The attention of the General Managers, District Industries Centres in the State is
invited to the G.0. 1st cited, wherein Government have issued orders constituting Committee
to form a Joint Inspection Team with regard to granting construction permits as a part of
"Ease of Doing Business. With regard to Industries Department, the General Manager, of the
concerned· District Industries Centre is the Member- Convenor of the committee tgo
coordinate for Joint Inspection with team members and to finalise the completion of Joint
Inspection reports of Industrial Unit.

2) In this connection, it is informed that as per Reform-28 of EoDB BRAP 2019 -

"Mandate that-a single, joint site inspection will be carried out by all concerned authorities
such as Fire, Water and Sewerage, Electricity, Labour (such as Factory license) Department
and other internal Departments responsible for granting construction permits in urban areas
and IDCs". Ia.accordance with the reform~28 of EoDB BRAP 2019, the Committee
constituted vide G.O 1st cited, has to· carry out such single joint inspections at the time of
building permissions. It is observed that till 4ate no such joint site inspections have been
carried out /reported ,
3) As this is a single joint inspection, and to demonstrate the efficacy of such reform to
the applicant and being the Member-Convener of the Committee, the marginally noted
General Managers District Industries are requested that multiple departments (at least 3-4)
applicable as per G.0.Ms, 136 are a part of this team carrying out joint inspection. EoDB
BRAP 2019 requires at least 20 respondents to confirm the implementation of the reform.

4) Further, it is requested to coordinate the site inspections by organizing the team to

visit the site, inspect and provide recommendations to initiate single joint site post-
-- - inspections for-Industrial building- permissions- issued since-Pt -Becember,-WtS:-'fo ensure-
sufficient data is available for submission to DIPP, it is requested that the inspections may be
completed and the findings are shared as per template attached (Annexure 2) by 21st March,

5) The industrial building permissions issued in the respective districts is attached

6) All the General Managers are requested to attend to this work on priority and report

compliance.
