These Frequently Asked Questions (FAQs) for Individual Endeavour Leadership Program applicants should be read in conjunction with the Endeavour
Leadership Program Guideines and the 2019 Applicant Guide.

Application
When can I apply for the 2019 Endeavour Leadership Program?
Applications for the 2019 ELP round open on Thursday 20 September and close 11:59pm AEST Thursday 15 November 2018.

Where can I submit an application?


Applications must be submitted electronically using the Endeavour Online application system. Please refer to the applications page for further
information.

How can I be sure my application has been submitted?


The Endeavour Online application system will not allow you to submit your application unless you have filled in all the required components. Once
you have completed your application through Endeavour Online, a submit button will appear.

Once you click on the submit button you will receive a system generated email advising your application has successfully been submitted. Please
keep a copy of this email for your records. If you have submitted but did not receive a notification email, you may contact the Support Services
Organisation, elp.enquiries@scopeglobal.com

How long will it take to have my application assessed?


As the Endeavour Leadership Program attracts a large number of applications from both Australia and overseas, the processing time for applications
takes several months. All applicants, both successful and unsuccessful are notified of the outcome of their application typically in the December
following the closure of the round.

Will successful and unsuccessful applicants be notified of the outcome?


Yes. The department will email all successful and unsuccessful applicants.

How many Endeavour Leadership Program awards available?


The Endeavour Leadership Program is the Australian Government’s internationally competitive, merit-based mobility program.

The department is unable to estimate how many Individual Endeavour Leadership Awards there will be for any one country/category in any round.
The number of offers varies annually depending upon financial commitments, levels of demand and the number of meritorious applications received
for each category.

While we publish the names of successful applicants, we do not publish application data or success rates as we believe that this is not a true
indicator of success given the number and quality of applications varies significantly each year. We would also not like to discourage high calibre
applicants from applying.

If my application has been unsuccessful, can I be provided with information as to why?


Due to the high volume of applications received, the department does not provide individual feedback to unsuccessful applicants. There may be a

number of reasons why an application does not pass through to the next stage. Please visit the feedback page on the website at the conclusion of
the round for the most common reasons why applicants were unsuccessful.

Can I submit my application via post?


We recommend that Individual Applicants use the Endeavour Online application system. If you do not have reliable internet access and are unable
to apply online, you can request a hardcopy application form by sending an email stating your country of citizenship/dual citizenship and/or
permanent residency, the reason you are unable to apply online and the category and level you wish to apply for
to elp.enquiries@scopeglobal.com. Applicants must have received approval to use a hard copy form. Unsolicited or hard copy applications obtained
from other applicants will not be accepted.

Applications submitted on previous round application forms will not be accepted.

What happens if my application is late?


The Endeavour Online application system will not allow you to work on your application after the closing date. Incomplete and/or late applications
will not be accepted.

I am an Individual Australian applicant, where can I undertake my proposed Endeavour Leadership Activity?
Australian recipients must undertake their entire Leadership Activity overseas with the exception of approved fieldwork. Fieldwork undertaken in a
country where the recipient holds citizenship/dual citizenship/permanent residency may not be able to be supported with continued stipends.
Australian recipients must be citizens and/or official permanent residents of Australia and must remain so for the duration of their award. Australian
recipients must not undertake their Leaderdhip Activity in a country where they hold citizenship/dual citizenship or permanent residency.

I am an Individual International applicant, where can I undertake my proposed Endeavour Leadership Activity?
International recipients must undertake their entire Leadership Activity in Australia with the exception of approved fieldwork. Fieldwork undertaken
in a country where they hold citizenship/dual citizenship/permanent residency may not be able to be supported with continued
stipends. International recipients must not hold citizenship/dual citizenship or permanent residency of Australia.

Can I apply for more than one Individual Endeavour Leadership category in the current round?
Yes. Individual applicants may apply for more than one category in each round; however they must submit a separate application for each and may
only submit one application per category.

Applicants must use the same email log in address for each category they apply for. If you apply for more than one Leadership Activity of the same
category using different email addresses, your applications will be automatically deleted by the Endeavour Online application system.

What documentation am I required to submit?


The documentation required to submit an application for an Individual Endeavour Leadership activity will vary depending on the category an
applicant wishes to apply for. Please see the supporting documentation table in the Applicant Guide.

Should I submit additional documents not listed in the applicant guide?


No. Applicants should not include additional documents which are not listed in the supporting documents table as they will not be taken into
consideration. To ensure a fair and equitable assessment, applications are only assessed on the required documents listed in the Applicant Guide.
Applicants should not upload certificates or testamurs of qualifications. Only certified copies of numerically graded transcripts are accepted.

Can I have my application returned to me?


You can preview and print a copy of your application at any time. Please refer to the Step by Step Guide to using the Endeavour Online application
system which can be found in the applications page on the website. Applications and supporting documents received by mail will not be returned.

Can members from the same family apply for an Endeavour Leadership Program Award?
Members of the same family and/or spouses are eligible to apply for an Endeavour Leadership Award and will be considered individually on merit.

Do I have to be a certain age to be eligible for an Endeavour Leadership Program Award


Individual Endeavour Leadership Program Award recipients must be aged 18 years or over at the commencement of their program. There is no
maximum age limit.

Visas, citizenship and residency

How do I obtain a visa and/or which visa do I apply for?


An offer is conditional upon a recipient obtaining an appropriate visa for the host country. The offer of an Endeavour Leadership Award does not
guarantee the granting of a visa and it is the responsibility of the recipient to ensure they obtain the correct visa type and to meet any visa
application costs. Recipients may be required to undertake a medical examination to satisfy health requirements for the issue of a visa for entry into
their host country.

