to reinstate Dr. Nathaniel
Rempillo, former chief of
the Albay Provincial Health
Office (PHO).
Rempillo, in a press con-
ference on Tuesday after-
noon, said he filed the charg-
es due to his relief as chief
of the PHO and transfer to
the newly created Provincial
Health Care Development
Committee (PHCDC) on
June 9, 2017.
He claimed that the order
for his transfer was issued on
June 9, 2017, but the PHCDC
was only created through an
order issued four days later
on June 13.
Despite this, Rempillo
said he obeyed the reassign-
ment order to head a non-
existent committee with no
personnel to work with.
He told media that he
doubted the motive of the re-
assignment but still followed
the governor's directive, be-
lieving that it was for the in-
terest of the service.
He said that he read-
ily functioned as head of the
PHCDC, without availing of
his right to appeal his reas-
signment before the Civil
Service Commission (CSC).
Rempillo said while per-
forming his duties, he was
not allowed to collect the
PHP17,000 monthly Repre-
sentation and Transportation
Allowance (RATA) and the
PHP1,500 cell phone load
that he deserved to receive as

avail of its enhanced ben-
efits for infants.
PhilHealth recently ex-
panded its coverage of es-
sential health services to
cover newborns and enable
the early detection and man-
agement of more congenital
disorders, which may lead
to mental retardation and
even death, if left untreated.
"We recognize the impor-
tance of providing essential
care to newborns during one
of the most crucial phases
of life," Philhealth-5 vice
president, Orlando Iñigo
during its recent meeting in
Naga City.
Under SURE, an emergen-
cy loan or survival assistance
amounting to P5,000 can be
availed of immediately by the
farmer-borrower (small farm-
ers and fisherfolks). An ad-
ditional recovery assistance
amounting to P20,000 shall
be loaned out to the farmer-
borrower without interest and
payable in three years. Those

WHAT EXPLAINS
BICOL’S POVERTY?
All five provinces of Bicol, except Albay are
in the top 40 poorest provinces in the country.
Masbate ranks 13, Catanduanes 16, followed
by Sorsogon at 18th, Camarines Norte at
26th, and Camarines Sur at 27th in the recent
infographic released by the National Anti-
Poverty Commission (NAPC).
Masbate has over 45% poverty incidence,
while the island-province of Catanduanes has
43.4%; Sorsogon with 43.3%; Camarines Sur
with 35.2%; and Camarines Norte, with 36.4%.
Majority of the comments on social media
blame corruption of the political leaders of
these provinces as the cause of this dismal
performance of the region. Most of them,
noted that these leaders belong to political
dynasties that despite their long domination,
have not made a difference in the lives of their
constituents.
Another reason, which while unspecified,
is nevertheless shown on the NAPC poverty
map.
The poorest regions, that is those with a
poverty index between 42% and 47% since
2006, had consistently been those that
begin in Bicol downward to the Visayas and
Mindanao, with the Autonomous Region in
Muslim Mindanao occupying the poorest
bottom cluster.
It is no coincidence that the National Capital
Region, Calabarzon, and Central Luzon had
consistently been the regions with the lowest
poverty incidence.
The NAPC map only confirms the
development paradigm of the country: it is
urban; while the rural areas remain a perpetual
and persistent picture of poverty, the real 4Ps
of the country.
Certainly, the government has drawn up
programs to check this unchanging landscape.
For Bicol, both institutional and
infrastructural reforms and approaches are
in the offing, from the prospects of greater
autonomy under the proposed Federal set-
up to projects like the QueBEx, the Bicol
International Airport as well as the long-
lamented Philippine National Railways.
Indeed, unless substantial and real reforms
are set in place for the country’s impoverished
regions; the Philippines will be a continuing
cauldron of unrest and rebellion.

