1.0 SCOPE
1.1 This standard covers the design, supply and testing of low voltage metal enclosed switchgear at
the Canadian Natural Resources Limited (CNRL) Horizon Oil Sands Project.
1.2 The switchgear shall be used as the primary method of distributing power to plant electrical
systems at 600 V level.
1.3 The purpose of the guidelines is to ensure that the CNRL facilities are designed to be
economical, safe, reliable, and maintainable.
1.4 The switchgear quantities, configuration and ratings are specified in either the Request for Quote
(RFQ) or in the Purchase Order (PO).
2.0 CODES AND STANDARDS

3.0 GENERAL CONDITIONS AND REQUIREMENTS


3.1 Environment
3.1.1 Environmental conditions at the CNRL Horizon Oil Sands Project site are described in
CNRL Standard 00-STD-IM-0007, “Site Specific Data”.
a. Non-hazardous area but trace amounts of hydrocarbons, SO2 and H2S gas may be
present.
3.1.2 The switchgear will be installed in a heated and ventilated building, and will be subject to
the following conditions: d
a. Trace amounts of H2S.

b. Indoor temperature: +10 ºC to +40 ºC.
c. Relative Humidity: maximum 95% non-condensing.
3.2 Voltages

3.2.1 All switchgear shall be designed for the voltages noted in the data sheet.
3.2.2 Control voltage shall either be 120 VAC derived from control power transformers located
in each lineup or from 125 VDC supplied by others. Refer to the data sheet.
3.2.3 Space heater voltage shall be 120 VAC supplied by others (when specified in the data
sheets).
3.3 Order of Precedence
3.3.1 In general, the order of precedence shall be as follows where discrepancies arise:

3.4 Data Sheet


3.4.1 Each low voltage switchgear line-up will have different requirements. A separate data
sheet shall be produced for each during design. A template for the “Low Voltage
Switchgear” data sheet is located in CNRL Standard 00-STD-EL-0035 “Technical
Content Of Electrical Records”. The contractor is responsible for evaluating the
requirements for each switchgear line-up.
3.4.2. These data sheets shall accompany every switchgear order and shall be modified to suit.
3.4.3 If a deviation is necessary and it can be demonstrated that the requirement should be
changed, CNRL approval is required to change the requirements on the data sheet for
ratings, auxiliary devices, testing etc.
3.5 Documentation
3.5.1 It is preferred that all vendor documentation is supplied in both hard copy and electronic
PDF format as noted in the RFQ or PO.
3.5.2 The units of measurement shall be SI units accompanied by Imperial units in
parentheses.
3.5.3 The following drawings shall be included in the Vendor’s documentation package:
a. Switchgear specification sheet(s) indicating structural features, bussing, bus bracing,

circuit breaker features, control circuit features and auxiliary device types.

b. Front elevation views of each section showing device and name tag locations.
c. Cross sectional views of each section showing bus, breaker and low voltage
compartments etc.

4.0 DESIGN REQUIREMENTS


4.1 Switchgear Design for Arc Flash Hazard Mitigation
The switchgear shall be designed for operation with a reduced risk level for normal tasks
including racking in/out of the circuit breakers by personnel wearing Personal Protective
Equipment (PPE) with a minimum arc rating of 8 calories per centimetre squared or for a Hazard
Risk Category 2 per CSA Z462.
The arc flash hazard mitigation requirement shall be confirmed by Arc Flash Hazard Analysis
using ETAP by the engineering contractor.
When required the method of arc flash hazard mitigation shall be specified in the Switchgear Data
Sheet as one of the following:
a) Arc Resistant Enclosure as tested by ANSI/IEEE C37.20.7 for Type 2 protection; or
b) Arc Flash Energy Mitigation Technology; or
c) Remote racking of the circuit breaker from outside the Flash Protection Boundary where
feasible.
4.2 Structure
4.2.1 Each switchgear assembly shall be insulated for 600 volts AC and shall consist of NEMA

1A, gasketted, metal-enclosed, free standing, vertical, dead-front steel structures
containing power buses, a ground bus, power circuit breakers, safety interlocks, auxiliary
ue
control devices, and specified instrument transformers, relays, meters, and control and
meter switches and any specified communications devices. The switchgear shall be
designed to be fed by either cable, cablebus or busduct. Sufficient space shall be
provided to work with large cables within the termination compartment. Cable bending

radius shall be kept as per manufacturer’s specification.


