In Rhode Island, the teen pregnancy rate is 83 per 1,000, ranking the state 44th out of the 50 states. Rhode Island's
teen birth rate is 33 per 1,000, placing it 48th, while the abortion rate is 39.6, placing it 21st, the study concluded.
* The panel called for widespread availability of the birth control pill as "the safest and most effective means of
birth control for sexually active adolescents" and greater distribution of condoms to teenagers. Sex education
programs should include information on how to obtain these birth control products, it said.
"There is no scientific basis for restricting the availability of abortion to teenagers, the 337-page report said.
"Evidence shows that to require minor teenagers to seek parental consent often causes them to delay abortions,
with attendant health risks. On this basis, the panel concludes that minor adolescents should be encouraged, but
not required, to involve their parents and partners in the decision-making process."
