Meinaus (collectively “Plaintiffs”) complaining of defendants, City of Durham (“Durham”) and Research Triangle Regional Public Transit Authority, d/b/a Gotriangle (“GoTriangle”) allege and say: 1, Plaintiffs seek a declaratory judgment under chapter 1, Article 26 of the North Carolina General Statutes that a rezoning ordinance adopted by Durham, at GoTriangle’s request, to rezone property belonging to GoTriangle is void and of no effect.
