Collective for a SOFTWARE Development Consultant under TLF SHARE project
“Accelerating Community Engagement and Response on HIV and AIDS
Prevention” (ACER project)

CALL FOR EXPRESSION OF INTEREST

The Philippines is one of 20 countries that the Global Fund has prioritised for the
provision of intensive support to scale up comprehensive programs to reduce human
rights-related barriers to health services. An in-depth baseline assessment was carried
out from December 2017 to April 2018 which provided data about the human rights-
related barriers to HIV and TB services in the Philippines and any existing programs for
their elimination.
In order to address human rights related barriers to health services, Global Fund
provided an initiative called the Matching Fund Request (MFR). The framework of the
proposed MFR is that an empowered community and its champions can trigger
concrete changes in practices towards addressing HIV related human barriers. The
MFR focus will be (a) Legal Literacy to address insufficient information (especially rights
of people who inject drugs to services) (b) Monitoring, Documenting and Reporting
towards improving current practices (e.g. treatment discrimination) as well as strengthen
access to Justice to address fear of violence and loss of freedom (relevant to all people
living with HIV and key population, particularly people who inject drugs community (c)
Support to implementation of enabling policies and programs (e.g., proxy consent for
minors and understanding OHAT treatment package, including for PLHIV injecting drug
users).

TLF Share is looking for a Software Development Consultant.

The consultant will:

1.1 Development of Referral Management System (RMS)

i. Referral management system will be made available on all
mobile device (mobile app for iOS and Android and Mobile Web for
other OS), tablets, laptops and desktops
ii. RMS system will have log-in authentication for every users. The
same can be configured by the system admin.
iii. It will have mechanism to generate UIC for a new client
iv. It will have a search functionality to search existing client records
before adding additional service data
v. It will have registration module to register a new patient. Once a new
patient is registered, a unique ID (UIC) of the patient will be
generated
vi. Once the patient is registered, it will allow the Peer Educators/ORW
/CHOWS to refer the patient to a particular health facility for a
particular service
vii. The assigned facility doctor/nurse will receive a notification of the
patient arriving
viii. The facility doctor/nurse can attend the patient and
provide further service/feedback
ix. Once a service/feedback has been provided by the doctor,
the Peer educator/ORWs/CHOWs will get an
notification.
x. Peer educator/ORWs should get access Geo-location of facilities
predefined in the system through “Near Me” functionality.
xi. Peer educator/ORWs/CHOW should get an option to access the
Geolocation of the previously captured patient data
xii. The Peer educators/ORWs/CHOW should be able to view a list of
patients who has visited the referred facility (in green) and who
has not (in red)
xiii. There will an SMS reminder to patients (optional - depending on the
availability of mobile numbers) and the daily SMS reminders to Peer
educators/ORWs and other key stakeholders
xiv. The SMS reminders will get triggered to a supervisor and further
higher up based on visiting the facility by the patient (i.e. 5days
delay, SMS alert to Peer Educators; 10 days delay and SMS alert
to supervisor)

1.2. Integration with existing CHITS and eHARP System

i. Existing patient data will available on CHITS and eHARP


system will be integrated with the Referral Management

System
ii. Two-way data sharing should be established. i.e. RMS should be able
to fetch data from CHITS and eHARP system and similarly post data
into these existing systems
iii. A common UIC should be maintained between all these systems

NOTE: Detailed study of the existing CHITS and eHARP system will be
conducted to understand integration model to be adopted

1.3 M&E Dashboard

The M&E Dashboard will be made available on all mobile device (mobile app for
iOS and Android and Mobile Web for other OS), tablets, laptops and
desktops

M&E Dashboard will have the following features and functionalities.

i. Interactive maps with key indicators


ii. Overlay of data
iii. Assessment of performance of ORWs
iv. Indicators showing target vs achieved
v. Access to entire case history of a patients against a particular UIC number
vi. Monthly and daily trends chart of referrals
vii. Alerts- key issues will be flagged as alerts helping in targeted interventions.
i.e. ORW who has maximum number of defaulters or Provinces which has
lost of follow -up more than 40%. Option to set thresholds will be provided
through a user interface
viii. Excel export of reports

NOTE: The final set of key indicators will be finalized during the requirement gathering
phase.

1.4 Admin Module

i. Mechanism to create/add user profile and user profile management


ii. Reset password from Admin module
iii. Facility to block or unblock a user access
iv. Set threshold for Alerts

1.5 Hosting and Patient Data Repository

i. Hosting can be done either in a dedicated Cloud server or a preferred Data


Center of the Health Care Department in Philippines
ii. Standard data security and policies will be ensured
iii. All clients record will be maintained under a common Unique ID (UIC)
iv. Remote Technical support will be provided

NOTE: Following are cost components are not included in the above costing:

i. Hosting: Hosting can be done both on Cloud as well as on Data


Center of the Health Department of Philippines. Costing can be
provided based on that
ii. Annual Maintenance cost is not included. If annual maintenance is required for 6
months or 1 year, it can be provided with additional cost.
iii. SMS Charges: SMS transaction charges, PRI rental etc. will be budgeted
separately based on the expected volume of SMS and the local prevailing rates
offered by the Telecom Operators.

The consultancy shall commence on January 2019 to December 2020.

qualified applicant will be contracted by TLF SHARE. Please take note that this is for
immediate hiring to be based on Metro Manila, and contract period is from January
2019 to December 2019. All documents and information will be treated with utmost care