Each incoming and outgoing section shall have metering capabilities. If the switchgear
does not have a secondary selective scheme with automatic transfer using GE Multilin
SR 750 relays then independent metering is required. However, if the switchgear has GE
Multilin SR 750 relays, since the relay has adequate metering capability available with the
protective device, independent metering is not required.
4.2.2 Sheet steel barriers shall be provided between the vertical sections, the breaker
compartments in each vertical section, and control and power compartments. Sheet
steel bus barriers shall also be provided on both sides of Tie Circuit Breakers.
4.2.3 Unless otherwise specified each compartment including the rear bus/cable compartment
shall include lockable hinged access doors.
4.2.4 Filters and screens shall be installed where cooling louvers are required.
4.2.5 Unless otherwise specified paint the switchgear using manufacturer’s standard methods
and colours.
4.2.6 Supply ½ litre or 2 spray bombs of touch up paint.
4.2.7 Refer to the data sheet for further structural details.
4.3 Bussing
4.3.1 The switchgear shall include a main horizontal bus as specified in the data sheet. The
bus shall be tin-plated copper with flame retardant anti-tracking insulation and shall be
braced for a minimum 65 kA RMS symmetrical fault level. Bus sizing shall be based on
ANSI standard temperature rise of 65 C over a 40 C ambient.

4.3.2 Unless otherwise indicated, the main horizontal bus shall pass through any structure that
is connected to the switchgear such as neutral grounding resistors to allow future
expansion at both ends.
4.3.3 Provide removable insulating boots with a di-electric strength equal to the bus insulation
at all bus bolted joints.
4.3.4 A full length 6 mm x 50 mm (¼” x 2”) minimum tin-plated copper ground bus shall be
included as specified in the data sheet. Provide ground lugs at either end of the
horizontal ground bus for #2/0 to #4/0 AWG ground cables.
4.3.5 “Run back bus” shall be provided for cable lugs so that the lugs are accessible without
reaching over the main bus. Cable lugs shall be NEMA long barrel compression type.
4.3.6 Automatic shutters shall be included with all drawout power circuit breakers to isolate the
bus from accidental contact when breakers are withdrawn.
4.4 Circuit Breakers
4.4.1 Circuit Breakers shall be three-pole, air break, drawout type.
4.4.2 Drawout circuit breakers shall include connected, test and disconnected positions as
follows:
a. Connected Position – Both the primary power and secondary control circuits shall be
connected.

b. Test Position – Only the secondary control shall be connected to allow testing of the
breaker.
c. Disconnected Position – Both primary power and secondary control circuits are

disconnected.
4.4.3 It shall be possible to rack the breaker into any position with the door open or closed.
Mechanically operated position indicators and provisions for padlocking in the Test and
Disconnected positions shall be provided.
4.4.4 Draw out interlocks shall be provided to prevent the following:
a. Racking a closed circuit breaker into or out of the connected position.
b. Closing a circuit breaker until it is fully racked into or out of the test or connected
positions.
c. Withdrawing or inserting the circuit breaker with the closing springs charged.
d. Insertion of a circuit breaker with incorrect frame size or inadequate interrupting
capacity.
4.4.5 Breakers shall be equipped with the stored energy operation type or the solenoid-
operated type, anti-pump operating mechanism. The stored energy type is preferred. All
breakers shall operate without intentional delay on initiation (quick close and quick open).
Breakers shall also have provisions for manual operation.
4.4.6 The circuit breaker hand crank shall provide ‘spin free’ operation to provide positive
indication that the breaker is in the connected position.
4.4.7 Breakers of the same frame size and control voltage shall be completely interchangeable.
4.4.8 Circuit breaker closing springs shall be either manually operated or motor operated as
indicated in the data sheet.

