Mr. Xu Juncheng, General Manager

Power China Gansu Energy Investment Company
Port Qasim Coal Fired Power Plant
Bin Qasim, Karachi.

Dear Sir,

Subject: Thank you for Providing Necessary/Required Facilities at Incident Site and Correction in the Safety
Briefing issued on June 14

1. We are writing this letter to oblige the necessary facilitation provided by our company at the accident site
on 14 June 2017 at 01:00 A.M. We are highly obliged by the company support which was provided to us on incident
day and we thank our company that they remain supportive to us during all this incident. Further we would like to
correct the Accident Analysis which has been presented in Safety Briefing on 14 June 17.

2. Firstly, the time quoted in above said briefing is not correct as the accident took place at 00:05 A.M on 14
June 17. The whole incident took place in a different manner. We were well before time and the car was travelling
at 70~80 km/hr speed. Port Qasim Road is under construction and there are many blocks and Iron rods lying at the
side of road which come in between when big trucks hit them. It was Irony of the fate that the same thing
happened to us on the day that is two Blocks came in the middle of road. Syed Afraz Uzair (Driver) tried to escape
the blocks but in effort of saving car from blocks the car lost the control. The car got stuck with the iron rod which
was protruding from the side way. Due to this and no proper fencing the car after taking 180-degree turn fell in to
the ditch.

3. Secondly, we adhere to company rules and we have not violated any company rule. We all have signed the
company contract keeping in view our family responsibilities. The company had promised the transport in the
briefing given to us at Marriott Hotel before our departure to China and there is no compulsion mentioned that we
have to live in dormitory. Pakistani Staff have been raising this issue from the very beginning in China. The answer
which we got from the administration that time was, they are buying some Vans and company will provide
transport. Further, the current transport provided by the company is very poorly managed and having no time and
route schedule. The attitude of driver is very harsh and Non-co-operative. Repeated requests to Mr. Shang and Mr.
Saif Jhang have been made to arrange the meeting for the transport but up till now no action has been taken in this
regard.

4. In view of the above, we would like to comment that Accidents are un controllable. God Forbid, Same
thing can be happened to the company transport. There is no negligence from our side nor company side in this
accident. Port Qasim road is very dangerous and this accident is mere fault of the road and Poor Safety
Arrangement especially the street lights by Port Qasim Authority. Before our accident, many Company’s Transports
have been the victim of this roads and many casualties have taken place. We are also writing letter to Port Qasim
Authority to take measures to increase the safety of vehicles using that road and we request the company heads to
also do the same as Company Transport (Power China) also use the same road and same type accident can be

occurred to them as this route cannot be avoided by those who want to approach the Power Plant. We hope that
after considering all the facts mentioned above company will ponder over their decision on Night transport and will
resolve this transport issue. I request the Company heads to involve Pakistani Staff to solve this Problem.

5. We see forward to take this company to new heights of achievement.

Thanking you,

Yours Obediently,
