JOB DESCRIPTION

Position Title: HUMAN RESOURCES OFFICER – Human Resource Development

Department: Human Resources

Unit: N/A

Reports Directly To: Human Resources Manager

Reports Indirectly To: N/A

Position Objective:
To perform various professional/administrative and human resource management functions
related to the organization’s manpower and succession planning, performance management
system and staff development for the effective functioning of the Court and Commission.

Key Responsibilities and Duties:


Performance Management
• Assists managers and supervisors with monitoring performance against the Operational
Plans by following-up on planned review requirements.
• Facilitates members of the PBMS Management Team in their role of assisting with
implementation and operation of the system.
• Issues requests and reminders for the conduct of performance reviews for employees;
including those on probation.
• Assist the Human Resources Manager with the management of periodic performance
evaluation exercises in keeping with the Courts policy, to ensure objectives are met.
• Tracks the progress of performance appraisal exercises, ensures receipt of evaluations for all
employees and participates in the analysis of the data.
• Processes performance appraisal appeals in keeping with the Performance Based
Management System (PBMS) Policies and Procedures and facilitates reviews.
• Facilitates staff representation in keeping with the PBMS Policies and Procedures and Staff
Regulations.
• Analyses and summarizes the results of appraisals for decision making in regard to training,
recognition, promotions, transfers, succession planning and disciplinary actions.

Training and Development
• Liaises with managers and supervisors on the training needs of staff.
• Researches, presents proposals and participates in the development and implementation of
a Training & Development Plan for the Court and the RJLSC Secretariat which addresses their
current and future needs.
• Assists the Human Resources Manager with the development of syllabuses and faculties for
training and development programmes and related budgets.
• Assists in the delivery of development/performance training and continuous review of the
system to ensure that it is current.
• Contributes towards and participates in the roll out and training of managers on any new or
revised human resource management systems and processes introduced.
• Liaises with managers and supervisors to monitor the impact of training and development
initiatives and makes recommendations for desired outcomes.

Information Management and Documentation


• Collates orientation packages, arranges the logistics and participates in the orientation of
new staff, as may be required.
• Develops and maintains HR Development databases, and related employee and department
files, in both electronic and manual formats in a secured and confidential manner.
• Participates in the development, review and enforcement of related human resource
management policies, procedures and processes as required and recommends
improvements.
• Prepares drafts of Commission Notes, letters, memoranda, proposals, reports and e-mails, as
required.
• Reviews data in the automated HR Systems and informs managers and supervisors of
anomalies for their attention.

Other
• Participates in strategic planning and goal setting for the Department.
• Ensures that the Human Resource Department is effectively managed and that the systems
and procedures are full responsive to the needs of the Court and staff.
• Assists in the preparation of the biennial budget for the CCJ, RJLSC and the Department.
• Participates in group and individual meetings to promote open communication, including
timely sharing of relevant information, for the efficient operation of the Department.
• Investigates and responds to enquiries and complaints from Judges, Management, Staff and
external parties.
• Follows-up on the implementation of decisions from the Commission or as directed by the
Human Resources Manager.
• Participates in the orientation of new staff members.
• Assists with the planning, organizing and execution of projects and Court events.
• Serves on committees as required.
• Responds to routine enquiries as appropriate.
• Performs any other related duties as assigned from time to time.

Required Knowledge, Skills and Abilities:


• Sound knowledge of all areas of human resource management, and its principles, policies
and practices including Human Resources Information System(s).

• Good knowledge of current labour legislation and regulations.
• Good knowledge of research techniques.
• Working knowledge of modern office practices and procedures.
• Knowledge of Process Mapping, Survey Development and Analysis.
• Knowledge of the CARICOM region and its Court Structure.
• Knowledge of Court procedures and Court protocols.
• Exceptional interpersonal, communication (oral and written) and presentation skills
• Excellent analytical and problem-solving skills; detailed oriented.
• Excellent customer service and telephone etiquette skills.
• Proficiency in use of the Microsoft Office Suite of programmes, including Word, Excel and
Access.
• Demonstrated ability to conduct research, gather data, analyze information, and prepare
effective, accurate, and timely reports and other documents to support development
objectives.
• Demonstrated ability in planning and implementing short, medium and long-range
development initiatives.
• Ability to efficiently manage time, multi-task and function effectively in a fast paced and
demanding environment.
• Ability to work in a team, and demonstrate the highest level of professional integrity,

Minimum Education and Experience


• A Bachelor’s Degree in Human Resource Management
• Professional Certification in HR Development and Training
• Four (4) years working experience in the Human Resource Management field with at least
two (2) years in a Training and Development position.

• Working experience with automated Human Resource Management System.

BASE SALARY: US$2,825.13 (Free of Tax)
