serving humanity for 32 years. It has an active presence in over 40 countries across the globe. IR
began working in Nepal from 2015, in the aftermath of the Gorkha earthquake. IRW mobilized
more than £ 3 M in humanitarian assistance for the earthquake affected people through various
institutional and private donors.

About the Project

The project will be implemented by CDS supported by Islamic Relief with funding from Aktion
Deutschland Hilft (ADH) and Islamic Relief Germany (IR Germany), the project “Enhancing
Community and School Based Disaster Resilience in Earthquake Affected Areas of
Ramechhap District” is being implemented in Gokulganga rural municipality of Ramechhap
district. This project aims to strengthen community and institutional capacity on Disaster Risk
Management through the implementation of inclusive and flexible CBDRM, improved
coordination, information management and policy advocacy. CDS is seeking innovative, self-
motivated and dynamic personnel for the position DP/DRR specialist to lead the project.

The 3 key results under the project are;

Result-1: Strengthened capacity of communities and Local institutions in developing ward and
rural municipal level Disaster Risk Management plan and integrate it into the annual plan of rural
municipality.

Result 2: Enhancing capacity of school authorities and children to develop and implement school
safety program

Result 3: Enhanced capacity of community and school authorities on child protection issues
Purpose
To be responsible for supporting CDS in their quality and timely delivery of IR Germany /ADH
funded project This position will act as a direct counterpart to the CDS Project Manager and staff
providing technical guidance on DRR and project management expertise.

The DRR Specialist will be responsible for the overall project management in district. S/he shall
develop, deliver and manage project strategies and activities to achieve the project objectives.
S/he shall work towards strengthening capacities of project staff, local communities, institutions
in disaster preparedness and disaster risk reduction.

Further, the DRR Specialist will ensure effective coordination with Government and concerned
line agencies; and other development partners at district and national level and provide capacity
building support and guidance to Implementing Partner. S/he will also need to establish effective
coordination with funding and implementing partner as well as monthly/statutory reporting and
communication.

Responsibilities and Tasks

A. Project implementation and capacity building


 Provide technical support to CDS project team to develop project document, detail
implementation plan [DIP], budget, work plan and other necessary documents.
 Support implementing partners project team for timely and quality implementation of
planned activities.
 Guide CDS Project Manager in developing field manuals, IEC material, Training
modules, Training plans. Awareness campaigns, process documentations as required
for the project implementation.
 Ensure the project implementation is in right track and the allocated resources are
well utilized.
 Ensure all the outcome and outputs are achieved according to the project LFA.
 Ensure all the reports are timely and qualitatively prepared and submitted following
reporting calendar.
 Ensure the financial and physical progress of implementing partners are tracked on
time.
 Ensure proper implementation of CHS, Sphere, COC and CDS/IRW established
policies and guidelines.
 Ensure all required documents both program and financial are well prepared and
maintained.
 Ensure all the planning and implementation steps are well followed.
 Ensure proper documentation of all means of verifications [MoV]
 Ensure all project staff does the field visit as per their JD.
 Motivate and facilitate the project team and implementing partners for better resource
mobilization and effective implementation of project activities.
 Ensure that the performance reviews of staff and IPs are done according to the
organizational policy.
 Participate in district/national coordination meetings, working group meetings and
other meetings as required.
B. Capacity building
 Coach and mentor CDS Programme teams in strategic and technical oversight of the
programme and project management, to build towards enabling significant handover
within 12 months of programme commencement.
 Provide technical and project management advice and guidance as needed to CDS
counterparts to facilitate quality programme delivery.
 Encourage an active learning environment for staff and volunteers through
emphasizing innovation in programming, documentation of best practice, case
studies, sharing of learning and external engagement.

