On Winning the War and Recapturing the People’s Trust:


The People’s Law Enforcement Boards (PLEBs) in the National Capital Region
A NARRATIVE REPORT

The People’s Law Enforcement Board (PLEB) is an institutional mechanism for


addressing and resolving cases against erring policemen. At a time where human rights
violations are allegedly committed by the authorities themselves, it is crucial that
avenues like the PLEBs be activated.

The PLEB, as a check and balance mechanism, provides an opportunity for the common
people to be engaged in tempering corruption and other anomalies, and in possibly
reforming the police.

More than anything, the consolidation of the PLEBs rests on the full participation of the
communities–all in view of contributing to the noble task of reforming of our public
institutions.

PLEBs are vital weapons for the victory of the war against injustice and societal disorder.
Hence, it is incumbent upon the Department of the Interior and Local Government –
National Capital Region (DILG-NCR) to lead the way in engaging with and aiding the local
boards whose job is to adjudicate and resolve in a speedy manner the cases filed against
those who utilize power for their self-interests.

To possibly contribute to the full realization of the goals of the PLEB, it is crucial that
continuous capacity-building and monitoring and evaluation efforts be rendered.
Through the reconstitution of the PLEB Project Management Team under the
Continuing Capacity Enhancement of the PLEBs in the National Capital Region which
started in 2017 and was fully realized this March 2018, significant tasks have already
been accomplished, as contained in this narrative report.

THE ROLE OF THE PLEBs IN THE NATIONAL CAPITAL REGION

Given its potential as an institution, the PLEBs are crucial elements in the comprehensive
fight against criminality, anomaly, and other threats to peace and order and social
harmony.

As provided in the Section 43 of Republic Act 6975 or DILG Act of 1990, the People Law
Enforcement Board of every locality, as a quasi-judicial body, holds the authority to
investigate, adjudicate, and impose penalties on complaints against erring members of
the Philippine National Police.

In its unwavering commitment to uphold and secure peace and order in the region, the
Department of the Interior and Local Government-National Capital Region continually
empowers the local PLEBs through rigorous capacitation and monitoring.

Stated below are the significant accomplishments of the DILG-NCR relative to the
Continuing Capacity Enhancement of the PLEBs in CY 2017 and CY 2018:

PLEB PMT NCR ACHIEVEMENTS IN CY 2017

 Creation and/or Reorganization of the PLEBs in NCR.


o A total of 30 PLEBs have been created/reorganized through the issuance of
Executive Orders and City Council Resolutions.
 Provision of necessary logistical and administrative support.
o Through the active engagement of the DILG-NCR with the 17 Local Chief
Executives, all 30 PLEB districts have been given physical offices and
personnel to attend to secretariat functions.
 PLEBs with Physical Office: 30 PLEBs (17 cities/municipality)
 3 of which share office with their respective City Legal
Offices
 2 of which share office with the Office of Sangguniang
Panlungsod
 Provision of support to the PLEBs in the form of computers for the PLEB
Secretariat.
o 30 PLEBs (covering 17 cities/municipality) received their computers.
 Legal Skills Enhancement Trainings. These capacity-building efforts were done
in three (3) batches covering all 30 PLEB districts.

PLEB PMT NCR ACHIEVEMENTS IN CY 2018

 Continuous Engagement and Monitoring and Evaluation


o Systematization of data (case) management.
o Active involvement of the DILG Field Offices in the monitoring and
evaluation efforts through the issuance of the DILG-NCR Memorandum
dated May 07, 2018 re: Submission of PLEB Monthly Report
 All City Directors and MLGOO were directed to facilitate the
accomplishment of the PLEB report to be submitted every 25th of

