INTRODUCTION

The present Municipal Government Plan 2011 - 2014 of the


district of Capachica is the result of the systematization that the
District Base of the Regional Movement "SI TRABAJA" has
formulated with the purpose that it serves as an instrument of
management and government to guide the list that we present
in this present electoral contest to be held in the month of
October of the present year of 2010.

CHAPTER I

GENERAL CHARACTERISTICS OF THE CAPACHICA DISTRICT

POLITICAL CREATION

Initially, Capachica was created at the time of independence as


part of the province of Huancané. After this time the creation of
the district of Capachica obeys to the donation of D.S. of May 2,
1854, given in the House of Government in Cusco and issued by
the citizen Ramón Castilla, Grand Marshal of the National Armies
and Provisional President of the Republic of Peru.

LOCATION
It is located in the sierra region at 15º 38'18 "south longitude and
69º 49'15" longitude or east of the Greenwich meridian; It is
located at 3,880 m.s.
LIMITS

North: District of Pusi and Lake Titicaca


South: Lake Titicaca
East: Lake Titicaca
West: District of Coata and Huata

AREAS OF EXTENSION AND SURFACE

It comprises approximately 117.06 Km2 of extension that


represents 1.80% of the surface of the province of Puno and
0.16% of the department of Puno.

FLORA AND FAUNA

The Capachica district has a rich biodiversity of flora and fauna,


expressed in 83 species of plant and animal diversity.

SITUATIONAL ANALYSIS OF THE DISTRICT OF CAPACHICA
STRENGTHS

• Natural resources rich in FLORA AND FAUNA BIODIVERSITY


with natural reliefs of FISIOGRAPHY and OROGRAPHY.

• Lake Titicaca, WITHOUT any degree of pollution.

• Spacious and clear BEACHES, with suitable agroclimatological


locations for the practice of AQUATIC SPORTS (Sailing boats,
swimming, skiing, water, etc.).

• Micro special climates that allow you to develop a great


BIODIVERSITY OF FLORA and FAUNA.

• EMBROIDERED handicrafts, unique in the world.

• Practice of ancestral customs, which allows you to provide


RITES, CUSTOMS and FOLKLORE

• ITICAL resources of native species (Ispi, carachi, boga, mauri).

OPPORTUNITIES

• DEMAND FOR LIVING TOURISM by the national tourist and


above all international.
• POLITICAL WILL OF THE CENTRAL AND REGIONAL
GOVERNMENT, in converting the district into AXIS OF THE
TOURIST CIRCUIT SILLUSTANI - CAPACHICA - AMANTANI -
TAQUILE.

AGRICULTURAL COMPONENT
• Low levels of agricultural production and productivity.
• Deterioration of products such as potatoes as a result of the
worm
"Weevil of the Andes".
LIVESTOCK COMPONENT

• Low livestock profitability.

• Low genetic quality of cattle, sheep and pigs.

• Animal Health Problems.


HEALTH COMPONENT

• Low levels of health.

• High rates of infant mortality and malnutrition.

• Lack of medicines available to the economies of peasant


families.