International recipients
Recipients undertaking an Endeavour Postgraduate or an Endeavour Vocational Education and Training Leadership Award generally apply for an
international student visa as determined by the Department of Home Affairs. Family members are generally able to apply as dependents to enter
Australia under these visas.

Recipients undertaking an Endeavour Executive or a Research Leadership Award generally apply for a special category visa. Please note that this
visa category is designed only for the individual ELP recipient. Family members wishing to visit or accompany an Endeavour Leader are required to
obtain their own visa. Any further enquiries must be made to the Department of Home Affairs.

Australian recipients
Recipients must apply for an appropriate visa to enter a host priority tier country to undertake their proposed leadership activity. Enquiries must be
made to the relevant diplomatic mission of their host country. A list of diplomatic missions in Australia can be found on the Department of Foreign
Affairs and Trade website.

Can I receive assistance when applying for a visa?


The Department and Student Services Organisations (SSO) are unable to assist with visa enquiries. All visa enquiries for international recipients
must be directed to the Department of Home Affairs and Australian recipients should direct all visa enquiries to the relevant diplomatic mission of
their host country. A list of diplomatic missions in Australia can be found on the Department of Foreign Affairs and Trade website.

As an international recipient could I already hold a different visa type than the one advised in my offer letter?
Recipients may hold another visa category; however it must be suitable for the Endeavour Leadership Activity you wish to undertake.
The Department is unable to provide any further visa advice and/or comment whether a particular visa is suitable for your Leadership Activity. You
must discuss this with the Department of Home Affairs.

I am an international student in Australia. Am I eligible to apply for the Endeavour Leadership Program?
You may be eligible to apply as an international applicant for an Endeavour Leadership Program Award, providing you meet all eligibility
requirements of the particular category you wish to apply for. Please note however that applicants who have already commenced their leadership
activity at their host organisation are ineligible.

Any change in the citizenship or permanent residency status of a recipient may necessitate the termination or revocation of the Award. The recipient
may continue their Leadrship Acticity but they will no longer be funded to do so.

I am an international applicant in Australia currently holding a bridging/temporary/working or holiday visa. Am I eligible to apply?
If you do not hold Australian citizenship, dual Australian citizenship and/or permanent residency you must apply as an international applicant.

If an individual applicant is holds an Australian bridging visa for Australian permanent residency, they must apply as an international applicant (if
they do not yet know the outcome of their residency status). Please note however, that when your residency status changes (you receive Australian
permanent residency status), the below will apply.

Any change in the citizenship or permanent residency status of a recipient may necessitate the termination or revocation of the ELP Award. The
recipient may continue their program but they will no longer be funded to do so. Please note international recipients who apply for Australian
PR/Citizenship more than 1 month prior to their Leadership activity end date they will be asked to withdraw from the Leadership Program.

What is permanent residency?
Permanent residency refers to a person's visa status: the person is allowed to reside indefinitely/permanently within a country of which he or she is
not a citizen.

I have permanent residency status in Australia. Can I apply for an Endeavour Leadership Program Award as an international
applicant to undertake study or research in Australia?
If you hold permanent residency status in Australia you are considered to be an Australian applicant for the purposes of the Endeavour Leadership
Program. You must apply as an Australian applicant.

I have dual citizenship. Can I still apply for the Endeavour Leadership Program?
Applicants/recipients are not eligible to undertake their Leadership Activity in a country where they hold citizenship, dual citizenship or permanent
residency. Dual citizens must upload evidence of each of their citizenships in their application.

Can I apply for permanent residency in Australia while I am undertaking my Endeavour Leadership Award?
Any change in the citizenship or permanent residency status of an Endeavour Leader will necessitate the termination or revocation of the ELP
Award. The recipient may continue their Leadership Activity but they will no longer be funded to do so.

Individual Australian applicants must be citizens and/or an official permanent resident of Australia and must remain so for the duration of
their leadership activity and not undertake their leadership activity in a country where they hold citizenship/dual citizenship or permanent residency.

Individual International applicants must be citizens, dual citizens and/or permanent residents of a country other than Australia and remain so for
the duration of their leadership activity. They may not hold and/or apply for Australian citizenship/dual citizenship or permanent residency after
accepting an Endeavour Leadership Program Award.

I am a New Zealand citizen. What ELP categories can I apply for?


Please see the flowchart for a summary of categories New Zealanders can apply for.

New Zealand citizens without Australian Permanent Residency


New Zealand citizens can apply for the Endeavour Research or Executive Leadership Award (international) to undertake study, research or
professional development in Australia.

New Zealand citizens cannot apply for the Endeavour Postgraduate (international) or Vocational Education and Training (VET) (international)
Leadership Awards as New Zealand citizens who study in Australia are eligible for a commonwealth supported place. In the higher education sector,
eligible New Zealand citizens also have access to government-subsidised places in some states and territories. Further information on CSP's

New Zealand citizens who have applied and been granted Australian Permanent Residency
If you are a New Zealand Citizen but hold official permanent residency status in Australia (see below) you must apply as an Australian (outgoing)
applicant and provide sufficient evidence of your official permanent residency status in Australia. New Zealand citizens who do not hold official
permanent residency status in Australia may apply as an international (incoming) applicant for an Endeavour Research or Executive Leadership
Award only.

Do New Zealand citizens automatically have Australian Permanent Residency (PR) status of Australia?
No. The Special Category (subclass 444) visa (SCV) is a visa granted to eligible New Zealand citizens when they arrive in Australia. While not
considered an ‘Australian permanent residency’ visa for immigration purposes, it allows the holder to remain in Australia indefinitely, as well as
unlimited work and study rights. The SCV ceases if the holder departs Australia, and a new SCV must be applied for on each arrival.

New Zealand citizens must apply and be granted a visa from Department of Home Affairs if they wish to hold Australian permanent residency
status. Under the Endeavour Leadership Program, an applicant is considered to be Australian (for an outgoing category) if they have Australian
citizenship/dual citizenship or Australian permanent residency status.

