ABSTRAK

Tujuan penelitian yang dilakukan dalam tesis ini adalah untuk mengetahui
kelayakan fasilitas instalasi pengolahan air limbah (sewage station) dan instalasi
pengolahan air bersih (water station) yang ada di pemukiman karyawan PT. Inalum
Tanjung Gading untuk melaksanakan proses daur ulang air limbahnya sehingga
memenuhi kriteria fisik dan higienis (kimia dan biologi) sebagai air bersih. Selain itu
juga untuk mengetahui kelayakan ekonomis dan persepsi masyarakat
di pemukiman karyawan Tanjung Gading terhadap rencana mendaur ulang air limbah
tersebut. Pada penelitian ini dilakukan pengumpulan data dari bulan September
sampai Nopember 2010, yang terdiri dari data-data kualitas air, meliputi: data air
sungai Sipare-pare sebagai air baku (masukan water station), data kualitas air
keluaran hasil pengolahan sewage station dan water station yang diperoleh melalui
sampling dan analisis di laboratorium PT. Inalum dan sebagai pembanding pada
pengambilan sampel di bulan November 2010 dilakukan juga analisis
di Laboratorium Penelitian USU, yang digunakan untuk mengkaji kelayakan fasilitas
pengolahan yang ada. Pengumpulan data persepsi masyarakat dilakukan melalui
kuisioner yang diberikan kepada karyawan PT. Inalum sebanyak 68 responden
dengan metode cluster dan purposive sampling. Data hasil kuisioner diolah dan
dilakukan uji statistik chi square, Kruskal Wallis dan t-test dengan bantuan software
SPSS v.17. Dari hasil penelitian dapat disimpulkan bahwa fasilitas sewage station
dan water station di pemukiman karyawan PT. Inalum Tanjung Gading Batubara
layak secara fisik, higienis (kimia dan biologi) dan ekonomis untuk melaksanakan
proses daur ulang air limbahnya. Selain itu diperoleh juga informasi tentang persepsi
masyarakat, di mana sebahagian besar (56%) tidak mendukung dan merasa tidak
nyaman terhadap program daur ulang air limbah karena kurangnya sosialisasi tentang
informasi dan pengetahuan masyarakat tentang program daur ulang air limbah
tersebut.

WASTE WATER INTO RAW WATER FOR WATER SUPPLY IN FAMILY
HOUSING OF PT. INALUM EMPLOYEES TANJUNG GADING
BATUBARA

ABSTRACT

The aim of research conducted in this thesis is to investigate the feasibility of

wastewater treatment plant (Sewage Station) and water treatment plant (Water
Station) in family housing of PT. Inalum employees at Tanjung Gading implementing
the process of recycling waste water that meet with physical criteria and hygienic
(chemical and biological) as potable water. It is also to determine the economic
feasibility and community perception regarding recycling program the waste water.
Data collection in this research was conducted on September to November 2010,
that’s consist water quality data such as; Sipare-pare’s river waters as raw water (as
water station input), and output water from Sewage station and water station was
obtained through sampling and analysis at laboratory PT. Inalum and parallel
analysis was conducted at central research laboratory of University of North
Sumatera as reference in November 2010 were used to assess the feasibility of
existing treatment facilities. Public perception data were collected through
questionnaires given to employees of PT. Inalum 68 respondents with the cluster and
purposive sampling method. The data is processed and the results of questionnaires
conducted statistical tests chi squre, Kruskal Wallis and t-test by using SPSS v.17
statistics software. The results of this study concluded that the facilities Sewage
station and water station at the housing family of PT. Inalum employees at Tanjung
Gading, Batubara feasible to implement the process of recycling waste water when
viewed from physical, hygienic, and economical aspects. In addition it also obtained
information about public perception, in which most of employees (56%) did not
support and do not feel comfortable with their waste water recycling program
because of lack of socialisation about information and public knowledge about
recycling programs of waste water.