The feast of Sto. Niño was last Sun-
day Jan. 20, 2019 and it is celebrated
also by Catholics throughout the Philip-
pines. We celebrate it here too, with a
procession and mass.
I began my devotion to Sto. Niño
thirty three years ago when my niece,
Matet Fuentebella Limjoco, called me
by phone telling that her Sto. Niño is
moving and has healed her son and
companions in the house. She asked
me if it is the work of God as the devil. I
told her that if the result is good and the
one who is healed becomes closer to
God, it is God’s. But if the healed does
not become closer to God, it is the work
of the devil.
Out of curiousity, I went to her
house. I cannot believe that a colegiala
like Matet will be a faith healer.
When I arrived in her house, her Sto.
Niño was healing somebody, but it went
to me and put His head in my left hand.
My left thumb could not move for the
past seven years. I have been to sever-
al doctors for treatment. But the head of
Sto. Niño made my stiff thumb moved
and well. It’s back to normal. But there
are other times when I prayed to Him
for help. I began to believe in His heal-
ing. However, Sto. Niño message me
that only those who believed will be
helped.

When my husband was to be oper-
ated on his stomach because he could
not move his bowel for five days, Sto.

pone the operation for one day then he
instructed my husband to drink twenty
one (21) table spoons of oil from His oil
lamp on the altar of His Chapel. It was
eight o’clock at night and my daughter
got the oil from the altar. After taking
the 21 tablespoons of oil, my husband
moved his bowel at midnight. The op-
eration was no longer necessary.
Another instance was when my
daughter has severe stomach ache,
four doctors could not stop the pain for
thirteen (13) days, until it was decided
to operate her to find out the cause. It
was found out that her appendix had
burst. It is a wonder why she lasted
for 13 days. Usually, a patient with an
appendix that burst would not last for
more than two days. When I asked
Sto. Niño, He said He put the poison
in a corner of the body so that it will not
circulate. Sto. Niño saved the life of my
daughter.
Sto. Niño has helped me so many
times and every time I attend the
prayers and healing session. I had a
stroke, half of my body was paralyzed.

Regional Election Inter-
agency Task Force (REITF)
chaired by the Commission
on Elections (Comelec) in
Bicol said the succession
process for the mayoral
post in Daraga town is still
on hold.
Romeo Serrano, Come-
lec assistant regional direc-
tor, in a phone interview on
Thursday said the task force
is awaiting the issuance of
a recommendation by the
Criminal Investigation and
Detection Group (CIDG) and
government prosecutors on
whether the criminal charges
filed against Baldo are bail-
able or non-bailable offenses.
He said on the basis of
the recommendation, the
task force would evaluate
and recommend to the DILG
what necessary action to take
regarding the selection of
Baldo's successor in case he
is charged with a non-bail-
able offense that would ren-
der him in legal incapacity to
perform his duties as mayor
of Daraga.
Serrano said the task force
would pass a resolution task-
ing the DILG to implement
the succession procedure,
citing that in case Baldo is
detained, this would leave
him in permanent incapacity

to function and perform the
duties of the office, therefore,
his vice mayor would take
over his post.
The CIDG was not able to
present Baldo in an inquest
proceeding with the provin-
cial prosecutor's office on
Wednesday after Baldo com-
plained of asthma and hyper-
tension. He was rushed to
the UST Hospital in Legazpi
where he remains in confine-
ment.

director of the Department of
the Interior and Local Gov-
ernment, said that since Da-
raga town is under the control
of the Comelec due to occur-
rence of election-related inci-
dents, they could only adopt
the normal succession pro-
cess upon recommendation

councilor Joey Marcellana as

Bicol River Basin Develop-
ment Program to solve the
perennial flooding in the
Bicol River Basin area is an
example of a Disaster Risk
Reduction-led sustainable
development initiative, ac-
cording to Albay Rep. Joey
Sarte Salceda.
During his recent visit to
Bicol, the President pledged
to fund a massive flood con-
trol program with some P46
billion from the road user’s
tax to solve the frequent di-
sastrous floods that destroy
huge agricultural crops in the
Bicol River Basin (BRB) area
comprising 317,103 hectares
straddling Albay, Camarines
Sur and Camarines Norte. The
area has abundant resources
and provides the ecological
services support of commu-
nities in the area, with about
77% or 243,800 hectares of
it cultivated as agricultural