4.4.9 Breaker continuous and fault current ratings shall meet or exceed the ratings noted in the
data sheet.
4.4.10 All contact stabs shall be coated at the factory with an approved grease.
4.4.11 Separate control circuits will be provided by others for each circuit breaker and for the
automatic bus transfer logic from an external 125 V control panel, where available.
4.4.12 Each switchgear line-up bus shall be provided with a separate 125 V DC supply feeder to
a main breaker panel which shall sub feed separate panels, c/w isolating switch, for each
vertical section on the same bus. The main panel supplying Bus “A” shall also feed the
bus-tie panel.
4.4.13 Separate disconnecting means shall be provided for each circuit breaker and bus transfer
control circuit. Each circuit breaker shall incorporate separate “close” and “trip” circuit
fuses located downstream of the disconnecting means. The fuses shall be arranged
such that the “close” circuit fuses are downstream and in series with the “trip” circuit
fuses.
4.4.14 Provide control power monitoring relays at the end points of each control circuit. Wire a
set of normally open and normally closed contacts from each relay to terminal blocks.
4.4.15 A minimum of 8 SPDT (form C) or 8 N.O. and 8 N.C. dry breaker auxiliary contacts shall
be provided for each circuit breaker for the Owner's use. Spare contacts shall be wired
out to terminal blocks.

4.4.16 Kirk key interlocks shall be provided when specified on the drawings and in the data
sheet.
4.4.17 Each power circuit breaker shall have a close and trip control switch or push buttons

mounted on the breaker or assembly cell front panel.


4.4.18 The circuit breakers of the two incoming feeders shall be provided with inter-trip circuitry
capability between the upstream and down stream circuit breaker.
4.4.19 All circuit breaker compartments designated as ‘SPACE’ on the drawings shall be
furnished complete with door, shutters, wiring harnesses and rails etc. required for the
addition of drawout circuit breaker.
4.5 Current and Potential Transformers
4.5.1 Phase current transformers shall be located in the circuit breaker compartment on the
line and/or load bus stabs as shown on the drawings. The CTs shall be mechanically and
thermally rated to withstand any fault condition.
4.5.2 Zero sequence current transformers shall be located in the bus/cable compartment and
shall be centered either above or below the cable lugs to minimize power cable bending.
4.5.3 Secondary windings of phase metering current transformers shall have a nominal rating
of 5 A and a metering accuracy ratings of 0.6 or better.
4.5.4 The ratio of metering CTs shall match the corresponding circuit breaker frame size where
separate metering CTs are specified.
4.5.5 Potential transformers shall be located in the low voltage control compartments and shall
include both primary HRC and secondary fuses. The primary fuses shall be installed in
“pull out” fuse holders.
4.5.6 Potential transformers shall have 120 VAC secondaries and metering accuracy ratings
shall be 0.6 or better.

4.6 Protective Relaying


4.6.1 Switchgear device function numbers shall be in accordance with ANSI C37.2.
4.6.2 Breakers shall be equipped with electronic, programmable solid state overcurrent relays
or static solid state trip devices.
4.6.3 Static solid state trip devices shall include adjustable instantaneous, short time and long
time overcurrent bands. Each solid state unit shall include a LED or LCD display
indicating the following:
a. Cause of trip.
b. Peak level of fault current.
c. Phase current.
d. 15 minute thermal demand phase current.
e. Maximum 15 minute thermal demand phase current.
f. Communications capability for all circuit breakers. The relays shall be capable of
communicating to the plant process control system via Modbus. Specific
communication requirements shall be defined on the Switchgear Data Sheet.
The solid state relay shall trip the circuit breaker independent of trip/close control circuits.