C. Project monitoring and reporting

 Facilitate regular weekly/monthly review and planning meeting, joint monitoring


engaging respective district level line agencies representatives and other stakeholders.
 Organize the project Steering Committee Meeting and take necessary follow up
actions.
 Take lead in designing program evidence studies and monitoring and evaluation tools
and processes; lead those efforts at district as needed.
 Prepare monitoring plans and execute the plan to ensure the activities result into
expected outputs and measuring progress effectively
 Organise meetings, workshops and other information dissemination events with
different stakeholders to promote knowledge sharing with counterparts and
stakeholders.
 Ensure project database (beneficiary detail, case studies, photographs etc.) are well
maintained by the IP.
 Regularly monitor the progress and provide feedback for improvements.
 Assist the Senior Programme Manager in preparation and submission of monthly,
quarterly project review reports, and technical progress reports to fulfill the Islamic
Relief internal and donor requirements

C. Other:
 Assist IP’s Programme Manager in developing and maintaining networks with
relevant district, and local stakeholders.
 Assist in conducting needs assessments, baseline and end line surveys.
 Guide DRR/Recovery Programme Manager, as required.
 Facilitate technical and management visits from IRW headquarters, Islamic Relief
Germany and ADH.
 Other responsibilities as directed by Senior Programme Manager.

Qualifications:
Education
 Master degree required in a relevant field such as Disaster Management, Development
Studies, Sociology, International Development or Social Science.
 Highly proficient in English (written and verbal).
Experience
 More than 5-7 years of relevant work experience, preferably in NGO/INGO program
implementation.
 Having led and managed a DIPECHO project will be an added advantage.
 Proven track record of directly managing a team of people and collaborating effectively
at all levels of an organization.
 Strong time management and task prioritization skills
 Strong organizational skills and attention to detail
 High Computer Proficiency (Microsoft Office, excel, PowerPoint etc)
 Direct Monitoring and Evaluation experience and/or experience collaborating with M&E
staff desired.
 Ability to work flexibly and to meet competing deadlines.
 Willingness and enthusiasm for working with rural and vulnerable communities living in
remote areas of the country.
 Partnership management

 Strong experience working on projects with disaster risk reduction (DRR) resilience and
protection.

Purpose
Programme Manager is mainly responsible for the overall project management, planning,
effective implementation, monitoring and reporting. Maintain strong coordination with district
level government agencies, NGOs and other district and Rural Municipality level stakeholders.
Ensure monitoring systems are followed and manage data and information collection. Provide
guidance and support to project team in order to carry out activities in line with the
implementation approach. Ensure that implementation is in-line with quality standards,
including government acts and policies as a team leader.

Responsibilities and Tasks

 Prepare the overall plan and detail implementation plan (DIP) based on proposal and
effective implementation of the plan.
 Provide support to other project staff to develop individual plan and implementation.
 Ensure the project implementation is in right track and the allocated resources are well

E. Financial Management
 Prepare the annual budget as well as tri-monthly, monthly budget as per require.
 Ensure the allocated budget in the respective budget heading and prepare cost estimation
before implementation of the activity.
 Ensure the best use and best value of money during spending the budget.
 Review the budget in timely and process for the approval as per need.
 Ensure that internal control mechanisms are in place.

F. Project monitoring, coordination and documentation

Qualifications:

Education
 Master degree such as Disaster Management, Development Studies, Sociology, or Rural
Development or other equivalent degree with 2 year relevant experience or Bachelor’s
degree with 5 years’ relevant experience.
Experience
 More than 2-5 years of relevant work experience, preferably in NGO/INGO program
implementation.
 Proven track record of directly managing a team of people and collaborating effectively
at all levels of an organization.
 Strong time management and task prioritization skills
 Strong organizational skills and attention to detail

Officer.
JOB SUMMARY
The Finance Officer is responsible for providing financial and administrative support in
order to ensure effective, efficient and accurate financial and administrative operations
under direct supervision of Finance & Admin Officer. The Finance Officer must comply
with the administrative and accounting procedure CDS and the Donor (Islamic Relief).
The position would be seconded to any of the CDS partner's office.
GENERAL
 The Finance Officer is supervised by the Finance & Admin Officer and shall
continuously plan and implement activities in accordance with the CDS and the donor
overall strategic plan and annual operational plan.
 Finance Officer is expected to comply with CDS and the donor policies, directives, rules
and procedures, as well as national legislation.
 Finance Officer is expected to maintain close cooperation and coordination with all staffs
as needed to effectively and efficiently accomplish duties and operational objectives.
 Finance Officer is expected to contribute with professional and positive attitude and work
environment within the office as well as towards the partners and other external
stakeholders.
 Finance Officer is expected to continuously strive for meeting established objectives and
to ensure that all activities and costs are justified with direct purpose to meet to those
objectives.