the month to LGMED-PLEB Project Management Team (PMT). This
was in line with the Memorandum dated March 26, 2018 signed by
Asec. Ricojudge Janvier M. Echiverri re: Monthly Report Template
for Monitoring and Evaluation of the Implementation of the PLEB
Program.
o Identification of institutional gaps in the proper functioning of the PLEBs.
 The Local Chief Executives were engaged as to the status of the cases
filed before their local PLEBs. The cases which have been tagged as
backlogs were properly identified and were laid down for
immediate resolution.
 Provision of Insurance through the GSIS Group Personal Accident Insurance
(GPAI)
o The members of the PLEBs in NCR have been certified as to their eligibility
for the GSIS Group Personal Accident Insurance (see Annex for the
corresponding City-level and Regional Certifications of Eligibility).
 Training of Trainers on the PLEB Online Database System (PODS) and Legal
Skills Enhancement.
o Attended by the personnel of the DILG-NCR Field Offices, the Training of
Trainers was aimed at capacitating the local field personnel as regards the
legal framework of the PLEB and the particularities of the PLEB Online
Database System (PODS).
 Re: Creation/Reorganization of PLEBs in NCR
o Through the issuance of the DILG-NCR Memorandum dated May 25, 2018
re: Reiterating Creation of People’s Law Enforcement Boards in the Cities
of Marikina and Parañaque, there are now 31 PLEBs in NCR including the
newly organized PLEB district in Parañaque City.
o The DILG-Marikina reached out to their Local Chief Executive and prepared
a comprehensive report re: status of organization of the remaining PLEB in
the city (See Annex).
 PLEB PMT NCR Internal Capacity Building.
o Since the activation of the PLEBs is crucial in the reformation of the
institution of the police, there was a huge need to strategize and plan the
upcoming activities and projects of the PLEB-PMT NCR for the third
quarter and fourth quarter of 2018.
o The output of this internal capacity-building and strategic planning was the
action plan and framework which guides the critical next steps of the
PMT (see Annex).
 With the aid of Regional Peace and Order Council–National Capital
Region (RPOC-NCR), there will be a PLEB Grand Launch aimed at
popularizing the existence of PLEBs and in view of empowering
citizens in instilling discipline in the ranks of the law enforcers; and
 The Roll-out of the PLEB Online Database System (PODS) aimed
at providing an automated system for data input, case monitoring,
and report generation to aid the DILG in monitoring cases handled
by PLEBs shall also be conducted.

As of writing, there are thirty-one (31) PLEBs which have been officially constituted
and/or reorganized in the National Capital Region. Include herein is the newly
organized PLEB district in Parañaque City.

 Finalization of the Information and Education
Campaign materials (IEC) for PLEB.

(PODS) to all PLEBs in the region.

BEST PRACTICES AND IMPACTS

Through the responsible stewardship of the Parañaque City Mayor, Hon. Edwin L.
Olivarez, and in close coordination with the PLEB Chairman, Ms. Erlinda R. Acda, the
Parañaque government institutionalized and organized a PLEB desk in each and every
barangay. This greatly helped in the propagation of awareness as to the existence of
PLEBs in their city.

Upon the institutionalization of the monthly report submission, inconsistencies in the
data of the local PLEBs were gradually identified and corrected. The PLEB PMT NCR also
views this condition as a challenge to be overcome, especially through the utilization of
the PLEB Online Database System (PODS).

ISSUES AND CONSTRAINTS

Despite the scrupulous efforts of DILG-NCR, there remains challenges to the attainment
of the ultimate functionality of PLEB-NCR due to issues of data management.

In order to address these perceived gaps and challenges, the Regional Office intends to
conduct the Roll-out of the PLEB Online Database System, foremost, to resolve said
problem in data (case) management. Furthermore, the said activity shall aim to tighten
cooperation among local PLEBs and their communities with the ultimate goal of
strengthening and harmonizing the overall functionality of the PLEBs of NCR.

CRITICAL NEXT STEPS

Towards Attaining Transparency and Accountability: Strengthened PLEB Case


Management and Data Systematization. As mentioned, the DILG-NCR sees it really
crucial that the Roll-out of the PLEB Online Database System be conducted as it can
fruitfully resolve the inconsistencies in data submission and provides for transparency
and accountability as a pillar of good governance.

Continuous Capacity Enhancement of the PLEB Secretariat. As deemed by the PLEB


PMT, the Secretariat of the local PLEBs should be fully equipped with the technical know-
hows. Continuous capacity-building must be done for them as to contribute to the proper
functioning of the local PLEBs.

Continuous Advocacy and Awareness Drive. In the coming years, continuous advocacy
and information campaigns must be done as to propagate the very existence of the PLEB.
This is in the hopes of better engaging the communities in the reformation of the
institution of the police.