Recipients of other scholarship/mobility funding


I am a current recipient of/have previously received Australian Government funding, can I still apply?
Applicants must not currently hold an Australian Government sponsored scholarship, fellowship or grant.
(Other Scholarships directly administered by the Australian Government)

I am a current recipient of/have previously held mobility funding from an organisation other than the Australian Government, can I
still apply?
Yes, however applicants are required to check with the administrator of their mobility funding to check conditions.

Certifying and translation of documents


Why do I have to provide a certified copy? Why can’t I provide original documents?
The Endeavour application is electronic, therefore original documents cannot be attached, only a copy of the original document. The copy must be
certified to ensure its authenticity.

What is a certified copy?


A 'certified copy' is a copy of a document that has been confirmed as being an exact copy by an authorised person.

Can I view an example of a certified document?


Yes. See the example provided on the Applications page.

What documents are required to be certified?


Applicants must provide certified (attested) copies of:

Passport, Birth Certificate or Australian Citizenship Certificate


Academic transcripts
IELTS, PTE, CAE or TOEFL results.

Who can certify a copy?


To certify your documents, ask a professional person or someone well-respected in your community (‘of good standing’). This may include but is not
limited to:

university dean, course convener, teacher


work supervisor
lawyer, doctor, civil servant
Justice of the Peace, Commissioner of Oaths or Public Notary.

The cost of any fees charged for certification of documents is the responsibility of the applicant.

How do I certify a copy?


Take the photocopied document and the original and ask the person to certify the copy by:

writing or using a stamp (if available), “I certify that the copy is a true copy of the original document”
sign and date under the statement and provide details of their occupation address and telephone number.

You should then upload your certified copy (not the original) to Endeavour Online with your application.
Can the certification be in my local language?
Yes. The statement “I certify that the copy is a true copy of the original document.” may be in your local language.
For Example:

Chinese - 此为原始文件的真实副本.
Hindi - इस मूल द ावेज की एक स ी ितिलिप है .
Japanese - これは原本の真正な写しである必要があります。
Spanish - Este documento es una copia auténtica del original.
Vietnamese - Sao Y Bản Chính’.

What if my document is not in English?


Applicants must provide English translations of all documents and a copy of the original document.

Do I need to provide a certified copy of my translated document?


If you are providing a translated version for any of the below documents, they must be certified as per the above:

Passport, Birth Certificate or Australian Citizenship Certificate (Australian Applicants only)


Academic transcripts
IELTS, PTE, CAE or TOEFL results
Evidence of name change documents (if relevant).

Translated documents of employment records do not require certification.

Proposed Leadership Activity


When can I commence my Endeavour Leadership Award?
If successful, Individual Endeavour Leaders may commence their proposed Leadership Activity after 1 February 2019 and no later than 31
December 2019, noting that the announcement of successful and unsuccesful applicants is scheduled for February 2019..

Can I seek a deferment of my Endeavour Leadership Award to start in a different year?


Deferrals are not permitted. Recipients must commence their approved Leadership Activity after 1 February 2019 and no later than 31 December
2019. Pre-existing or anticipated work or family commitments, pregnancy or health issues, are not acceptable reasons for delaying commencement
beyond 31 December. The recipient will need to decline the offer and reapply when they are ready to commence an Endeavour Leadership Award.

Can I split the duration of my Leadership Activity?


Individual ELP recipients must undertake their Leadership Activity outlined in their application for at least the minimum duration and cannot exceed
the maximum duration period. Split durations are not encouraged and may only be considered in exceptional circumstances where those
circumstances are wholly beyond the recipient’s control. Work or family commitments, pregnancy or health issues, are not considered exceptional
circumstances.

Can I undertake my Leadership Activity in multiple locations?


Individual International applicants
Those undertaking a full Australian VET, Masters or PhD qualification can only undertake their proposed Leadership Activity at a single institution.
This program must be physically undertaken in its entirety in Australia. Only one admission letter may be submitted with your application.

Applicants for all other individual international categories may choose to undertake their proposed Leadership Activity in multiple locations. Please
note, you must provide a valid reason why you wish to undertake your Leadership Activity at multiple locations in your proposal and must all be
within Australia. We do not advise undertaking your award at more than three locations. Please note that if your multiple organisations are located
in different countries/economies, they must be all within the same country priortisation tier as determined by the Endeavour Leadership Program.

Individual Australian applicants


Australian applicants may choose to undertake their proposed program in multiple locations overseas. Please note, you must provide a valid reason
why you wish to undertake your program at multiple locations in your proposal and must be in a participating country. We do not advise
undertaking your program at more than three locations.

If I am successful can I change my host organisation?


During the application process and once an application is submitted, an applicant cannot change their proposed host organisation, except in
exceptional circumstances. Proposed changes (including host, locations, duration) can be discussed with the SSO and it may be referred to the
Department for decision.

Can I apply for an Endeavour Leadership Award if I have already started my research, study or professional development program?
No. Applicants who have already commenced their proposed Leadership Activity at their host organisation at the time of application are ineligible to
apply.

Can I apply for an Endeavour Leadership Award if I am currently in my proposed host country?
Applicants do not have to be in their home country when applying for an Endeavour Leadership Award. Applicants do not have to be in their home
country when applying for an Endeavour Leadership Award. Please refer to eligibility requirements on citizenship and permanet residency.

Can I apply for Endeavour Leadership Program if I am currently employed, undertaking study, research or professional development
at my proposed host organisation?
Yes. You may be eligible to apply if your proposed Endeavour Leadership activity is different from the activity to what you are currently undertaking,
however if you’re already at your proposed host organisation at the time of application, the selection panel may not rank such a proposal highly as
the ELP is designed to develop new linkages between Australian and international organisations.