RESPONSIBILITIES & MAIN WORKING TASKS FINANCE WORK


To maintain financial systems and controls to ensure the efficiency, integrity and
transparency of the office and sub-office operations in accordance with CDS/IR
guidelines, national legal requirements and (GAAP-General Accepted Accounting
Principal).
 To ensure all accounting records and supporting documentation for all financial
transactions are maintained in a systematic order and in a safe and secure condition under
the custody of the organisation.
 To provide partner with complete, accurate and timely financial reports, including
institutional donor reports where required for all projects implemented in the country, in
the required formats.
 To maintain accurate and effective financial controls on all transactions incurred by the
office and sub-offices as part of project implementation and other related costs.
 To prepare quarterly, monthly financial reports as well as prepare statutory financial
report (donor funded) to the IR finance department.
 To assist and support the Finance & Admin Officer of IRW in ensuring that all field
office bill and voucher expenditures checking and meet partner and institutional donor
requirements and remain within the approved plans and budgets.
 To manage and undertake local internal audits of the field and sub-offices including
implemented projects
 Provides accurate and punctual financial management, reports and forecasts on the
organisation’s income and expenditure.
 Any other task assigned by Line Manager or senior.
 Good management of VAT and TDS deduction from the bill as per Govt. rules and
regulation.

ADMINISTRATION WORK
 Maintains human resource files, staff leave record, attendance register, time sheet,
reconciliations, fixed asset registers, purchasing files, agreement files, incoming/outgoing
register etc.
 Issues invitation to bidders and suppliers, collects quotations, prepares comparison sheet
and submits with recommendation to Finance Coordinator/Manager and Senior
Programme Manager as needed.
 Carries out general shared office related works, such as receiving guests, arranging
trainings and meetings etc.
 Keeps record of project inventory and maintains inventory ledger.
 Timely collection and payment of bills/invoices and settlement of advance, liabilities and
receivables.
 Carry out administrative process to meet the objective of program activities in Country
Office.
 Ensures logistic support to organize organizational events and workshops effectively

Purpose
The Cluster Coordinator will coordinate with the communities, schools and other stakeholders to
accomplish the project activities. This position will be responsible for the overall implementation
of the program activities at cluster level. The main responsibility of the cluster coordinator will be
coordination, planning, implementation and monitoring of program activities in the field. S/he
will also be responsible for program effort to generate new concepts and ideas for enhancing
program effectiveness.

Responsibilities and Tasks

G. Planning and Reporting and documentation


 Prepare the overall plan of respective cluster based on DIP and effective
implementation of the plan.
 Formation of LDMC/sub planning committee, VCA process and prepare LDRMP as
per guideline 2068 BS.
 Support schools in VCA process, prepare DRR plan and implement the risk reduction
activities.
 Provide support to DRR facilitators to develop individual plan and implementation.
 Prepare the monthly, quarterly, semi-annual, annual and other activity/event reports
and submit to supervisor in time
 Prepare project database (beneficiary detail, case studies, photographs etc.) and
submit to supervisor in time.
 Any activities assigned related to project by supervisor/superior.

H. Training management
 Prepare training guidelines/manual and delivery as planned in DIP
 Guide/support the DRR facilitator to organize the training in local level.
 Organize meetings, workshops and other information dissemination events
 Train school/VDC level stakeholders on DRM.
 Conduct training, arrangement of training, coordination with district, VDC level and
ward level stakeholder for training and other programs.

I. Rapport Building and coordination


 Establish good relationship with rural municipality board, ward level representatives,
communities, schools (SMC/PTA/students) and local authorities
 Facilitate to link between project beneficiary and local government to access on the
resources.
 Assist in facilitation of discussions with the local authorities to ensure they have a
good understanding of CDS programming and interventions

J. Monitoring and Supervision


 Monitor and supervise the field activities regularly and support staffs for better
implementation.
 Support to collect complaints regularly as per complaint handling mechanism in field
level
 Ensure the inclusion in field level activities
 Maintain transparency and accountability in field level
Education
 Bachelor Degree Social Sciences/Education or equivalent degree any other discipline and
2 years experiences in related field.

