DETERMINING THE PRIORITY OF FACTORS AFFECTING THE


RESILIENCE OF THE NATIONAL ROAD ON DISASTER

ABSTRACT

Transportation is an activity to move people and goods from one place to another by using facilities
and infrastructure. The road network system is a network of infrastructure and transportation services
that support the movement of people with various activities. The higher the quantity and quality of
infrastructure networks and transportation services, the higher the quantity and quality of the
movement produced. Resilience in the field of transportation infrastructure is needed to reduce or
eliminate long-term risks to people and property from the effects of hazards.

This study aims to determine the resilience factor of the national road segment to disasters. Analysis
was carried out to find out how the selection of priority handling was carried out, in order to reduce
the risk of inaccessible national roads due to damage. The choice of priority treatment is obtained
from the results of interviews conducted with five people who are competent in planning matters at
the Center for Implementation of National Road II in Medan, Ministry of Public Works and Public
Housing.

From the results of the analysis using the Analytical Hierarchy Process (AHP), it was concluded that
matters relating to institutions were the most influential (53.75%) of the resilience factors of a road
network compared to technical factors (46.25%). For institutional sub-criteria, the most influential
weight is the allocation of resources which is equal to 17.01% compared to other sub-criteria such as:
risk assessment and reduction, collaboration/integration, and learning and policy. For sub-criteria
techniques, the handling speed has the highest weight, which is 31.69% compared to other sub-
criteria such as robustness and retrofitting/replacement.
