: Each CPU can store paging information for a maximum of 16,000 MSs.
l BSC6910: Each CPU can store paging information for a maximum of 26,000 MSs.

3 Technical Description

3.1 Introduction
The CS Layered Paging feature is jointly controlled by two parameters. This feature is
enabled for a cell only if both of the following conditions are met:

l The BSC-level parameter BSCLayeredPagingSW(BSC6900,BSC6910) is set to


ON(On).
l The cell-level parameter CSPagingCtrl(BSC6900,BSC6910) is set to
FIRSTPRECISEPAGING(First Precise Paging) or
ALWAYSPRECISEPAGING(Always Precise Paging).

After this feature is enabled:

l When the BSC releases a CS service, the BSC records the cell where the MS camps. For
details, see 3.2 Paging Information Storage.
l When the BSC sends a paging message, it first sends the paging message to the cell
where the MS camped at the time the BSC released a CS service most recently and to its
neighboring cells. For details, see 3.3 Layered Paging.

3.2 Paging Information Storage


The BSC performs the following operations when releasing a CS service, such as a mobile-
originated call (MOC), a mobile-terminated call (MTC), short message sending and receiving,
or a location area update (LAU):

l If the BSC has recorded the paging information of the MS, the BSC updates the paging
information and resets the timer specified by SaveUserPagingTmr(BSC6900,BSC6910).
l If the BSC has not recorded the paging information of the MS, the BSC records the
paging information and starts the timer specified by
SaveUserPagingTmr(BSC6900,BSC6910).

When the timer specified by SaveUserPagingTmr(BSC6900,BSC6910) expires, the BSC


determines that the MS has left the cell where the MS camped and its neighboring cells.
Therefore, the BSC deletes the stored paging information.

If an XPUa, XPUb, EGPUa, EGPUb, EXPUa, or EXPUb board switchover occurs, the MS's
cell information stored in the board will be wiped out. Therefore, frequent board switchovers
have a major negative impact on the benefits delivered by this feature.

NOTE

XPUa and XPUb are installed on the BSC6900. EGPUa, EGPUb, EXPUa, and EXPUb boards are
installed on the BSC6910.
The MS's paging information recorded on the BSC includes the MS's international mobile subscriber
identity (IMSI), cell identity (CI), and the most recent paging time. To protect user privacy, MS
information is anonymized and can be used only for the CS Layered Paging feature. The information
cannot be used for any other features or functions.

3.3 Layered Paging


The BSC queries the recorded paging information of MSs based on the IMSI information
upon receiving location area code (LAC)-based paging messages from the mobile switching
center (MSC).

l If an MS's paging information can be found, the BSC sends paging messages by paging
type:
– If the difference between the last paging time and the current time is greater than
15s, the BSC considers this paging as first paging. In this situation, the BSC sends
paging messages only to the cell where the MS camped at the time the BSC
released a CS service most recently and to its neighboring cells.
– If the difference between the last paging time and the current time is less than or
equal to 15s, the BSC considers this paging as re-paging. In this situation, the
paging policy is determined by the CSPagingCtrl(BSC6900,BSC6910) parameter,
as listed in the following table.

NOTE

After CS Layered Paging is enabled, the BSC differentiates first paging from re-paging according to the
difference between the last paging time and the current time regardless of whether the paging message
classification flow control function is enabled.

After sending a paging message to the BTS, the BSC starts the timer specified by
BSCRePagingTmr(BSC6900,BSC6910). If the BSC has not received a paging response from
the MS by the time the timer expires, the BSC determines that the MS is not located in the
area where the paging message is sent. To shorten the MS access delay, the BSC does not wait
for a re-paging message from the MSC. Instead, the BSC initiates second paging in the LA
specified by the LAC.

NOTE

If the value of BSCRePagingTmr(BSC6900,BSC6910) is equal to the length of the re-paging timer on


the MSC side, the BSC initiates second paging the same time as the MSC initiates re-paging. As a result,
the paging traffic over the Um interface increases significantly, and the CPU usage also increases.
l If an MS's paging information cannot be found, the BSC sends paging messages in the
LA specified by the LAC sent by the MSC.
The paging information cannot be found because of the following causes:
The timer specified by SaveUserPagingTmr(BSC6900,BSC6910) expires.
The MS accesses the network for the first time.
The MS has been switched from one BSC to another.
The CS Layered Paging feature is disabled on the serving cell.
NOTE

If the MSC sends IMSI-based paging messages across the entire network, the CS Layered Paging feature
does not take effect. Instead, the BSC initiates paging across the entire network.

5 Network Impact

System Capacity
The CS Layered Paging feature reduces the CCCH load due to unnecessary paging messages
and therefore expands the CCCH capacity.

Network Performance
This feature decreases the number of unnecessary paging messages over the Um interface,
thereby relatively decreasing the paging overload rate by 20% to 50%. This gain is more
significant in areas where population mobility is low, the number of cells in an LA is large,
and the number of neighbor relationships between cells in the LA is small.
This feature significantly increases the paging success rate in areas where paging messages
cannot be properly sent to MSs because of excessive unnecessary paging messages sent over
the Um interface.
As the first layered paging may fail, the value of the AA3251: Average Call Setup Duration
counter slightly increases within 5%. The lower the population mobility, the smaller the
increase.
Storing and querying MS information on the BSC increases the CPU usage of XPU boards by
up to 4%.

6 Engineering Guidelines

6.1 When to Use CS Layered Paging


If the proportion of CS paging messages to all paging messages over the Um interface is
greater than or equal to 40% and paging overload is caused by a massive amount of paging
traffic over the Um interface, it is recommended that the CS Layered Paging feature be
enabled to eliminate unnecessary CS paging messages over the Um interface, thereby
increasing the paging success rate.

Use this feature in areas where population migration is insignificant, for example, in
residential districts, business districts, or school districts. You are advised not to use this
feature in areas where population migration is significant, for example, in high-speed
railways, expressways, shopping malls, or exchange centers.

This feature is recommended in slow MS movement areas, because enabling this feature in a
fast MS movement area will cause the first paging to fail when the MS moves out of the first
paging area. The mobility (how fast an MS moves) is indicated by the following formula:

(CELL.KPI.TCH.ASS.REQ.TRAF + CELL.KPI.TCH.HO.REQ.TRAF)

The larger the value calculated using this formula, the faster the MS moves.

6.2 Required Information


Before deploying this feature, collect the following information:

l Proportion of CS paging messages to all paging messages over the Um interface

l Paging overload rate (CELL.PAGING.OVERLOAD)
l Paging success rate (a counter on the CN side)
NOTE

If the paging success rate is lower than 96%, the major cause for paging failures is paging overload due
to excessive paging traffic over the Um interface.

MSC The Common ID function is enabled on the MSC side.


When an MS interacts with the network, the MS selects its IMSI or
TMSI or both as its identity. In this way, no unique identity can be
used to distinguish one MS from another. After the Common ID
function is enabled on the MSC side, the MSC sends IMSI
information to the BSC.
CS Layered Paging feature is not supported when MSC is configured
with the Gs interface and works in network operation mode 1.

Using MML Commands
On the BSC LMT, perform the following steps:

Using the CME


NOTE

When configuring the CS Layered Paging feature on the CME, you must perform a single configuration
first, and then perform batch modifications if required.
You must perform a single configuration for a parameter before batch modifications of the parameter.
You are advised to perform batch modifications before logging out of the parameter setting interface.

Observe the counter listed in Table 6-4. If the value of this counter decreases significantly, the
CS Layered Paging feature has taken effect.
