Shri K A P Sinha, IAS, is the principle secretary to the Government of Punjab in the

Department of Food Civil supplies and Consumer Affairs and Department of Parliamentary
Affairs.

Prior to joining his current assignment in 2017 in department of Principal Secretary Food Civil
Supplies and Consumer Affairs, he has held senior positions in Government of Punjab in the
departments of General Administration, Environment, Science and Technology, Higher
Education, Parliamentary Affairs et al. He has also served in different capacities Government of
India including Joint Secretary in the Department of Atomic Energy, Ministry of External Affairs
and Ministry of Commerce & Industry.
In his present assignment, he is on the Board of Food Corporation of India. He has been
heading several delegations to foreign countries to finalise negotiations from Indian side. He, as
joint secretary to GOI, in the department of Atomic Energy, was India representative to European
Centre for Nuclear Research (CERN) at Geneva, Switzerland. He has been closely associated in
the development of our Higher Education sector. He has served as Member “Senate”, “Syndicate”
and also “Board of Finance” of the Panjab University Chandigarh. He has served on the Board of
Institute of Nano Sciences and Technology Mohall, Board and Council of National Institute of
Science Education and Research (NISER) and Institute of Physics (IOP) both located at
Bhubaneshwar. In addition, he has served as ex-officio Director of the Board of Electronics
Corporation of India Ltd at Hyderabad, expert member on the council of Atomic Mineral
Directorate at Hyderabad and Controller of National Institution “Global Centre for Nuclear Energy
Partnership (GCNEP)” at District Jhajhar in Haryana.
Prior to his deputation to Government of India, he has served as Secretary of the then
Punjab State Electricity Board at Patiala, Joint Secretary Finance in Union Territory of
Chandigarh, Deputy Commissioner of two districts viz. Bathinda and Gurdaspur in Punjab.
Prof. Joseph Klafter is the President of Tel Aviv University, Israel. Since 2002, Prof. Klafter has
been the Chairman of the Israel Foundation (ISF).

He joined the TAU Raymond and Beverly Sackler School of Chemistry. He was the incumbent of
the Gordon Chair in Chemistry, and has held the Heineman Chair of Physical Chemistry. Prof.
Klafter chaired the Department of Physical Chemistry at TAU. Concurrently, he served as Head
of the Raymond and Beverly Sackler Institute of Chemical Physics. He was a Member of the
Academic Board of the ISF, heading the exact sciences and technology subject area, and from
2002 onwards he has chaired the board. Prof. Klafter serves as a Director of Ramot at Tel Aviv
University, Israel. Prof. Klafter has published close to 400 scientific articles, edited 18 books and
is an author of a book. He is a member of the editorial boards of six scientific journals, and has
been a member of the scientific committee of dozens of conferences. He also holds an Honorary
Doctorate from Wroclaw University of Technology in Poland. Prof. Klafter has been elected
foreign member of the American Academy of Arts and Sciences in 2011. A Fellow of the
American Physical Society among other organizations, Prof. Klafter has won many prestigious
prizes in his field, including the Alexander von Humboldt Foundation Prize, the Weizmann Prize
for Sciences, the Rothschild Prize in Chemistry, and the Israel Chemical Society Prize.
Prof. M. S. Swaminathan is an Indian geneticist and international administrator, renowned for
his leading role in India's Green Revolution, a program under which high-yield varieties of wheat
and rice seedlings were planted in the fields of poor farmers. Prof. Swaminathan is known as the
"Father of Green Revolution in India" for his leadership and success in introducing and further
developing high-yielding varieties of wheat in India. He is the founder of the MS Swaminathan
Research Foundation.

He was director general of the Indian Council of Agricultural Research (ICAR). He also served as
Principal Secretary, Ministry of Agriculture and Director General of the International Rice
Research Institute. He was also the president of the International Union for the Conservation of
Nature and Natural Resources.

Dr Swaminathan is a prolific scientific researcher and writer. He has published 254 scientific
papers are in the fields of crop improvement (95), cytogenetics and genetics (87) and phylogenetics
(72). His most frequent publishers were Indian Journal of Genetics (46), Current Science (36),
Nature (12) and Radiation Botany (12)

He holds more than 50 honorary Doctorate degrees from universities around the world.

He was awarded with Padma Shri (1967), Padma Bhushan (1972), and Padma Vibhushan (1989),
Albert Einstein World Award of Science (1986), Shanti Swarup Bhatnagar Award for
contributions to Biological Sciences (1961), Ramon Magsaysay Award (1971). Life Time
Achievement Award from BioSpectrum (2003). In all, he has received more than 50 honors and
awards from national and international bodies for his notable contributions.

He was awarded with UNESCO Mahatma Gandhi Gold Medal for his outstanding work in
extending the benefits of biotechnology to marginalised and poverty-stricken populations in
developing countries and in securing a sound basis for sustainable agricultural, environmental and
rural development.

Due to his contributions, Time magazine placed him in the 'Time 20' list of most influential Asian
people of the 20th century.

He has been elective fellow for over a dozen societies such as Indian National Science Academy
(INSA), Royal Society of London, National Academy of Sciences, National Academy of Sciences,
USA, The World Academy of Sciences (TWAS), National Academy of Agricultural Sciences

Prof. Swaminathan is an advocate of moving India to sustainable development, especially using


environmentally sustainable agriculture, yipee sustainable food security and the preservation of
biodiversity, which he calls an "evergreen revolution”.