Experience
 working experiences in CBDRR/Child Protection/WASH and mainstreaming DRR into
government priority sectors and local planning process.
 Working experience with government agencies in coordinating way.

About the Organisation

Community Development Society (CDS) is a non-profit making, non-governmental social


development organization established in 2001 under the Society Registration Act 1977 of Nepal.
CDS has been working with vision of establishing ‘Self-reliant, Healthy and Equitable
society’. CDS has been working in the sector of livelihood, small-scale infrastructure
development, Disaster resilience, health and sanitation, education, women empowerment, child
right, renewable energy, peace and good governance for the past 14 years.

Islamic Relief Worldwide (IRW) is an independent humanitarian and development organisation,


serving humanity for 32 years. It has an active presence in over 40 countries across the globe.
IRW began working in Nepal from 2015, in the aftermath of the Gorkha earthquake. IRW
mobilized more than £ 3 M in humanitarian assistance for the earthquake affected people through
various institutional and private donors.

About the Project

The project will be implemented by CDS supported by Islamic Relief with funding from Aktion
Deutschland Hilft (ADH) and Islamic Relief Germany (IR Germany), the project “Enhancing
Community and School Based Disaster Resilience in Earthquake Affected Areas of
Ramechhap District” is being implemented in Gokulganga rural municipality of Ramechhap
district. This project aims to strengthen community and institutional capacity on Disaster Risk
Management through the implementation of inclusive and flexible CBDRM, improved
coordination, information management and policy advocacy. CDS is seeking innovative, self-
motivated and dynamic personnel for the position DRR Facilitator.

The 3 key results under the project are;

Result-1: Strengthened capacity of communities and Local institutions in developing ward and
rural municipal level Disaster Risk Management plan and integrate it into the annual plan of rural
municipality.

Result 2: Enhancing capacity of school authorities and children to develop and implement school
safety program

Result 3: Enhanced capacity of community and school authorities on child protection issues
Purpose
The DRR Facilitator is responsible for field level activities implementation. Facilitate the project
implementation process at community level and make clear to the stakeholders on project
modality. Facilitate trainings, focus group discussions, child club meeting and community events
related to DRR/SBDP and child protection. Establish strong rapport with Ward level stakeholders
and local people, and other stakeholders. Understand and communicate the needs of communities
and support to resource coordination.

Responsibilities and Tasks


K. Rapport building with the local stakeholders and the beneficiaries.
L. Facilitate the project implementation process at community level and make clear to the
stakeholders on project modality.
M. Organize and facilitate to form child clubs at school/community and orient on child
protection issues.
N. Organize/support training, workshop and community awareness activities.
O. Support to prepare project database (beneficiary detail, case studies, photographs etc) as
suggested by supervisor.
P. Assist to organize VCA in local level (community/school).
Q. Keep record of the community complaint/feedback and forward any such issues to the
immediate supervisor (CDS)
R. Prepare daily/weekly/monthly plan and prepare the reports as per plan.
S. Prepare event/activity reports as required.
T. Responsible for the overall community/school mobilization to implement the DRR program
activities at local level.
U. Establish strong rapport with local level stakeholders, including LDMC, CAC, WCFs, school
(SMC/PTA, students), local clubs, CBOs and local people.
V. Facilitate community meetings, dialogues on DRR, empowerment, and governance, and
document evidence and lessons learned.
W. Support any other activities as assigned by supervisor.

Qualifications:

Education
- Intermediate/10+2 in any discipline with 2 years working experiences in related field.

Experience
 At-least 2 years of relevant work experience in the sector of DRR/SBDP and child right.
 Experience in community level mobilization, training, and influencing local people is
desirable.

Desirable
 Willingness and enthusiasm for working with rural and vulnerable communities living in
remote areas of the country.
 Strong time management and task prioritization skills
 Ability to work flexibly and to meet competing deadlines.
 Knowledge on school improvement plan and DRR mainstreaming.