lands. Close to 81% of the ar-
eas within the BRB are rela-
tively flat and prone to flood-
ing.
After 40 years of neglect,
Salceda said, Bicolanos are
glad the BRB -- a most central
economic pillar of Bicol’s de-
velopment -- is finally getting
serious government attention.
He proposed that instead of
focusing only on solving the
flooding alone, “the govern-
ment should focus on its com-
prehensive integrated area
development, which has re-
ceived little national funding
despite robust lobbying by the
Regional Development Coun-
cil.”
This development, Salceda
noted, has turned the adversity
of Usman into an opportunity
to fix national attention and
funding on a long-term de-
velopment program for Bicol.
The lawmaker is a member of
the House Committee on Bi-
col Recovery and Economic
Development, He chaired and
steered the Bicol Regional
Development Council from
2007 to 2016 when he was Al-
bay governor.
Salceda said the govern-
ment’s long-term Bicol River
Basin Development Pro-
gram (BRBDP) masterplan,
started in the ’70s, would
bring the BRB area into the
“mainstream of national de-
velopment by increasing rice
production, improving rural
income, creating employment
opportunities, and upgrading
the living standards of the lo-
cal population through a com-
bination of irrigation develop-
ment, watershed development
and flood control.”
BRB’s potential, he point-
ed out, is huge and if properly
protected from the hazards
of natural disasters, it could
greatly help the regional
economy especially its agri-
culture to grow fast. He said
Duterte’s plan is a “sensible
strategic move as it would
lessen the ever-present risk to
life and livelihood in the area
while putting to optimal use

The President, who at-
tended the situation briefing
on tropical depression Usman
in Pili, Camarines Sur earlier
this month, was shocked at the
devastation brought by floods
and landslides in the Bicol
Region and vowed to take im-
mediate measures to remedy

the BRB area which sustained
extensive damage to agricul-
ture and livelihood.
During the briefing,
Duterte said he wants the P46
billion road user’s tax to be
used for BRBDP which in-
cludes flood control projects
by, among others, dredging
lakes and waterways within

atic sections. Lawmakers are
poised to tackle the abolition
of the Road Board in a bicam-

Teacher to teach the subject

When one decides to be a teacher it should dawn
upon her that she is going to be a teacher for life. And be
dedicated to her profession just as well.
It is said that a teacher is a teacher is a teacher. It
does not matter what subject a teacher opts to specialize
in. She must be GOOD and be knowledgeable of the
subject she desires to teach. A science teacher has
a good grasp of the subject. So, she specializes in
science and it is expected that she has the full backing
of knowledge of the subject and is very optimistic that
she is capable of sharing her store of knowledge to her
students.
But it really takes a good teacher in science to teach
the subject effectively.
The teacher must have an innate love of teaching.
Her knowledge of the subject counts a lot though but it is
the way she teaches the subject that matters most. She
must love the subject to be able to teach it effectively.
She must have, at the same time a love for her students
and she cares for them. This, I think, is the bottom line
of teaching.
Science is a discovery subject. The teacher must
engage her students in activities that will challenge
their sense of finding new things using their creativity
and innovativeness. In many science fairs that are
conducted by the Department of Education yearly, many
new discoveries and inventions are presented by the
students which are not just done for scholarly reasons
but are found to be very functional. These science
inventions of young student scientists are recognized
and awarded and in some cases funded by a science
board. This is, to the students, a challenge but also to
the teacher who must have served as inspiration.
The science teacher also engages her students in
problem solving which is an interesting activity and done
whether singly or collaboratively it eeps the students
busy until the correct solutions are found. This also

human life, what we ought to do and what we can hope to
achieve—all these are fundamentally affected by whatever we
think is the real or true nature of man.” As human, we all
have basic needs that we try to meet in our everyday
lives. Whether consciously or unconsciously we will try to fulfill
the needs which are most important to us. However, our
quality of life can be affected by how we choose to do that.
We can try to fulfill our needs either in a negative and harmful
way or in a positive and empowering way. If the way we try
to meet those needs is not in line with our values then we
will experience conflict and discontent. When we are able
to align our needs with our highest values then we will
feel more complete and fulfilled. Human needs psychology
maintains that there are six basic needs which are universal.
Certainty, the need for security, stability, and reliability. Variety,
the need for change, stimulation, and challenge. Significance,
to feel acknowledged, recognized, and valued. Love and
Connection, to love and to feel loved, and to feel connection
with others. Growth, the need to grow, improve and develop,
both in character and in spirit. Contribution, the need to give,
to help others, and to make a difference. In the call of the