Is a Juris Doctor (JD), Doctor of Medicine (MD) or Professional Doctorate accepted as a proposed program?
A Juris Doctor, Doctor of Medicine or Professional Doctorate is considered to be Postgraduate (PhD/Masters) under the Endeavour Leadership
Program. Please note there is a difference in duration as a Masters is two years and the PhD is four years.

If the duration of the proposed Juris Doctor, Doctor of Medicine or Professional Doctorate program is two years or less you should apply for the
Masters sub-category. If the duration is more than two years you should apply for the Postgraduate PhD sub-category.

Can I transfer between qualification levels (Masters to PhD and vice versa)?
No. Recipients cannot transfer between qualification levels.
As an individual international applicant, can I apply for an Endeavour Postgraduate Leadership Award to undertake a Graduate
Diploma in Australia?
No. You cannot apply for an Endeavour Postgraduate Leadership Award to undertake a Graduate Diploma on its own, unless as part of a Masters
degree.

As an international applicant, can I apply for an Endeavour Postgraduate Leadership Award to undertake a Graduate Certificate in
Australia?
No. You cannot apply for an Endeavour Postgraduate Leadership Award to undertake a Graduate Certificate. A Graduate Diploma is the lowest level
qualification supported as part of this category. Please see above.

I am an international applicant. Can I apply for an Endeavour Leadership Award to undertake an undergraduate degree?
The ELP does not provide financial support for international students to undertake an undergraduate degree in Australia. The Australia Awards
Scholarships managed by the Department for Foreign Affairs and Trade provide opportunities for people from selected countries to undertake post-
secondary level study in Australia.

Another option is for you to directly contact the university at which you wish to study and enquire about scholarships the university itself offers to
international students. Most universities have information on the scholarships they offer on their websites. Contact details for Australian universities
may be obtained from the Study in Australia website.

I am an international applicant. Can I apply for an Endeavour Research Leadership Award to undertake my leadership activity as
part of a cotutelle/multinational/joint degree arrangement with my home organisation?
No. The Endeavour Research Leadership Award is meant for Research in Host Country which will go towards a qualification in Home country.
Cotutelle/multinational/joint degree arrangements are deemed to be undertaking research in host country towards a host country qualification,
therefore, this is not an eligible Endeavour Leadership Activity.

I am an Australian applicant. Can I apply for an Endeavour Leadership Award a full undergraduate degree overseas?
The Endeavour Leadership Program does not offer financial support for Australian undergraduate students to undertake a full degree overseas.

Tertiary institutions (Higher Education and Vocational Education and Training providers) may apply for ELP funding on behalf of their enrolled
students, to undertake a short-term or long-term project overseas. Undergraduate, postgraduate and VET students interested in participating in an
ELP project through their provider should talk to their international office or faculty about their options for studying overseas.

In addition, you may wish to investigate the short and long-term mobility activities available to institutions including universities, higher education
providers and registered training organisations.

Undergraduate scholarships are available through the Undergraduate scholarships are available through the New Colombo Plan, a signature
initiative of the Australian Government led by the Department of Foreign Affairs and Trade. The Department of Education and Training is responsible
for administering elements of the program including scholarships and student mobility grants. The New Colombo Plan aims to lift knowledge of the
Indo Pacific in Australia and strengthen our people-to-people and institutional relationships, through study and internships undertaken by Australian
undergraduate students in the region.

For further information see the Study Assist website. There may be financial assistance (including OS-HELP) available to you directly from the
university at which you wish to study. There is also the option to undertake an exchange semester or year at an overseas university while enrolled
at an Australian university that has exchange arrangements in place. Alternatively, you could investigate opportunities available from non-
government scholarship bodies.

comprehensive information for Australian students wishing to study overseas.

I am an Individual Australian applicant. Can I apply for an Endeavour Leadership Award to undertake full degree overseas?
The Australian Government supports Australians to study overseas through a number of mechanisms, although these are limited to students
enrolled at an Australian university who wish to study overseas as part of their Australian qualification. As such, the Endeavour Leadership
Program and Fellowshipdoes not support overseas study at the full degree level and there are no other Australian Government scholarships that
could support full degree study overseas.

The university/institution you wish to study at may offer scholarships and funding for international students. For further information you should
contact the university's international student office.

Host organisation, nomination and admission


Can the Department help me decide where I should undertake my study, research or professional development?
Applicants for the Endeavour Leadership Program seeking a placement are required to make their own approaches to host organisations. As the
department and SSO are involved in the selection process we are unable to provide advice on study, research or professional development host
organisation options.

Contact details for Australian universities may be obtained from the Study in Australia website.

Is there a list of potential or past host organisations available?


As applicants seeking a placement are required to make their own approaches to host organisations. The Department does not maintain a list of
potential or past host organisations.

Apart from deciding the organisation that best meets the needs of my proposed Leadership Activity, are there any other factors I
should consider before choosing my destination?
Yes. You should investigate and obtain information about the city in which you will live and make sure that it has adequate facilities for your
individual needs. You should also note that as the Endeavour Leadership Program is a contribution award, you may incur costs above the funding
provided by the program. You will be required to meet these costs yourself. We encourage you to factor this into your planning in order to maximise
your experience and plan your finances accordingly.

Can I have multiple hosts?


Research, Executive, Postgraduate (Australians) applicants can list up to three host organisations. Applicants must indicate their primary host
(organisation where the most time will be spent during their proposed Leadership Activity).

Applicants must provide a completed nomination form for each separate organisation. Please indicate in your host organisation field in order of
preference, listing your primary host first and upload the completed nomination forms in order of preference in your application.