4.6.4 The manufacturer and model of the multi-function protection relays of the main incoming

feeders and of the bus-tie shall be GE Multilin SR750 or approved equal.
The lockout relays (86 devices) for the incoming feeders as well for the feeder breakers
shall be external to the electronic multifunction relays provided for the relevant circuit

breaker.
The 51GT relays (Startco Model SE-325) installed on each incoming feeder shall provide
alarm for neutral ground resistor continuity monitoring and ground overcurrent. The
contact providing alarm shall be hardwired to the multifunction relay (SR 750) of the
relevant incoming feeder for transmission to the plant Distributed Control System (DCS)
by serial link communication line (Modbus).
4.6.5 The current coils of all relays and meters shall be capable of withstanding momentary
current transformer secondary currents of approximately 20 times the coil rating without
damage.
4.7 Auxiliary Devices and Systems
4.7.1 Provide electronic programmable multi function meters.
4.7.2 All switchgear main incoming circuit breakers shall include the following metering:

4.7.3 Pilot lights shall be LED cluster type.


4.7.4 The following pilot lights shall be provided:
a. Red – Breaker “Closed” on each circuit breaker.
b. Green – Breaker “Open” on each circuit breaker.
c. Amber – “Trip Coil Unhealthy” on each circuit breaker. Light is ON when trip coil
monitoring is picked-up (open coil).
d. White – “Auto-Transfer Ready” on the tie breaker cell of the double ended switchgear
lineups where automatic bus transfer is specified. This pilot light shall be connected
across the devices which initiate automatic bus transfer to indicate that the transfer
circuit is ready to operate.
e. White – “86 Lockout Relay Healthy” indication on each 86 lockout relay, monitors the
coil of the relay. Light is on when relay is healthy.
4.7.5 Timers shall be adjustable solid state type.

4.7.6 Breaker control switches on electrically operated breakers shall have pistol grip handles
and shall not be mounted adjacent to meter switches.
4.7.7 When specified on the data sheets, space heaters shall be provided in each vertical
section to prevent condensation. Space heater power supply shall be from an external
source by others. Heaters within each assembly shall be controlled by one thermostat
supplied with and located in the switchgear. The entire circuit shall be wired to an
accessible terminal block providing for a single connection of the external power source
including overload and overcurrent protection.
4.7.8 When specified on the data sheets, scope of supply or Engineering notes, flanged bus
duct between the switchgear and MCC assemblies, shall be furnished as part of the
switchgear assembly.
4.7.9 When the power supply to the switchgear is from a resistance grounded source the
switchgear assembly shall be supplied with a ground detection system. A separate zero
sequence CT shall be provided for each feeder breaker. The ground detection system
shall be capable of displaying the ground current for each zero sequence CT. If required,
by safety codes, electrical codes or other standards, the ground detection equipment
shall also be capable of tripping feeder breaker when the ground current exceeds an
independently programmable value. This shall be specified in the scope of supply. CNRL

4.7.11 All devices for breaker control and metering with communications capability shall be
factory wired to terminal blocks in a low voltage control compartment. The vendor shall
include all required end of line resistors etc.
4.7.12 Provide Windows based communications software and protocol translators for use with a
remote PC.
4.8 Control Wiring and Terminal Blocks
4.8.1 Internal control wiring shall be with flexible, stranded tinned copper conductors, with type
TBS or SIS insulation. Control wiring for 120 VAC or 125 VDC circuits shall be #14 AWG
and CT wiring shall be minimum #10 AWG. Communications wiring shall be #16 AWG
individually shielded twisted pairs.
4.8.2 Each wire shall be identified by a machine-printed heat-shrunk wire marker showing the
wire number at each end.
4.8.3 All field wiring entering the switchgear shall be terminated on Weidmuller WDU Wemid
type with type StB test plug sockets or equivalent. Terminal blocks shall be labelled on
both sides with machine printed markers. No more than two wires shall terminate at each
terminal.
4.8.4 Wiring between cells and hinged doors shall be bundled and be of required slack to
protect the wiring from any damage due to opening and closing the door through a 120
angle.
4.8.5 Control and secondary wiring shall be one continuous length from terminal to terminal.
Splicing will not be permitted.