were declared winners of Ka-
bulig-Bikol’s Usipon Pan-Aki
Short Story Writing Contest
2019. These three stories were
picked out as winning pieces
from among 18 children’s sto-
ries written in different varieties
of Bikol that were submitted as
contest pieces. The first prize
winning piece is a cadenced
fable about using the Bikol
word for ‘please,’ tabi. Note the
rhythm in the first two lines:
Warang dai nakakamidbid kay
Tabi sa kahadean kan Ugali.
Ta sa kahadean kan Ugali si
Tabi an hadi. Anino ni Nino is
about a boy who would rather
play with a flashlight to cast
shadows on the wall because he
does not want his friends to see
his disfigured face. Kapistahan
is an ecological story about fire-
flies who were carried off by a
strong wind to a mysterious and
filthy place. This Children’s
Short Story Writing Contest
is the second writing compe-
tition sponsored by Kabulig.

ryline 30%, Quality of Writ-
ing 30%, Imagery 30%, and
X-factor (Judges’ discretion)
10%. Other pieces that caught
the judges’ attention were “Si

setting and ecological theme,
“Si Asela asin an Takuring” for
its playful use of sound, “An

which turned an ordinary piece
of furniture into something
magical in a child’s eyes, “An

realism from a child’s point of
view, “Si Kring-Kring An Pam-

a nascent science fiction story.
Some of these, however, were
not appropriate for the target
audience of 6 to 9-year old
children or exceeded the word
limit as spelled out in the con-

single books or as part of an

bers of Kabulig. Kabulig-Bikol,
Inc. is a non-profit non-govern-
ment organization dedicated to
supporting and promoting Bikol
arts and culture. Kabulig, mean-
ing one who shares or helps in
an endeavor, took off in 1999
as a loose and informal asso-
ciation, and was re-organized in
May 2012. It has been the most
sustained Bikol literary organi-
zation in the last decade and has
produced and supported many
of the present crop of writers
actively writing in the Bikol
languages. The names of the or-
ganization and its members are
now inscribed in the second edi-
tion of the CCP Encyclopedia.

Learning Process in the Context
of Nature's Development

The definition of development’ is generally understood
to mean ‘expansion by a process of growth’ or ‘growth and
differentiation of some entity along lines natural to its kind’. In
education, development inside the classroom focuses along
the processes by which a child, the learner is experiencing all
throughout the process of teaching and learning as supported
by external and internal factors. As demonstrated by nature,
egg's hatching is an exemplar development process. It
undergoes stages of growth in its biological process. Each
stage of growth is crucial for the succession of processes for
development.
In nature, there are four basic requirements for the egg to
hatch. Firstly, a temperature of 88-102 degrees Fahrenheit is
necessary, of which one anecdote in the life of Isaac Newton
can be noted. Newton went home one afternoon shivering,
when his mother asked him, he simply said that he sat on
eggs trying to hatch them. This is not possible because our
body could not adjust the temperature the way hen does.
Next, a humidity of 50% to 65% must be maintained outside
the egg. Too much moisture will rot spoil the egg. Then, egg
turning, equal distribution of heat is necessary for the embryo
to develop inside the egg. If the heat is uneven, the egg will
end underdeveloped and will be “balut”. Lastly, the proper air
flow and gas exchange for egg’s location must be considered.
From these requirements one could asses that hatching takes
a gradual way of rearing the organism inside the egg before
it is ready to break its shell into a fully functional individual.
There are certain specific processes that need to occur in
the life of the chick inside the eggshell happening at the right
time before it could break-open the shell. In the same way, the
learning process of a child, as an individual occur with certain
specific stages called development.
The current educational setting in the Philippines with
all the rigors of the program of its K to 12 Enhanced Basic
Education Curriculum is also undergoing crucial development.
It's like a chick undergoing hatching process. Undesirable,
uncomfortable gradual change effecting goals envisioned has
to happen after everything necessary has been completed.
Before an individual could face challenges in life, one must
undergo a rearing process,a learning process preparing one’s
self to be more equipped with the necessary preparations.
Once he is ready, it is time to break the barrier as breaking the
shell to adjust one’s self in the changing environment to face
life. As with the chick, this development happens gradually at
a given time, as too long inside could be deadly but getting
out too soon is fatal. Thus, no one could force development;
it is slow, passing through stages of processes through time
before it could do its purpose. External and internal factors
interplay at a given time for education of an individual to serve
its purpose. This is called learning process.