If I am undertaking research/postdoctoral research towards a degree in my home country, does my proposed Endeavour
research activity have to be undertaken at a university?
No, although it is usually undertaken at an educational institution, research or postdoctoral research can be undertaken at a research institution e.g.
CSIRO, ACIAR or an international research institution for Australian applicants.

As an individual international applicant can I undertake my Endeavour Leadership Award at an offshore Australian university
campus or offshore Australian organisation?
International (inbound) recipients must undertake their entire Endeavour Leadership Award in Australia at an Australian university or Australian
organisation.

As an individual international applicant can I use an Endeavour Leadership Award to undertake Research towards my Masters or PhD
if I am enrolled at an offshore Australian university campus?
International (inbound) recipients must be enrolled at an overseas institution/university. This cannot be an offshore campus of an Australian
University.

As an Individual Australian applicant can I undertake my Endeavour Leadership Award at an offshore Australian university campus
or offshore Australian organisation?
Australian recipients must undertake their Endeavour Leadership Award and approved Leadership Activity overseas at an international organisation.
Recipients cannot undertake their Endeavour Leadership Award at an offshore Australian university campus or offshore Australian organisation. This
rule is excluded for the internship component for Endeavour Postgraduate (Australian) Leadership Award.

What is the difference between nomination and admission?


Nomination forms are required for all Individual Australian applicants. Nomination forms are also required for individual international applicants of

the Research and Executive categories. The nomination form is automatically emailed to your proposed host organisation to complete. They will be
asked to provide an overview of your Leadership Activity at their organisation.

An Admission letter is required for individual international applicants of the Postgraduate (Masters/PhD) and the VET categories. Only one
admission is required. Visit the Study in Australia, Study Assist or Commonwealth Register of Institutions and Courses for Overseas Students
(CRICOS) websites for a list of accredited institutions that provide higher education to international students. Admission must be for
commencement in 2019.
Applicants are required to approach potential host organisations seeking a placement. Please find a letter in the Applicant Guide for you to notify
your host organisation that you are applying for the Endeavour Leadership Program.

Please see the ELP Applicant Guide 'supporting documentation' section for further information.

How many nominations may an applicant submit?


Individual Applicants may submit up to three nominations, noting that applicants of applicable categories may propose to undertake their
Leadership Activity in multiple locations.

How many letters of admission may an applicant submit?


Individual Applicants may only submit one admission letter to their application. If an applicant has applied to multiple institutions, they can only
attach one admission letter. This should be their first preference of host institution.

I will not have enough time to obtain a nomination or admission by the closing date. Can I still apply?
No. Individual applicants must include all required documentation with their application by the closing date.

If you cannot meet this eligibility requirement please consider applying for future rounds of the Endeavour Leadership Program and using the extra
time to prepare your documentation.

What should I do if my host institution cannot issue my letter of admission until after the Endeavour closing date?
If an organisation is not able to provide an admission letter before the ELP closing date because of interviews or course selection panels held later in
2018, individual applicants should select an alternative course offered by an Australian institution.

Am I required to pay a deposit to the host university to gain admission?


You should advise your proposed university that you are applying for an Endeavour Leadership Award. Conditional letters of offer will be accepted at
the time of application. You will only need to pay a deposit if you are offered and accept a place. Please find a letter in the Applicant Guide for you
to notify your host organisation that you are applying for an Endeavour Leadership Award.

What happens if the proposed Leadership Activity I wish to undertake at an Australian institution is cancelled?
If your Endeavour application is successful and your proposed Leadership Activity is subsequently cancelled by the host institution, recipients may
discuss with the SSO to change to a similar course offered at an alternative Australian institution.

How does the electronic nomination form work?


In your application under the nomination tab, click on 'add nominator’ and enter their details, click 'save'. The Endeavour Online system will
automatically send a nomination form via the email address that you have entered in the details of your nominator. Once your nominator completes
the form, it will automatically be attached to your application and you will be notified.

Nominations must be submitted electronically via Endeavour Online. It is an applicant’s responsibility to ensure their nominee completes the form
by the closing date. Applicants will only be able to submit an application when they have at least one nomination form in 'completed' status.
If an applicant has multiple host organisations they must enter the details of each organisation in the application form and receive a completed
nomination form from each of their hosts.

If your nominator has not received the form, please check their email address is correct and ask your referee to check their junk mail folder.

Will I be notified when my Nominator completes the form?


Yes. Once a nominator successfully submits a completed nomination form you will receive an automated email advising that the form has been
submitted. Please note you will not be able to view the contents of the submitted nomination form.

Will I be notified if my Nominator declines to provide a nomination?


Yes. If a nominator declines to submit a nomination you will receive an automated email advising that the nominator has declined to submit a
nomination form.

My referee has not received the electronic form.


While the application round is open you can re-send the referee report by going to the referee section of your application and clicking on the ‘re-
send’ button next to the referee who you wish to resend the form to. You may only resend a form once every hour.

Can an Education Agent assist with my application?


The Endeavour Leadership Program does not encourage individual applicants to undertake the services of education agents when submitting an
application for an Endeavour Leadership Program as applications should be completed and submitted by the individual.

Referees
How do the electronic referee reports work?
In your application under the referee reports tab, click on 'add referee’ and enter their details, click 'save'. The Endeavour Online system will
automatically send a referee report via the email address that you have entered in the details of your referee. Once your referee completes the
referee report, it will automatically be attached to your application and you will be notified.

Reports must be submitted electronically via Endeavour Online. It is an applicant’s responsibility to ensure their referees complete the reports by
the closing date. Applicants will only be able to submit an application when they have two referee reports in 'completed' status.
If your referee has not received the report, please check their email address is correct and ask your referee to check their junk mail folder.

My referee is unsure on how to answer question 2 on the referee report – ‘what further development does the applicant require?
Your referee will be required to comment on any area that they believe would help develop your existing skills/knowledge and/or any area that you
may require further education and/or training that would assist you to successfully complete your proposed Leadership Activity.

