Job Title: Building and Civil Engineering (B&CE) Technical Officer

Reports to : O&M Manager

Location: All FMSO locations but based in Camp Taipan Afghanistan

2. Qualifications, Experience and Skills

The Technical Officer must be of a Technical status and have a minimum of 5 years relevant
post qualification experience.
o Technical - Ideally holding ONC, HNC or equivalent qualifications in an
appropriate discipline. Alternatively demonstrate a strong technical building &
civil engineering background together with proven relevant experience.
o Hold valid DE certification of relevant discipline
o Hold a valid (3 day standard) First Aid certificate

3. Core Responsibilities and Duties

Plans, manages and advises on, building and civil engineering works:
o Prepare estimates of cost.
o Prepare Option Studies.
o Conduct AOS inspections (PQC and Asphalt)
o Develop new works proposals.
o Conduct technical building inspections Theatre wide.
o Interpret design regulations.
o Undertake inspections including airfield pavement surveys.
o Use commercial software for design, planning and report writing.
o Advise on building and civil engineering problems.
o Brief staff on building and civil engineering matters.
o Recommend new works requirements to the client.
o Advise on construction health, safety and environmental matters.
o Supervise all site surveys and new works tasks.
o Attend and/or run Planning Meetings.
o Assume sole design responsibility for building and civil engineering layouts.
o Assist in designing mechanical and electrical engineering elements.
o Assist in the preparation of tender documents.
o Supervise design drawing production.
o Produce design drawings.
o Write specifications.
 o Liaise with client, contractors and authorities.
o Produce bills of quantities, stores and materials lists.
o Estimate labour and equipment requirements.
o Plan for Health and Safety and notifiable CDM 2015 tasks.
o Liaise with mechanical and electrical disciplines.
o Process new work requests.
o Check building and civil engineering designs.
o Control and update site records, as-built drawings, documents etc.
o Advise and liaise with project clients.
