The word women empowerment carries different meanings for different people and it is
important to view its meanings in relation to a social, cultural, political, ideological and
geographical scenario of an area. Hence this paper defines women empowerment as women not
only participating in decision making process but also participating in the society in equal status
with their male colleagues. In order to fill this gap, this study is conducted to explore the
perceptions of experts regarding the implementation of policies focusing on educational
empowerment of women in Pakistan. There is no denying of this reality that women
empowerment is a key phenomenon of bringing about the sustainable socio-economic progress
of every nation or society. This forward-looking approach is helping such societies to get fully
advanced from the active participation of women from every walk of life. It is also worth
watching that the women today are more aware of their role, existence, and rights than ever
before. Women empowerment was the major theme of manifesto of Pakistan People,s Party
during the period of Benazir Bhutto.