Can family members complete a referee report?


No. Referee reports must be from academic supervisors, lecturers, course convenors or workplace managers who should be familiar with your
recent academic and/or work performance and abilities.

Will I be notified when my Referee completes the Referee Report?


Yes. Once a referee successfully submits a completed referee report you will receive an automated email advising that the form has been submitted.
Please note you will not be able to view the contents of the submitted referee report.

Will I be notified if my Referee formally declines to provide a nomination?


Yes. If a referee declines to submit a referee report you will receive an automated email advising that the referee has declined to submit a referee
report.

Educational Qualifications
What are the academic transcript requirements?
Academic transcripts showing specific subjects and how your overall grades were obtained are required.
We require evidence of the progress of your studies in individual subjects, so that we can see, for example, whether your strongest subjects were in
the areas in which you propose your specific research, or whether your grades improved over the course of your years of study. We require
evidence of the subjects you completed and of their actual value, not just the one figure for their composite value.

criteria. We would suggest you contact your university to obtain your transcripts as your application would be deemed ineligible without this
information.

Can I provide a PhD Transcript?


A PhD transcript does not show suitable detail for panel assessment; therefore applicants must provide at least a Bachelor or Masters transcript. A
PhD transcript alone will render an application ineligible.

I will not have completed the minimum educational qualifications for the category I am applying for at the time of application,
however I am expected to complete my degree soon after the application round has closed, can I still apply?
Individual International applicants of the Postgraduate (Masters or PhD) and VET categories who expect to complete their bachelor’s degree before
31 December 2018 are eligible to apply. In their application, these applicants must provide a letter of expected undergraduate completion from the
institution which they are currently studying. A condition will be placed on their application and a final transcript will be required if they are
successful in receiving a funding offer.

For all other categories, at the time of application, you must meet the minimum educational qualification requirements for the category you are
applying for, and provide evidence. If you have not met the minimum requirements you should apply next round when you will be able to meet the
eligibility requirements.

How can I find out if my qualifications are equivalent to Australian qualifications?


The department's Qualifications Recognitions area provides a service to individuals seeking to have their qualifications assessed for equivalence to
Australian qualifications. Please call 1300 615 262 or email qualsrecognition@education.gov.au for further information.

I have received admission for a Masters Degree based on work experience. I have not completed an undergraduate degree. Am I
eligible to apply for the Endeavour Postgraduate Leadership Award?
You are not eligible as you have not completed an undergraduate degree and cannot demonstrate high academic achievements at that level.

I’m applying for an Endeavour Research Fellowship or and Endeavour Postgraduate (Australian) Award to undertake research
towards my Masters or PhD degree. How do I provide evidence of enrolment at my Australian institution?
All applicants must submit a letter from their home institution confirming they are currently enrolled in a Masters or PhD course. The letter must
include the degree start and expected completion date. An example letter of enrolment is provided on the Applications page. For further information
please see the ‘evidence of enrolment’ section of the Applicant Guide.

I recently submitted my PhD thesis but it has not yet been examined. Am I eligible to undertake postdoctoral research under an
Endeavour Research Leadership Award?
Postdoctoral recipients must have had their PhD conferred and obtained their final results prior to the commencement of their Leadership Activity.
The dates you propose to undertake your Leadership Activity should be proposed for after you have received PhD conferment.

At the time of application you must submit a letter of enrolment (as per above) which confirms your expected PhD completion date. If you are
successful, you will be required to provide evidence of your PhD conferment before you commence your proposed Leadership Activity. Recipients
who are unable to commence prior to 31 December 2018 will be required to withdraw from their ELP Award.

I’m applying to undertake postdoctoral research. How can I show evidence of my PhD conferment?
If you have completed your PhD you must attach a copy of your PhD certificate, testamur, final transcript or letter from your institution that
confirms your PhD has been conferred and you have obtained your final results.
I completed my PhD five years ago, am I eligible to apply for an Endeavour Research Leadership Award to undertake postdoctoral
research?
There is no restriction on the time that has lapsed since completing a PhD and applying for an Endeavour Research Leadership Award to undertake
postdoctoral research.

Language proficiency for international applicants

My previous studies were in English. Do I have to provide evidence of language proficiency?


Yes. Please refer to the Applicant Guide (section 5.6 evidence of language proficiency).

Can I undertake my course of study in Australia in a language other than English?


All courses of study in Australia must be undertaken in English.

Should I apply if my English Language Score is below the minimum?


Applicants should not apply if they do not meet the minimum Language requirements. You must provide an IELTS, TOEFL, PTE or CAE test with the
minimum score requirements as stated in the Endeavour Applicant Guide.

The required language levels are considered necessary to undertake study in Australia. If a test score is below the minimum requirements, the
application will be deemed ineligible and will not be considered by the selection panel.

Can I send my English language test results directly to the Endeavour team or SSO?
No. Your English Language test results must be uploaded to your Endeavour Online application.

Where is the nearest English language testing office to me?


Visit the IELTS, TOEFL, PTE or CAE websites to find the nearest English language testing office to you.

When should I book in for an English language test?


Individual Applicants must book in for IELTS, TOEFL, PTE or CAE tests as early as possible as places fill up quickly. It is the applicant’s responsibility
to arrange this. No late results will be accepted.

Individual Applicants also need to remember that they will not receive their official English language test results on the day of the test. Screen
prints of test scores are not accepted.

Can I provide an IELTS general test result?


No. An IELTS Academic Test is the only form of IELTS test accepted.

Will my English language test score be accepted if it is more than two years from the date of the test?
Results are valid for 2 years. Tests that are provided with a test date that is before 15 November 2016 will not be accepted and the application will
be marked ineligible. This rule is in place so that all results are still valid during the eligibility checking process and announcement of successful
recipients which takes place up until December 2018.

