Subject: Minutes of Meeting for the Improvement of Quality Standards at University


of the Punjab

Date: 17-01-2017 (Tuesday)


Venue: Committee Room, Institute of Quality and Technology Management.

In Attendance:

1) Prof. Dr. Aamir Ijaz (Director, Quality Enhancement Cell)


2) Prof. Dr. Rafiq Ahmad (Principal, College of Engineering and Emerging Technologies )
3) Prof. Dr. Abdus Salam (Director, Institute of Quality and Technology Management)
4) Prof. Dr. Arshad Hussain Qureshi (Senior Faculty Member, IQTM)
5) Mr. Muhammad Omer Yasin (Deputy Director, Quality Enhancement Cell)

Proceedings:

1. Meeting started with the recitation of Holy Quran at 1:30 p.m. Prof. Dr. Aamir Ijaz
(Director, QEC) briefed the participants about the purpose of meeting. He said that worthy
Vice Chancellor is very keen about the implementation of quality standards at University
of the Punjab and directed QEC to meet with quality related departments of the university
to improve the standard of quality.

2. Director QEC gave a comprehensive presentation about the self-assessment procedure


that is being followed at University of the Punjab.

3. He elaborated the criteria of self-assessment manual provided by HEC to prepare a self-


assessment report.

4. He also briefed the participants about different survey forms used by QEC.

5. Director IQTM and Principal CEET said that academic programs in engineering
disciplines are offered by their departments and for the purpose of accreditation of these
programs, visits of experts from Pakistan Engineering Council (PEC) are arranged for
each academic session. During these visits quality of education being imparted to the

students is properly assessed on the basis of a well defined criteria which includes
student-teacher ratio, subject teacher ratio, number of full time and part time teachers,
qualification of teaching faculty, teachers evaluation by students, schedule of
examination and results, laboratories facilities required for the engineering programs,
course files and laboratories manuals for all modules, availability of required laboratory
staff and facilities made available to the students by the management of department.
After the visit a comprehensive evaluation report is sent to the department concerned in
which marks are awarded in each of the above mentioned categories and weak areas
are also pointed out. Decision regarding the grant of accreditation or otherwise is taken
on the basis of the evaluation report submitted by visiting accreditation team and
communicated to the department concerned.
Both Prof. Dr. Rafiq Ahmad and Prof. Dr. Abdus Salam suggested that the above
procedure may also be adopted by QEC for the assessment of other academic
disciplines which is expected to result in the enhancement of quality of education in the
university. Both of them offered their help and support for QEC in order to implement
their suggestions.
Prof. Dr. Abdus Salam informed the participating members that Prof. Dr. Arshad Hussain
Qureshi, senior faculty member at IQTM has been a member of such PEC teams for a
long time and has visited a number of engineering institutions across Pakistan for the
purpose of accreditation of their engineering programs. He, therefore, would also be very
useful for further improvement in the functioning of QEC Punjab University Lahore .
6. Prof. Dr. Abdus Salam also expressed his reservations over the existing teachers and
course evaluation forms as well as preparation of reports by QEC in this regard.
He suggested that:-
i- Forms for the evaluation of teachers and courses by the students should be
conducted on separate forms
ii- Course evaluation by the students appears to be not so authentic because the
students are not capable of doing the needful at this level.
iii- Teachers evaluation forms should be different for undergraduate and post graduate
students.
iv- Teachers evaluation forms should have different sections covering other important
teaching dimensions also, e.g. teacher attitude in the class, his loyalty with his
profession and the organization, his ability to evaluate the students fairly and without
any biased and his behavior, honesty, integrity and personal characteristics. At
present emphasis is more on the teaching skills of the teacher only which needs to
be revised.
v- Teacher evaluation forms should also contain remarks by the head of department
concerned and marks should be allocated as well.

vi- In the teacher evaluation form additional column/space should be allocated for
general comments by the students.

7. Prof. Dr Abdus Salam offered his services for the preparation and revision of all such
forms used by QEC, as mentioned above.
8. Prof. Dr. Abdus Salam also offered that students enrolled for MS and PhD, Total Quality
Management (TQM) programs would also be encouraged to provide help and support
required by QEC for the enhancement of quality in education at university of the Punjab
Lahore.

Decisions of the Meeting:

1- The existing manual can be revised after including more dimensions of PEC manual.
2- There is a need to revise the teacher and course evaluation survey forms in accordance
with the suggestion of Prof. Dr. Abdus Salam as mentioned at serial number 6 (i) to 6 (vi)
3- Teacher’s evaluations by HODs will be made part of teacher evaluation Performa.
4- Course files should be included in self assessment reports, even if they have already
been maintained at department level according to the format given by QEC.
