Leader national dans le secteur électrique, l’ONE confie la mission de construction des
postes électriques à la Direction Ingénierie et réalisation projets Transport
(DI/CTR/DIT).Cette direction s’occupe de la réalisation des postes électriques de la
phase d’expression du besoin jusqu’à la réception définitive des ouvrages.
Ce projet de fin d’études rentre dans le cadre de la gestion des projets de construction
des postes électriques en terme de maîtrise des flux informationnels échangés entre
les différents intervenants aussi bien en interne qu’en externe. Ceci ne peut être
assuré que par la mise en place d’un système documentaire complet et rigoureux, et
ce dans une approche de standardisation des formulaires pour se doter d’une archive
qui représente une base importante pour le retour d’expérience.
Dans cet ordre d’idée, la premier étape de ce projet était l’élaboration d’un flow chart
dans le but de cerner les acteurs qui interagissent dans le processus de réalisation,
savoir qui fait quoi et le moment de son intervention afin de comprendre le processus
métier. L’étape suivante consistait en une analyse approfondie de ce processus, le but
étant de verrouiller les milestones intermédiaires des projets en sanctionnant chaque
phase par un ensemble de documents de contrôle et de suivi (Check list, PV, Fiche de
Contrôle, Reporting, …etc). Pour ce faire, les différents jalons des projets ont été
dénombrés et décomposés en des tâches auditables. Chaque tâche est contrôlée en
termes d’inputs (références de contrôle, normes, document de contrôle) et d’outputs
(résultat, reporting, actualisation du tableau de bord). Pour réussir cette étape
d’analyse, l’outil SIPOC jugé le mieux adapté à nos besoins a été utilisé. Finalement, et
après recensement du système documentaire existant et identification du besoin en
termes de documentation, un guide de contrôle documentaire a été élaboré. Il attribue
pour chaque phase de projet un ensemble de documents à utiliser. Les formulaires
existants ont été analysés et améliorés, de nouveaux formulaires de suivi et de
contrôle ont été élaborés. L’ensemble des documents a été rassemblé dans un système
documentaire.

وانجاز مشاريع النقل والتي تتكلف بإدارة ومراقبة وتتبع االنجازات مند توصلها بطلب االنجاز الى حين االنتهاء والشروع
في االستغالل.
في اطار ادارة مشاريع انجاز مراكز التحويل الكهربائية يندرج موضوع مشروع تخرجي خاصة في ما يتعلق بالتحكم في
وسائل التواصل وتبادل المعلومات بين مختلف المعنيين بالمشاريع االمر الدي يتطلب وضع نظام وثائقي رهن اشارة رؤساء
المشاريع تتوفر فيه خصائص الشمولية والدقة في تسيير المشاريع.
في هدا السياق دعيت في البداية الى تطوير رسم بياني من اجل تحديد الجهات الفاعلة في عملية انجاز المشاريع مسؤولياتها
وكدا مجال تدخالتها.
في الخطوة الموالية تم رصد وتحليل مختلف الممرات االساسية في عملية االنجاز من اجل تقنينها بوثائق مضبوطة لضمان
اتمامها باالحتياط الكافي.
وأخيرا وبعد تقييم النظام الوثائقي الحالي تم االشتغال على القوائم من حيث الشكل ومن جهة اخرى تعزيزه بوثائق جديدة
لضمان تتبع ومراقبة في المستوى المنشود.
وتوج هدا العمل بإنشاء دليل إلدارة مشاريع النقل الدي توخينا منه ان يكون مرشدا لرؤساء المشاريع من ناحية التسيير
والتقنين الوثائقي على حد السواء.
Substations are strategic nodes of the transmission of electricity. They ensure three
strategic functions: transform, refer and protect electricity facilities. Indeed, they play
a vital role in the development of the transport network to monitor the electric power
demand, especially since they are transit points for better power transmission with
smaller losses.
National leader in the electricity sector, the ONE entrust mission of construction of
substations to the Direction Engineering and construction projects Transport (DI /
CTR / DIT). The Directorate is responsible for achieving the substations from the
expression of need stage until final acceptance of works.
This graduation project is within the scope of the project management of construction
of substations in terms of control of information flows exchanged between the various
stakeholders both internally and externally. This can only be assured through the
establishment of a comprehensive and rigorous retrieval system, within an approach
to standardization of forms to build an archive that represents an important basis for
the feedback.
In this vein, the first step of this project was the development of a Flow Chart in order
to identify the actors that interact in the production process, who does what and the
time of its intervention in order to understand the business process. The next step in a
thorough analysis of this process, in order to lock the interim project milestones by
punishing each phase by a set of control documents and monitoring (Check list, PV,
Data Control, Reporting, ... etc.). To do this, the various project milestones were
counted and decomposed into tasks auditable. Each task is controlled in terms of
inputs (control references, standards, document control) and outputs (results,
reporting, updating the dashboard). To succeed in this step of analysis, SIPOC tool
considered best suited to our needs was used. Finally, after identification of existing
documentation system and identifying the need in term of documentation, a guide
document control was developed. He attributes for each phase of the project a set of
documents to be used. The existing forms have been analyzed and improved, new
forms of monitoring and control have been developed. All documents have been
collected in a retrieval system.
