Abstract:

The instant project deals with Special Category Status of a State in India which particularly dealt
by the National Development Council, a extra-legal body in Indian Constitution, which was set
up on 6 August, 1952 by an executive order of the government. It provides a forum in which the
Union Ministers and Chief Ministers of States discuss the plans at important stages in their
formulation. Plans are also approved at its meetings after their completion and before they are
presented to the Parliament and the State Legislatures. In this way the national character of the

Plans is emphasised. The Council also considers social and economic policies affecting the
country from a social point of view, so that where necessary uniformity may be secured. In these
ways, it gives a lead to the Country on broad issues of policy and promotes collective thinking
and joint action on matters of national importance.

Purpose of this study is to acknowledge the critical analysis on basis, requirements and criteria
proposed by the National Development Council and its role in rewarding the Special Category
and functions of National Development Council. This analysis will include evolution, need, role,
function, basis, process, and controversies regarding working of National Development Council.

Research Plan:

i. Research Objective:

Research objective is to critically analyse the role, function and process of National
Development Council over Special Category Status.

ii. Hypothesis:

Basis, need, requirement, role, function, and process of NDC over Special Category
Status and when a State is awarded with this Special Category.

iii. Research Question:

Critical analysis of basis, need, requirement, role, function and process of National
Development Council over Special Category Status and when a State is awarded with
Special category Status?

iv. Research Methodology:

I have used quantitative method of research in which I have gone through Contextual
Readings of Indian Constitution Books, articles, short write ups on Special Category
Status from different forums like web page of Inter-State Secretariat, The Hindu, etc.

Chapter I: Analysis of NDC under Constitution.

Chapter II: Role and Function of the NDC.

Chapter III: Specific dealings with Special Category Status