Will I be reimbursed by the department for the cost of sitting an English language test?
The cost of the English language tests is the applicant's responsibility.

I am unable to provide an English language test score by the closing date. Can I submit the results after the closing date?
All required documentation must be uploaded to your Endeavour Online application and submitted by the closing date of the round. No supporting
documents will be accepted after this date. Incomplete applications will be deemed ineligible and will not be considered by the selection panel. You
may wish to apply in the following round.

Will language training be provided as part of my Endeavour Leadership Activity?


Language training is not provided to Individual Endeavour recipients. All Endeavour Leadership Program categories require evidence that an
applicant meet the language requirements which are outlined in the Applicant Guide.

Can exceptions be made for providing language evidence?


If you cannot meet the required eligibility requirements, please consider applying for future Endeavour Leadership Program rounds and using the
extra time to prepare your documentation. We are unable to make exceptions for any applicants.

How is the list of counties for applicants to provide language evidence from determined?
The list of countries for applicants to provide language evidence of one year study is determined by the Universities Admissions Centre (UAC) and is
part of a collective agreement with Australian Universities. We are unable to make exceptions for any applicants.

Fieldwork
What is fieldwork?
Fieldwork is a research activity directly related to the applicant’s field of study which is undertaken during their Endeavour Leadership Activity and
outside their host country.

Fieldwork outside of a recipient’s host country requires the approval of the recipient’s host organisation, the SSO and the department. Stipend
payments are not payable for the period that a recipient undertakes fieldwork in their home country. Recipients must plan for any periods of
fieldwork in home country to be self-funded. The total of all periods of fieldwork undertaken should be for no more than 25 per cent of the
proposed program duration and/or the total cumulative duration of all periods of fieldwork may be no more than one year. Fieldwork must be
undertaken in a priority tier country of the Endeavour Leadership Program.

Financial matters
Will the Endeavour Leadership Program benefits affect any other payments that I currently receive?
Please check with the organisation that you receive these payments from.

What is a monthly stipend?


A monthly stipend is a monthly living allowance. Stipends are paid to Individual Endeavour Leadership recipients to contribute towards their
everyday living costs while resident in their host country. Recipients are free to use their monthly stipend in whatever manner best meets their
circumstances. As the Endeavour Leadership Program is a contribution award, recipients will need to self-fund any costs that exceed the funding
provided under the program.

What can an establishment allowance be used for?


The establishment allowance can be used towards expenses such as:

rental bonds
text books
study materials
host organisation/institution’s infrastructure expenses. For example, computer or software expenses
home contents insurance.

When are travel allowances received?


Travel allowances entitlement is up to 6 weeks prior to departure date from home country at program start and up to 6 weeks prior to departure
date from host country at program completion. In most cases the travel allowance cannot exceed AUD$3000 in total. The SSO can provide
more information.

Is the funding paid under an Endeavour scholarship or fellowship taxable by the Australian Government?
All entitlements provided by the Endeavour Leadership Program are distributed to an Australian bank account and are tax exempt
income. Recipients should confirm the tax requirements of their home and/or host country.

What if the maximum funding for tuition fees does not cover the entire tuition fee amount?
Individual recipients are responsible for all of the program fees and charges that exceed their funding offer. Funding is limited to the duration
stipulated for each Endeavour Leadership category.

If an individual applicant nominates a proposed Leadership Activity which exceeds the fee benefit, they will be asked to confirm that they are aware
that they are responsible for the difference in fees. If the recipient cannot afford the additional payments that are above the maximum funding then
they should consider choosing a different course or an alternate university.

Tuition fees are set by individual institutions and vary according to course content and institutional requirements.

If I do not use the maximum funding for tuition fees in a semester, can I roll the excess over to the next semester?
Individual ELP recipients cannot roll over unused tuition fees to a following semester.

How can an Endeavour Postgraduate (Australian) Leadership Award recipient use their tuition fee benefit?
An Australian Endeavour Postgraduate Leadership award recipient may use their tuition fee benefit to pay any tuition/university fees and any other
miscellaneous costs. If the host university does not charge tuition fees, but the recipient’s home university will continue to whilst the recipient is
undertaking their Leadership Activity, the recipient may use their tuition fee benefit towards those fees.

I have been charged an application processing fee by the university. Can I be reimbursed?
The application processing fee is determined by the institution and the department does not have any involvement in this process.

Does the department or SSO organise health cover for my family members who are accompanying me on my Endeavour Leadership
Award?
No. The Endeavour Leadership Program only provides health cover for Individual Endeavour recipients. For international VET, Masters or PhD
recipients, all accompanying family members listed as dependents on the recipient’s student visa must have Overseas Student Health Cover (OSHC)
in place prior to family members’ arrival in Australia. Recipients in this situation should liaise with the support services organisation to obtain
appropriate information. The OSHC must be paid for up front, in full, and for the full duration of the visa granted to the family member as per
student visa requirements for international students in Australia. Health cover for any accompanying family members must be obtained by the
recipient or the family members prior to the family members’ arrival in Australia.

The cost of longer-term Overseas Student Health Cover (OSHC) in Australia may be a significant factor in deciding to bring family members to
Australia. The department has negotiated discount rates with a preferred OSHC provider for family members, which recipients may access, but the
full visa length cost of health cover at the ‘Family rate’ for a PhD recipient’s family may still exceed $10,000 AUD.

The department does not organise health cover for accompanying family members, nor is it responsible for the payment of health cover for
accompanying family members. Recipients may choose to use part of their establishment allowance toward the cost of family health cover. Family
members will be asked to provide proof of health cover as part of the visa application process to enter Australia.

