Time-dependent planning notes on cell level


 Track current cell value within the planning note from the
time when the planning note was saved. This helps other
users’ understanding by providing a context for the note
in relation to the data.
 User settings define how planning notes should be
shown on the planning view by default (for example,
don’t show, show all, or only show from this level).
