4 Reduced Power Level After Handover


When the optional feature Reduced Power Level After Handover is active in uplink, the
behavior of Dynamic MS Power Control is modified. The purpose with the changed
behavior is to avoid that the MS always is ordered to use maximum allowed output power
immediately after a successful channel change. Two areas are addressed to facilitate
this:

 Initial power to be used on the target channel immediately after a successful


channel change
 Initiation of signal strength and quality filters in Dynamic MS Power Control
for the target channel

activated/deactivated on cell level using the commands RLMRI/RLMRE.

Reduced Power Level After Handover supports inter BSC handover if the feature is
activated in both source and target BSC.

Note: If the feature Maximum MS Power Level at U-TDOA Positioning is active, Reduced
Power Level After Handover will for Dynamic MS Power Control not work for emergency
calls.

3.4.1 Initial power on target channel after a successful channel change

The initial power to be used on the target channel immediately after a successful
handover/intra-cell handover is calculated utilizing information regarding used MS power
on the originating channel prior to the channel change, the operator settable parameter
MSRPWROFFSET as well as some additional information regarding the target
channel/cell.

The fundamental formula used is:

Initial MS power target channel = MS power originating channel + MSRPWROFFSET

For intra-cell handover the following additional aspect is considered:

 Multi Band Cell

For inter-cell handover the following additional aspects are considered:

 Signal Strength relation between originating and target cell


 Different configured maximum BTS output power in originating and target cell
 Usage of Multi Band Cell

MSRPWROFFSET is a cell parameter which applies an offset to the MS power used on


the originating channel when the initial power, to be used on the target channel, is
calculated. Positive parameter values will result in a less aggressive initial down
regulation, while negative parameter values influence the initial down regulation in the
opposite way. The parameter is applied for intra-cell handovers as well as for inter-cell
handovers in to the cell.
3.4.2 Initiation of Dynamic MS Power Control filters

When Reduced Power Level After Handover is active in the uplink, the initiation of
Dynamic MS Power Control filters for both signal strength and quality is modified. The
filters are initiated with the first set of valid uplink measurements received by the BSC.
This is done to achieve fast response to the reported radio quality on the target channel
shortly after a channel change. The implication from the modified filter behaviour is that
the time period during which full or almost full power is used after a channel change in
many cases is shortened. If, within a defined time frame, no valid downlink
measurements are received the power control filters for both Dynamic MS and Dynamic
BTS Power Control will be initiated using the desired values for signal strength and
quality, resulting in that maximum allowed power will be used.