Terms and conditions of the Endeavour Leadership Awards


What are the consequences of breaching the terms and conditions of an Endeavour Leadership Award?
The recipient’s offer and contract may be terminated at any time for misconduct, for failure to comply with the laws of the host country, for
breaches of the conditions (including misuse of funds), for failure to abide by the rules of the host organisation and/or for failure to make
satisfactory academic progress (where applicable).

Do I have to return to my home country at the completion of my Leadership Activity?


Individual International recipients must abide by the conditions of the visa on which they entered Australia. If an international recipient wishes to
complete further qualifications in Australia after the completion of an Endeavour Leadership Award they will be required to obtain their own visa
advice. Please contact the Department of Home Affairs. The department and the support services organisations are not authorised to provide visa
advice.

Can I change my leadership activity and/or the duration?

Individual Recipients must undertake the leadership activity outlined in their application, unless otherwise approved by the department, for at least
the minimum duration and no longer than the maximum duration specified in the Applicant Guide. Changes to the recipient’s Leadership Activity or
itinerary must be approved by the department. Recipients are responsible for all of the program fees and charges that exceed their Endeavour
benefits. Funding is limited to the duration stipulated for each Endeavour category.

What are sanctioned fields or sanctioned organisations?


Individual Endeavour Leadership Program applicants can undertake any field/topic of study, research or professional development; however the
Australian Government sanctions certain topics and/or overseas organisations. More information about sanctions can be found at the Department of
Foreign Affairs and Trade http://www.dfat.gov.au/sanctions/about-sanctions.html.

Should an individual recipient propose to undertake a sanctioned topic for their Endeavour Leadership Program or have studied or been employed at
a sanctioned organisation they may not be eligible to undertake their Endeavour Leadership Award without the approval from the Department of
Foreign Affairs and Trade prior to their commencement.

I am an International applicant. Can I bring dependents with me while undertaking my Endeavour Leadership Award?
Family members or dependents wishing to accompany or visit an Endeavour Leadership Recipient in Australia should contact the Department of
Home Affairs' nearest overseas mission for advice about travelling to and living in Australia.

Before making the decision to bring your family it is important to consider the following issues:

additional costs such as rent, food and other necessities


cost of health insurance
limited employment opportunities for your spouse
the effect on you and your study if your family is not happy in your host country
whether your children will adjust to school in your host country
waiting lists for child care centers.

The department highly recommends that you arrange Health & Travel Insurance for all family members accompanying you.
The SSO and the Department of Education and Training will not, under any circumstances, be liable for any costs related to your family members’
travelling with you.

Can I undertake paid employment in my host country?


Recipients must obtain permission from their host organisation and confirm the conditions of their visa in order to determine whether they are
allowed to undertake paid employment during their Leadership Activity. International Endeavour Research and Executive Leadership Award
recipients are not permitted to work at any time during their Leadership Activity due to 408 visa conditions.

Who owns the Intellectual Property of my Leadership Activity?


Intellectual Property (IP) rights will depend on the policy of the host organisation, any IP laws of the home country and any agreement which may
have been negotiated between the recipient and the host organisation.

The Australian Government does not require or request copies of any research material, and does not wish to maintain any IP rights. If the
Australian Government does procure copies of this material and uses it in some way, it must have a license to do so. This would be negotiated in a
license agreement between the owner of the IP rights (i.e. the student or the host organisation and the Australian Government). In addition,
wherever any work is reproduced, the creator of the work must be identified. If an Individual ELP recipient has further concerns, they should seek
independent legal advice about the ownership and IP rights for any research material.

What if I am/become pregnant?


The Overseas Student Health Cover provided to successful ELP Award recipients includes a waiting period of 12 months before obstetrics and
pregnancy-related services may be accessed. Individual ELP recipients should ensure they have sufficient personal financial resources to pay for
obstetrics and pregnancy-related services, where such services may be required within the first twelve months of their program. Please also note
that deferrals are not permitted under the Endeavour program and pregnancy does not constitute a reason for delaying commencement beyond 31
December in the year for which the Endeavour Leadership Award is offered.

Can I travel during my Endeavour Leadership Award?


Yes. However you are required to gain prior approval from the SSO if it is significant travel (more than 5 days outside your host country) or you
plan to undertake fieldwork outside your host country.

Can I suspend my Leadership Activity?


Individual Endeavour Leadership recipients are expected to complete their study, research or professional development program as outlined in their
application.

In exceptional circumstances, such as when a recipient must return to their home country to attend to urgent personal matters, they may apply for
a period of suspension from their Leadership Activity. A suspension may result in an increase to the term of their Leadership Activity, but cannot
increase beyond the maximum category duration. During suspension, no monthly stipends or other financial support is payable. Each application for
suspension is determined on its merits, taking into account the individual circumstances of each case.

My account is locked

If you have failed to log in to the system three (3) times, your account will be locked for your personal security. An email to unlock your account
will be sent to your registered email address. Once your account is unlocked you will then be instructed to change your password.

My host organisation does not appear in the drop down list for proposed host organisation, what do I do?
You are able to type this in manually by placing your cursor into the box and manually type it in.

Why am I unable to submit my application?


Only once all of your referees reports and nomination form (if applicable) are in the status of “complete” you can submit you application.

Applications which are not submitted and left in “draft” status will not be considered.

My referee/nominee has not received the electronic form.

I’m having problems with the Endeavour Online system. What should I do?
There are a few things you can try if you continue to experience further issues.

using a different computer which is connected to the internet via an ADSL connection.
2. Try
to login with only one internet browser running.
3. Try
to login using a different internet browser.
4. Try
a force refresh / force reload of your browser.
Internet Explorer: press Ctrl + F5 (on a PC)

5. Navigate to the Login page. Refresh your browser as per the above. Try logging in again.