4.8.6 All unused relays or contacts, auxiliary spares and dry contracts for the owner’s use shall
be wired to accessible terminal blocks. A minimum 20% spare terminal blocks shall be
provided.
4.8.7 Current transformer circuits shall be furnished with dual compression type terminal blocks
having screw-type short-circuiting provisions. Current transformer secondary circuit
wiring shall be provided with non-insulated ring type lugs.
4.8.8 Grouped terminal blocks for all Owner's external connections shall be provided and
located in the main control cell of the switchgear assembly.
4.8.9 Test blocks shall be ABB FT-1 type and one test block shall be provided for each CT and
PT set. There shall be no equal.
4.8.10 Circuits to be disconnected at a shipping split shall be marked both on the wiring and on
the associated terminal blocks to ensure correct reconnection at the job site.
4.9 Equipment Identification
4.9.1 Lamacoid nameplates shall be installed on the overall switchgear line-up, individual cells,
door mounted components (both inside and outside) and all internal power and control
components, to allow easy identification of all devices. The nameplates shall state the
equipment or device number, description and voltage if applicable.

4.9.2 Lamacoid nameplates shall be white with black letters, except for warning nameplates
which shall be red with white letters. Nameplate letter size shall be appropriate for the

application.
4.9.3 Where trip and/or close isolation switches are specified, provide lamacoid identification
on the isolation switch of each trip and/or close device.

4.9.4 Lamacoid nameplates shall be screwed or riveted to the equipment.


4.9.5 Phasing identification tape shall be applied as follows:
a. Red (Phase A).
b. Black (Phase B).
c. Blue (Phase C).
4.9.6 Phase identification shall be provided for protective relays, control transformers, current
transformers and potential transformers.
4.10 Switchgear Accessories
4.10.1 The following switchgear accessories shall be provided for each switchgear assembly:
a. Switchgear mounted overhead crane.
b. Breaker dolly capable of lifting the heaviest breaker.
c. Where required, provide a ramp for rolling circuit breaker out of lowest breaker
compartment.
d. Rail extensions and rail clamps where required.
e. Two hand cranks per bus for moving the breaker into the Connected, Test, or
Disconnected positions.
f. Minimum of two cranks or lever devices per bus for manually charging the breaker
closing springs.
g. CSA approved circuit breaker test cabinet.

h. Circuit breaker test cables and plugs.


i. Test set for testing the circuit breaker solid state trip devices.
j. Communications protocol translator if required to convert from vendor’s proprietary
protocol to RS-232 for connection to a remote PC (By others).

5.0 SECONDARY SELECTIVE AUTOMATIC TRANSFER SYSTEM


5.1 General
5.1.1 An automatic bus transfer control system shall be provided when specified on the data
sheets or shown on the referenced attachments to the material requisition.
5.1.2 The transfer scheme shall be designed for use with switchgear where a secondary
selective, double ended switchgear design is provided. This design provides a reliable
and easy to operate power supply, and consists of two power transformers each
supplying separate switchgear lineups, which are joined by a tie breaker. The required
bus transfer logic ensures that power is available to both switchgear lineups in the event
that one of the incoming lines or transformers is no longer available. The logic is centred
around the operation of two normally closed transformer secondary main breakers and a
connecting normally open tie breaker. A two out of three system is used to ensure that at
any period of time only two breakers are closed and the third one is open. The automatic

transfer scheme is open transition. The manual transfer scheme is closed transition.
5.1.3 An “AUTO-OFF” selector switch (43) shall be provided to select the automatic mode or to

disable the automatic mode. When AUTO mode is selected (normal operating position),
the automatic mode is enabled.
5.1.4 An “Auto-Transfer Ready” white indicating light shall be provided to indicate that the

automatic transfer scheme is ready to operate and is located in the Tie Breaker cell.
5.2 Automatic Bus Transfer Logic
5.2.1 Bus Automatic Transfer Logic when Line #1 is taken out of service. The three
breakers are in their normal position with the main breakers closed and tie breaker open.
The initiating condition is a drop in Line #1 voltage of 15% or more lasting for at least 2
seconds, such as would occur on loss of the incoming line. If this occurs and the
following conditions have been met then automatic transfer is initiated:
a. Line #2 voltage remains at 90% or higher.
b. Bus #1 main breaker protective relaying has not caused a trip.
c. Ground faults are not present on both buses.
The Bus #1 main breaker is automatically opened, and once Bus #1 voltage has decayed
to 30% of normal voltage or lower, the tie breaker shall close thereby restoring power to
the Bus #1 side. This is known as an Open Transition Transfer.
5.2.2 Bus Automatic Transfer Logic when Line #2 is taken out of service. The three
breakers are in their normal position with the main breakers closed and tie breaker open.
The initiating condition is a drop in Line #2 voltage of 15% or more lasting for at least 2
seconds, such as would occur on loss of the incoming line. If this occurs and the

The Bus #2 main breaker is automatically opened, and once Bus #2 voltage has decayed
to 30% of normal voltage or lower, the tie breaker shall close thereby restoring power to
the Bus #2 side. This is known as an Open Transition Transfer.
5.2.3 Bus Manual Transfer Logic when Line #1 is to be taken out of service. The three
breakers are in their normal position with the main breakers closed and tie breaker open.
The operator selects Trip Line 1 on the three position Transfer Selector Switch. If the
Synch Check relay indicates that both Bus #1 and Bus #2 are synchronized and ground
faults are not present on both buses, the operator is able to close the tie breaker. Once
the tie breaker is closed, the Bus #1 main breaker automatically trips open. This type of
transfer is known as a Closed Transition Transfer as all three breakers are momentarily
closed. This has the advantage of ensuring that voltage is maintained on both buses
throughout the transfer to allow motors to continue to operate.
5.2.4 Bus Manual Transfer Logic when Line #2 is to be taken out of service. The three
breakers are in their normal position with the main breakers closed and tie breaker open.
The operator selects Trip Line 2 on the three position Transfer Selector Switch. If the
Synch Check relay indicates that both Bus #1 and Bus #2 are synchronized and ground
faults are not present on both buses, the operator is able to close the tie breaker. Once
the tie breaker is closed, the Bus #2 main breaker automatically trips open. This type of
transfer is known as a Closed Transition Transfer as all three breakers are momentarily

6.0 VENDOR TESTING AND SHIPPING REQUIREMENTS
6.1 Witness Testing
6.1.1 When specified, the vendor shall make allowances to have the switchgear testing
witnessed by Owner or Owner’s representative.
6.1.2 The vendor shall notify the Owner or Owner’s representative in writing at least two weeks
in advance that the switchgear is ready for witness testing.
6.2 Required Inspections and Tests
6.2.1 The switchgear shall be visually inspected to ensure that all specified circuit breakers,
relays, pilot lights, switches, nametags and other components are present.
6.2.2 All circuit breakers shall be racked in and out to ensure that bus stabs line up and to
ensure that there is no binding.

6.2.3 All auxiliary devices including meters, pilot lights, pushbuttons and selector switches shall
be functionally checked for correct operation.
6.2.4 The Automatic Bus Transfer System shall be functionally checked in accordance with
Appendix A, Secondary Selective Automatic Transfer System Test.
6.2.5 Communications wiring to all devices shall be confirmed by establishing communications
via a laptop PC utilizing the standard software for each device type.
6.3 Shipping, Handling and Storage Requirements
6.3.1 Each shipping section shall be furnished with removable lifting lugs or eyes, and
removable steel channel base plates which shall permit using pipe rollers or dollies
without damaging the frame steel of the equipment. The switchgear shall be protected
for weatherproof outdoor storage.
6.3.2 Each power circuit breaker shall be individually crated and tagged with its proper unit
(location) number and the breaker tag number if shipped separately.
6.3.3 Relays shall be shipped installed in the stationary structures and shall be securely
blocked and braced to prevent damage during shipment.
6.3.4 Each shipping section of stationary structures shall be provided with a permanently
attached, readily visible, identification tag bearing the equipment number of the assembly

of which it is a part.
6.3.5 One set of installation, operating, and maintenance instructions and certified test reports

shall be shipped with the switchgear.
